Without hypotheses of its own, it guides hypothesis creation for other theories. It organizes system description with asymmetric relationships that turn sets into levels. Size and scale may order hierarchies. But scaling may alter the type of entity recognized, thus forcing judgment and arbitrary choices on scale change. Hierarchies may be ordered on frequency, constraint, context, and bond strength at different levels. Entities from higher levels that consist of and contain lower levels appear in nested hierarchies, which are powerful for exploration. Non-nested hierarchies are often ordered on control not size (pecking order). Hierarchies address tension in a single entity being a whole, but also a part at some higher level. Holon refers to entities in hierarchies as the surface that integrates the parts so as to present a whole to the rest of the universe. But holons also offer protection to parts by integrating the environment. Hierarchies need not be real in an external world, but certainly appear in human understanding. This paper presents a unique geo-referenced record of environmental and ecosystem observations from the area since 1913. Abiotic changes have been substantial. Vegetation changes include not only increases in growth and range extension but also counterintuitive decreases, and stability: all three possible responses. Changes in species composition within the major plant communities have ranged between almost no changes to almost a 50 per cent increase in the number of species. Changes in plant species abundance also vary with particularly large increases in trees and shrubs (up to 600%). There has been an increase in abundance of aspen and large changes in other plant communities responding to wetland area increases resulting from permafrost thaw. Populations of herbivores have responded to varying management practices and climate regimes, particularly changing snow conditions. While it is difficult to generalize and scale-up the site-specific changes in ecosystems, this very site-specificity, combined with projections of change, is of immediate relevance to local stakeholders who need to adapt to new opportunities and to respond to challenges. A western science emphasis on facts and an indigenous emphasis on relationships to spiritual and biophysical components indicate important but distinct contributions that each knowledge system can make. Indigenous communities are experiencing widespread thawing of permafrost and coastal erosion exacerbated by loss of protective sea ice. These climate-induced changes threaten village infrastructure, water supplies, health, and safety. Climate-induced habitat changes associated with loss of sea ice and with landscape drying and extensive wildfires interact with northern development to bring both economic opportunities and environmental impacts. This is done from a downscaling perspective, taking into account the requirements of both statistical and dynamical approaches. ECMWF’s ERA-Interim reanalysis is used as reference for an evaluation of circulation, temperature and humidity variables on daily timescale, which is based on distributional similarity scores. To additionally obtain an estimate of reanalysis uncertainty, ERA-Interim’s deviation from the Japanese Meteorological Agency JRA-25 reanalysis is calculated. Areas with considerable differences between both reanalyses do not allow for a proper assessment, since ESM performance is sensitive to the choice of reanalysis. For use in statistical downscaling studies, ESM performance is computed on the grid-box scale and mapped over a large spatial domain covering Europe and Africa, additionally highlighting those regions where significant distributional differences remain even for the centered/zero-mean time series. Allocating or using the flow of services is loaded with asymmetries, complex power dynamics and political struggles between groups of people. We argue that the issues associated with such allocation and use questions are poorly integrated into the literatures of resilience, sustainability, and vulnerability. To illustrate this, we focus on three socially constructed factors that inhibit a fuller understanding about how to sustain the flow of ecosystem services: (1) rigidity/poverty traps; (2) power asymmetries; and (3) scientization of policy/politicization of science. These factors limit our ability to assess the sustainable flows of ecosystem services, and in particular to better understand the trade-offs and limits to aggregate human activity. We demonstrate that an improved understanding of the allocation trade-offs and limits to the flows of ecosystem services could result from more applied research that integrates the developing fields of deliberative democracy, pragmatic environmental philosophy, and legitimacy and rule compliance. One of the reasons for the difficulties to close this gap is that for evolving complex systems like natural and socio-economic systems, sustainability cannot be a static objective. Instead sustainable development is an open evolutionary process of improving the management of social–ecological systems, through better understanding and knowledge. Therefore, natural resource management systems need to be able to deal with different temporal, spatial and social scales, nested hierarchies, irreducible uncertainty, multidimensional interactions and emergent properties. The co-evolutionary perspective outlined in this paper serves as heuristic device to map the interactions settled in the networks between the resource base, social institutions and the behaviour of individual actors. For this purpose we draw on ideas from complex adaptive systems theory, evolutionary theory and evolutionary economics.
