nuestro  continente  se  habría  formado  como  un  enorme  texto  inacabado  y  lleno  de pliegues.  No  un  mosaico,  ni  un  puzzle,  donde  las  piezas  se  ajustan  entre  sí  para  configurar  un  orden  mayor  y  reconocible.  Nuestras  variaciones  culturales  no  encajan  unas  en  otras.  Como  un  cadáver  exquisito,  al  sumarse  indígenas,  negros,  criollos,  mestizos,  las  migraciones europeas  y  asiáticas,  lo  que  nos  ha  ido  sucediendo  en  campos  y  ciudades  constituye  un  relato  discontinuo,  con  grietas,  imposible  de  leer  bajo  un  solo  régimen  o  imagen. 137

Al  trabajar  con  la  multiculturalidad  contenida  en  América  latina,  con los  enfoques  e  intereses  confrontados,  pierde  fuerza  la  búsqueda  de una  «cultura  latinoamericana».  La  noción  pertinente  es  la  de  un  espacio  sociocultural  latinoamericano,  en  el  que  coexisten  muchas  identidades  y  culturas. 139

Hubo  un  primer  momento  de  subordinación  y/o  anulación  de  las diferencias  étnicas  y  regionales  en  estos  campos,  como  mencioné  al  comienzo  de  este  capítulo,  al  constituirse  espacios  educativos  y  políticos nacionales  monolingües.  En  el  actual  tiempo  de  globalización,  esas operaciones  se  configuran  a  escala  internacional  en  torno  del  predominio  del  inglés  en  la  educación  monolingüe  para  migrantes  y  en  su  trato  por  parte  de  los  poderes  públicos  (la  atención  a  la  salud  y  la  política  ejercidas  en  la  lengua  oficial-estatal).  Son  notorias,  asimismo,  en  la hegemonía  mundial  de  los  medios  audiovisuales  y  electrónicos  angloparlantes. 188

Un  obstáculo  para  este  aprendizaje  es  que  la  desigual  participación en  las  redes  de  información  se  combina  con  la  desigual  distribución mediática  de  los  bienes  y  mensajes  de  aquellas  culturas  con  las  que  estamos  interactuando.  ¿Cómo  construir  una  sociedad  (mundial)  del conocimiento  cuando  potentes  culturas  históricas,  con  centenares  de millones  de  hablantes,  son  excluidas  de  los  mercados  musicales  o  colocadas  en  esos  estantes  marginales  de  las  tiendas  de  discos  que  paradójicamente  llevan  el  título  de  world  música  No  hay  condiciones  de  efectiva  mundialización  si  las  formas  de  conocimiento  y  representación  expresadas  en  las  películas  árabes,  indias,  chinas  y  latinoamericanas  están casi  ausentes  en  las  pantallas  de  los  demás  continentes.  Ni  siquiera  circulan  en  las  áreas  culturales  y  lingüísticas  próximas,  ni  en  ciudades  del Primer  Mundo  (Los  Ángeles,  Nueva  York,  Berlín)  donde  habitan  millones  de  migrantes  de  esas  regiones  que  serían  públicos  «naturales». 190-191

Tres  hipótesis  insinuadas  en  los  capítulos  precedentes  serán  contrastadas  aquí  con  un  estudio  de  caso.  La  primera  es  que  la  globalización desglobaliza,  o  sea  que  su  propia  dinámica  genera  mayor  movilidad  e intercomunicación  pero  también  desconexiones  y  exclusión.  La  segunda  es  que  en  un  tiempo  globalizador  las  minorías  no  solo  existen dentro  de  cada  nación;  además,  ocurre  que  se  convierte  en  minorías  a conjuntos  poblacionales  mayoritarios  o  masivos  formados  a  escala transnacional,  por  ejemplo  las  etnias,  hablantes  de  una  misma  lengua y  redes  de  consumidores  multinacionales.  En  tercer  lugar,  la  comprensión  de  los  procesos  sociales  contemporáneos  requiere  distinguir  entre  minorías  demográficas  y  minorías  culturales 195

Hay  que  agregar, asimismo,  las  nuevas  facilidades  concedidas  a  las  inversiones  extranjeras  por  las  políticas  de  desregulación  de  los  gobiernos  latinoamericanos  a  partir  de  la  década  de  1980,  que  propiciaron  altas  inversiones estadounidenses,  canadienses  y  australianas  en  la  construcción  de  conjuntos  de  multisalas  de  cine  en  ciudades  grandes  y  medianas  de  la  región.  Los  capitales  transnacionales  someten  así  la  programación  a  la uniformidad  de  la  oferta  internacional  más  exitosa  y  quitan  tiempo  de pantalla  a  otras  cinematografías.  Los  estudios  comparativos  de  la  programación  en  las  capitales  latinoamericanas  muestran  que  en  los  últimos  40  años  aumentaron  los  espacios  de  exhibición,  pero  perdió  diversidad  la  oferta.  México,  1990:  el  50%  de  las  películas  proyectadas  eran estadounidenses  y  el  45,6%  mexicanas.  En  el  año  2000  la  relación  fue de  84,2  a  8,3%  respectivamente.  En  1995,  fecha  en  que  inició  la  expansión  de  multisalas,  el  16,8%  de  los  filmes  no  eran  estadounidenses  ni mexicanos;  en  2000,  se  redujeron  al  7,5%  (Rosas  Mantecón,  2002). 199
