Design/methodology/approach – The following parameters were used to characterize the chosen countries. On one hand, it takes social context indicators like digital opportunity index (DOI), GDP 2007 (Organization for Economic Co-operation and Development) (www.oecd.org/home/0,3305,en_2649_201185_1_1_1_1_1,00.html), scientific output 2005, and investment in science and technology vs GDP 2004. On the other hand, it analyses open access indicators considering the two main open access strategies – the green and gold routes – and the existing legal framework. Findings – This paper discusses the evolution of DOI and compares with open access parameters (numbers of repositories, number of registries in repositories, DOAJ journals and number of creative commons licences) in the context of scientific information in developing countries in Latin America. Research limitations/implications – This paper is not an exhaustive survey and limits the comparison to the Latin American Countries, focalized in Brazil, Chile and Argentina. Esta es una oportunidad innegable de ayuda en el proceso de la comunicar sus hallazgos científicos, estableciendo políticas y alentando a los aurtores a auto-depositar sus escritos. Ambos ganarán prestigio y visibilidad, como lo demuestran algunas investigaciones en el Reino Unido.

English abstract:

The ever increasing cost of scientific publications, especially in the field of STM, and the difficulties in the access, due to publishers conditions and budgetary constraints on the side of libraries, have determined what is known as the scholarly communication crisis. The open access movement has produced a change in this process, causing an enourmous impact in the way publicly funded research is disseminated., thus linking an old tradition -the wish of scientists to transmit their findings- with a new technology –Internet-. Institutional repositories, which have emerged in the last five years, have an important role to play in this respect, offering many advantages both for the authors.and for the institutions. These have an undeniable opportunity to help in the process of communicating their research findings, stating policies and encouraging authors to self-archive their writings. They will both gain prestige and visibility, as some research surveys in the UK demonstrate.", "tags": [ { "tag": "HS.
