We examine the resilience of the regional salmon fisheries of Japan, the Russian Far East, Alaska, British Columbia, and Washington-Oregon-California (WOC) in terms of their provisioning function. Using the three dimensions of the adaptive cycle-capital, connectedness, and resilience-we infer the resilience of the five fisheries based on a qualitative assessment of capital accumulation and connectedness at the regional scale. In our assessment, we evaluate natural capital and connectedness and constructed capital and connectedness. The Russian Far East fishery is the most resilient, followed by Alaska, British Columbia, Japan, and WOC. Adaptive capacity in the fisheries is contingent upon high levels of natural capital and connectedness and moderate levels of constructed capital and connectedness. Cross-scale interactions and global market demand are significant factors in reduced resilience. Greater attention to ecological functioning and cultural signification has the potential to increase resilience in Pacific salmon ecosystems. However, communities may be prevented from benefiting from healthy local resources due to constrained economic or political opportunities. In the case of Alaskan wild salmon, the fisheries are in crisis due to declining economic revenues driven by the proliferation of reliable and increasingly high-quality products from fish farms around the world. This stands in contrast with many of the world's wild-capture fisheries where diminished biological abundance has led to fishery collapse. Furthermore, increasing efficiency of salmon farm production, globalization, and dynamic consumer preferences, suggests that the wild salmon industry will continue to be challenged by the adaptability, price and quality of farmed salmon. Conventional responses to reduced revenues by the wild-capture industry have been to increase economic efficiency through implementing a range of entry entitlement and quota allocation schemes. However, while these mechanisms may improve economic efficiency at a broad scale, they may not benefit local community interests, and in Alaska have precipitated declines in local ownership of the fishery. To be viable, economic efficiency remains a relevant consideration, but in a directionally changing environment (biological, social or economic), communities unable to procure livelihoods from their local resources (through access or value) are likely to seek alternative economic opportunities. The adopted strategies, although logical for communities seeking viability through transformation in a changing world, may not be conducive to resilience of a ‘fishing community’ or the sustainability of their wild fish resources. We use a theoretically grounded systems approach and data from Alaska's Bristol Bay salmon fishery to demonstrate feedbacks between global preferences towards salmon and the trade-offs inherent when managing for the resilience of wild salmon populations and human communities at different scales. Cold water species, such as salmonids, are particularly susceptible to elevated water temperatures. This paper examines the potential usefulness of short-term (7 to 10 days) water temperature forecasts for salmonid management. Forecasts may be valuable if they allow the water resource manager to make better water allocation decisions. This study considers two applications: water releases from Lewiston Dam for management of adult Chinook salmon ( Oncorhynchus tshawytscha) in the Klamath River and leasing water from agriculture for management of steelhead trout ( Oncorhynchus mykiss) in the John Day River. We incorporate biophysical models and water temperature distribution data into a Bayesian framework to simulate changes in fish populations and the corresponding opportunity cost of water under different levels of temperature forecast reliability. Simulation results indicate that use of the forecasts results in increased fish production and that marginal costs decline as forecast reliability increases, suggesting that provision and use of such stream temperature forecasts would have potential value to society. This understanding could be improved by including environmental covariates in salmon population models and applying advanced “meta-analyses” to large data sets to better estimate underlying functional relationships. However, the performance of such models needs to be determined in the context of an overall system. We therefore simulated a 15-population salmon fishery system and compared the performance (in terms of catch and an index of conservation concern) of 10 forecasting and stock assessment models, ranging from simple to complex, by stochastically simulating components of a salmon fishery using a “closed-loop simulation” (or “management strategy evaluation”) under a variety of plausible future climatic scenarios. We found that complex models perform better in some situations. However, their incremental benefits are small and are swamped by the large variability in outcomes of management actions caused by “outcome uncertainty”, which reflects noncompliance of fishing vessels with regulations as well as variation in catchability. Reduction of this outcome uncertainty should therefore be a top priority, as should evaluations of more complex stock assessment models before adopting them. (English) [ABSTRACT FROM AUTHOR]\nC’est un défi important de gestion que de maintenir des populations très productives de saumons du Pacifique (Oncorhynchus spp.) malgré les environnements très variables et une faible compréhension des conditions climatiques futures et des mécanismes qui les relient aux saumons. Cette compréhension pourrait être améliorée si on ajoutait des covariables environnementales dans les modèles démographiques de saumons et si on faisait des « méta-analyses » des grands ensembles de données afin de mieux estimer les relations fonctionnelles sous-jacentes. Cependant, la performance de tels modèles doit être déterminée dans le contexte d’un système global. Nous avons donc simulé un système de pêche de saumons comprenant 15 populations et comparé la performance (en ce qui a trait à la capture et à un indice de préoccupation pour la conservation) de 10 modèles de prévision et d’évaluation des stocks, allant de simples à complexes. Nous simulons de façon stochastique les composantes d’une pêche à saumons à l’aide d’une « simulation en boucle fermée » (ou d’une « évaluation des stratégies de gestion ») dans une variété de scénarios climatiques plausibles dans le futur. Les modèles complexes fonctionnent mieux dans certaines circonstances. Cependant, leur bénéfice additionnel est petit et masqué par l’importante variabilité des résultats des actions de gestion causée par « l’incertitude des résultats » qui reflète le fait que les navires de pêche ne se conforment pas aux règlementations et que la capturabilité est variable. On devrait donc donner une forte priorité à la réduction de cette « incertitude des résultats »; il en va de même des évaluations des modèles plus complexes d’estimation des stocks avant leur adoption.
