understand his theological commitments when approaching his political thought. One area of interpretation that has been completely transformed by this heightened sensitivity to the religious roots of Locke's thought is his account of property ownership which, it is claimed, contains a `right to charity' — a subsistence entitlement that trumps established ownership rights. However, this increasingly accepted interpretive claim has been made without significant attention to the way in which charity is deployed throughout Locke's writing. The aim of this article is to try and get to grips with Locke's various usages of the term and determine whether the concept he deploys is a consistent one. After discussion of the uncertain role charity plays in his account of property, we examine how it is defined in the Essay Concerning Human /nderstanding, and then turn to the crucial position it occupies in his theological corpus. I argue that Locke's account of property must be understood in light of the Scholastic discussion of property-in-common, especially in the writings of Thomas Aquinas and Francisco Suarez. Despite very different historical and intellectual settings, I suggest that the Scholastic and Lockean justifications of property share several themes: 1) both discuss the institution of property within the context of foundationally social natural law directives; (2) both emphasize the moral priority of individual access to property-in-common according to need; and (3) both employ the language of justice rather than discretionary charity to describe the social constraints upon private acquisition. Locke's works contain some strong statements in favor of such a duty, but in his definitive treatment of property, chapter 5 of the Second Treatise of Government, he is conspicuously silent on charity. Based on a reading of that chapter and other texts, I conclude that the basis of Lockean morality is not individual right per se, but concern for the common good. I compare Locke's theory of property to those of Aquinas, Grotius, and Pufendorf in order to shed light on Locke's view of property and charity. Finally, I argue that Locke has a tiered moral theory that separates justice from charity. The chief figures in the network are Charles and David Koch, whose father made his fortune in part by building oil refineries in Stalin's Russia and Hitler's Germany. The patriarch later was a founding member of the John Birch Society, whose politics were so radical it believed Dwight Eisenhower was a communist. The brothers were schooled in a political philosophy that asserted the only role of government is to provide security and to enforce property rights. When libertarian ideas proved decidedly unpopular with voters, the Koch brothers and their allies chose another path. If they pooled their vast resources, they could fund an interlocking array of organizations that could work in tandem to influence and ultimately control academic institutions, think tanks, the courts, statehouses, Congress, and, they hoped, the presidency. Richard Mellon Scaife, the mercurial heir to banking and oil fortunes, had the brilliant insight that most of their political activities could be written off as tax-deductible \"philanthropy.\" These organizations were given innocuous names such as Americans for Prosperity. Funding sources were hidden whenever possible. This process reached its apotheosis with the allegedly populist Tea Party movement, abetted mightily by the Citizens United decision--a case conceived of by legal advocates funded by the network. The political operatives the network employs are disciplined, smart, and at times ruthless. Mayer documents instances in which people affiliated with these groups hired private detectives to impugn whistle-blowers, journalists, and even government investigators. And their efforts have been remarkably successful. Libertarian views on taxes and regulation, once far outside the mainstream and still rejected by most Americans, are ascendant in the majority of state governments, the Supreme Court, and Congress.
