            "abstractNote": "The Urban Cleaning Company of the City of Rio de Janeiro – COMLURB launched the Recycling Separation Center Project (Projeto Central de Separação de Recicláveis or CSR) in 2003. The objectives of the project were the adequate disposal of solid urban waste as well as the generation of employment and income. The COMLURB Project had economic, environmental and social facets, and the researchers sought to establish whether COMLURB had prepared reports that would enable evaluation of the investment made and the results obtained. In particular, the researchers sought to establish whether COMLURB financial statements set out the results of actions inherent to the CSR. We concluded from our analysis of the Project that the three elements of sustainability (social, environmental and economic), despite being fully present, were not adequately demonstrated. This study therefore proposes a model report with a view to enabling various information users to evaluate the results of the CSR Project.",

            "abstractNote": "Waste is a subjective notion. Some see waste as a risk to public health and the environment, some see it as a mere aesthetic inconvenience, and others see it as a source of income. In the informal recycling sector, there is no question that waste is perceived as a resource.\n\nIn Bandung, Indonesia, at least one in every 1000 people works in the informal sector, which includes recycling activities by scavengers or waste pickers in the street, in temporary storage sites, and at dump sites. Scavenging is always associated with risk, unhygienic environments, criminal activities, homelessness, unemployment, poverty, and backwardness. These associations tend to perpetuate discrimination against the informal recycling and, in turn, lead to exclusionary policies regarding the informal recycling in solid waste management (SWM).\n\nThis paper discusses the role of informal recycling in SWM in Bandung, Indonesia, by using the material flow method. This study estimates at least 303&#xa0;metric&#xa0;tons of refuse are collected by the informal recycling out of a total of 2295&#xa0;metric&#xa0;tons of garbage generated each day in the city. This study also uses a questionnaire to investigate how local municipal officers and politicians perceive the role of the informal recycling. This paper further shows that despite the positive aspects that the informal recycling brings to SWM in Bandung, there are also negative consequences. It highlights the dilemma faced by decision makers while trying to include the informal recycling in the SWM toward inclusive society. Improved efficiency in waste collection may lead to unemployment of scavengers and waste pickers who belong to the poor strata of society, whereas issues on inclusive society force municipalities to fight against social exclusion. The normative theory of social exclusion and the concept of capital forms were used to address the dilemmas faced by decision makers in this sector.",

            "abstractNote": "A serious attention to the factors that lead to effective forest governance is essential to address forest restoration and management challenges in India. A large number of variables are suggested in literature that may potentially determine success or failure of sustainable governance of forests, yet the success in finding essential factors has remained elusive. Here we review the cutting-edge research on forest governance and find that higher levels of local monitoring and enforcement of locally made rules leads to improved forest restoration and regeneration, and reduction in forest degradation, across a variety of ecological, economic and social contexts. We also find that strong autonomy of rule-making at the local level (and not the government-imposed rules) is the key predictor of both better forests and yield of goods and services to support livelihoods of local people. These insights have immediate practical utility for evidence-based forest governance in India. Accordingly, in the context of joint forest management (JFM), we provide science-based lessons for linking knowledge to action at village level. It is concluded that village level JFM committees that have local rule-making, local monitoring and local enforcement are more likely to succeed in their efforts directed towards better forests and improved livelihoods.",

            "abstractNote": "The objective of this review paper is to analyze the efficiency of environmentally motivated taxes on virgin raw materials. We analyze both the economic-theoretical foundations of virgin natural resource taxation, and the empirical experiences of aggregates taxes i.e., taxes on, for instance, gravel, rock, stone, etc. in three European countries. These include Sweden, Denmark and the United Kingdom. The theoretical analysis indicates that taxing natural resource output or use typically represents a 'second-best' policy alternative, which can be used when, for instance, the monitoring of non-point source emissions is difficult or efficient property rights regimes cannot be established. The empirical analysis shows that the European aggregate taxes have assisted in reducing virgin resource use in spite of the relatively low own-price responses. However, generators of recycled materials typically have few incentives to enhance their waste sorting activities in the presence of a tax on virgin materials. Unless additional policies to increase the supply of recycled materials are implemented, supply will not increase much even in the presence of high demand. Finally, although second-best taxes are sometimes motivated by the desire to keep administration costs low, they could come at the cost of improper incentives and of limited policy legitimacy. © 2011 Elsevier B.V.             "abstractNote": "Sustainable solid waste management is a strategy for achieving environmental quality in both the developed and the developing world. Environmental quality is a necessary condition for an increase in per capita welfare over time. The paper suggests alternative instruments for solid waste reduction, re-use and recycling. But to be able to apply the suggested economic instruments, the quantities and composition of the waste must be known. Having identified the current instruments of Botswana's solid waste management (regulatory measures, environmental education, and economic instruments of property rates, service levy, and sanitation fees), the paper argues that these do not go far enough in enhancing environmental protection. Alternative instruments such as solid waste collection and disposal levies, deposit refund schemes, and product levies are suggested. It is also suggested that public environmental education and regulatory measures should be strengthened.",

            "abstractNote": "In this paper the characteristics and functioning of PES is analyzed from an institutional perspective. While in theory PES is seen as a market solution to environmental problems — as an alternative to state (hierarchical) and community governance — a review of a large amount of case studies shows that PES in practice depends rather fundamentally on state and/or community engagement. Hence PES are foremost a reconfiguration of the roles of public bodies and communities becoming core intermediaries or ‘buyers’. First, to establish PES, rights to the land that delivers the environmental service must be clarified. This demands public action. Second, transacting over environmental amenities is very costly. Creating ‘markets’ for environmental services depends therefore crucially on state and community facilitation. Hence ‘buyers’ are often public agencies. High transaction costs also influence price setting. Payments do not follow the market format as intermediaries frequently are setting the price, with users often being unaware even of the fact that they pay. Finally, the distinction between payments as incentives and as fair compensations is emphasized. While payments may strengthen community relations and simplify action for environmental care, they may also introduce a purely instrumental logic and in some cases worsen the environmental status by crowding out environmental virtues. For the future, greater awareness of these dynamics is warranted.",

            "abstractNote": "Researchers, policy makers, and practitioners have used various terms to describe instruments that reward the stewardship of ecosystem services that benefit “external” actors. Payments for environmental services, or PES, has been the predominant name. However, critics have challenged both the payments and environmental components of this nomenclature, most commonly proposing markets, compensation, or rewards as alternatives for the former, and ecosystem for the latter. Additional questions arise regarding what to call the agents directly involved in the transaction: sellers and buyers, or stewards and beneficiaries? For some, concerns about this terminology have emerged from so-called “pro-poor PES” debates that ask if actors could and should incorporate poverty alleviation goals into PES instruments. This review of the modulating use of terms and the arguments about which best fit theory and experience points to the key policy and ethical issues at stake as PES programs face critical and timely questions about the direction they will head. The author contends that the choices of terms will influence that direction and proposes a new alternative—rewards for ecosystem service stewardship (RESS)—that better encompasses pro-poor options.",

            "abstractNote": "This article provides an alternative and novel theoretical approach to the conceptualization and analysis of payments for environmental services (PES). We devote special emphasis to institutional and political economy issues, which have been somewhat neglected in the literature on PES. We argue that the Coasean and pure market approach dominating the conceptualization of PES in the literature cannot be easily generalized and implemented in practice. By contrast, taking into account complexities related to uncertainty, distributional issues, social embeddedness, and power relations permits acknowledging the variety of contexts and institutional settings in which PES operate. The alternative approach presented in this introductory article to the special section may be more appealing to PES practitioners, since while avoiding restrictive and prescriptive standpoints, it allows some key sources of complexities they usually deal with on the ground to be more easily understood.",

            "abstractNote": "Ecosystem services are vital for humans in urban regions. However, urban development poses a great risk for the ability of ecosystems to provide these services. In this paper we first address the most important ecosystem services in functional urban regions in Finland. Well accessible and good quality recreational ecosystem services, for example, provided by urban nature, are an important part of a high-quality living environment and important for public health. Vegetation of urban regions can have a role in carbon dioxide sequestration and thus in climate change mitigation. For instance, estimates of carbon sinks can be compared to total CO2 emissions of an urban region, and the municipality can aim at both increasing carbon sinks and decreasing CO2 emissions with proper land-use planning. Large and contiguous core nature areas, smaller green areas and ecological connections between them are the essence of regional ecological networks and are essential for maintaining interconnected habitats for species and thus biological diversity. Thus, both local and regional level ecological networks are vital for maintaining ecosystem services in urban regions. The impacts of climate change coupled with land-use and land cover change will bring serious challenges for maintaining ecosystem services in urban areas. Although not yet widely used in planning practices, the ecosystem services approach can provide an opportunity for land-use planning to develop ecologically sustainable urban regions. Currently, information on ecosystem services of urban regions is lacking and there is a need to improve the knowledge base for land-use planning. © 2010 Springer Science+Business Media B.V.",

            "abstractNote": "In a context of continued environmental degradation of agricultural landscapes, the concept of Payments for Ecosystem Services (PES) has been attracting growing attention in both academic and policy circles. The main premise of this conservation approach is appealing: land users, who tend to be poorly, if at all, motivated to protect nature on their land, may be encouraged to do so through direct payments from ecosystem service buyers. The theoretical underpinnings of PES emanate from an environmental externality framework, in which market failures are considered the root cause of environmental degradation. While the PES concept is attractive at first sight, this article discusses some weaknesses in its conceptual foundation. It focuses on two important aspects of the market-based PES concept: the hidden political ambiguities of the externality framework and the risk that PES, especially if user-funded, may perpetuate and deepen the regressive financing of global commons by poor local communities. © 2010 Elsevier Ltd.",
