A controlled experimental environment was created in which we could study teams that differed in decision rights, availability of information, information sharing, and task division. Thirty-two teams of either two (network) or three (hierarchy) participants (N=80 in total) received messages about an incident in a tunnel with high-ranking politicians possibly being present. Based on experimentally induced knowledge, teams had to decide as quickly and as accurately as possible what the likely cause of the incident was: an attack by Al Qaeda, by anti-globalists, or an accident. The results showed that network teams were overall faster and more accurate in difficult scenarios than hierarchical teams. Network teams also shared more knowledge in the difficult scenarios, compared with the easier scenarios. Drawing on the experience of the recent severe acute respiratory syndrome (SARS) epidemic, this article examines the nature of the asymmetric information problems that typically prevail during a crisis, the costs associated with it, and the various mechanisms to address the problems. We find that the asymmetric information problems in the event of a crisis can be severe and potentially costly if the problems are not adequately resolved. A qualitative study was designed to gather data from four municipalities in northern Sweden, which all have responsibility for crisis management in each local environment. The purpose with the article is to discuss broad but strongly related information issues to crisis management and from that suggest a socio-technical oriented approach for crisis management information systems design. The preliminary design approach suggests that a network of knowledge, IT management and information integration is a promising base for design in the area. Considering that responsible actors in crisis environments have great knowledge in crisis planning and operation indicate that such an environment can be understood as a network of knowledge that account for both the social and technical dimension during crises. Governmental organizations and authorities have responsibility for providing systems and structures of coordination before, during, and after crises. Among these are the technical information systems which create the structuring arena for coordination and integration that is analyzed here. There are several technical information systems to choose from for municipalities, which are responsible for local crisis management in Sweden. One technical information system, known as web-based information system (WIS), was a national initiative, but due to the local autonomy mandated in the Swedish constitution it was complicated to get municipalities to choose the national system and alternative local technical information systems were developed. The study builds on a bottom-up analysis of how municipalities choose technical information systems within crisis management. Design/methodology/approach – The originality of the concept has remained untouched. The whole idea of writing the literature review was based on what others have done to date and at what point further research stopped and why. This took place only by reading previous research and not conducting any primary research. Findings – Crisis management is what almost all businesses have to have expertise in if success is sought. Based on this study one fit for all strategy is one of the main components of failure as well as failed crisis management. Research limitations/implications – The main limitation is that not enough has been done in this arena and future research is essential to establish why the majority of businesses do not in fact learn lessons from past mistakes. More importantly they do not take some issues as seriously as they should; which in turn leads to crisis, when management is difficult because the timing is too late. However they claim otherwise and have no factual justification.
