August 2004 (Pages 305 - 336)\nBovine Abominations: Genetic Culture and Politics in the Netherlands:\n\nKaren-Sue Taussig\n\nThis article examines how people in the Netherlands attempted to come to terms with the phenomenon of a genetically modified bull, illuminating the levels of enculturation surrounding the production, consumption, and use of new genetic knowledge. The article demonstrates that new genetic knowledge and practices are deeply entangled with Dutch national identity, the social ideal of tolerance, and anxieties about what Dutch identity is and means in relation both to the history of Nazi occupation and to contemporary immigration. In so doing I explore how this new knowledge and practice raise issues regarding purity and the porous border crossings and policings of contemporary biotechnoscience. An- thropology needs not only to explore how globalization affects the discipline's classical subjects but also to pay more attention to the new ways in which cultural differences and cleavages are conceptualized at its source. In effect, the political right in Eu- rope has in the past decade developed a political rhetoric of exclu- sion in which Third World immigrants, who proceed in part from its ex-colonies, are construed as posing a threat to the na- tional unity of the \"host\" countries because they are culturally different. This rhetoric of exclusion has generally been identified as a new form of racism. I argue, instead, that, rather than as- serting different endowments of human races, it postulates a pro- pensity in human nature to reject strangers. This assumption un- derlies a radical opposition between nationals and immigrants as foreigners informed by a reified notion of bounded and distinct, localized national-cultural identity and heritage that is employed to rationalize the call for restrictive immigration policies. Follow- ing a systematic comparison of the contrasting conceptual struc- tures of the two doctrines, I conclude that the contemporary cul- tural fundamentalism of the political right is, with respect to traditional racism, both old and new. It is old in that it draws for its argumentative force on the unresolved contradiction in the modern conception of the nation-state between an organicist and a voluntarist idea of belonging. While\npopular perceptions of the east European environment center on nightmarish images of pollution\nhotspots, Communism also bequeathed a wealth of relatively untouched nature that\nsupports far more biological diversity than can be found in Western Europe. The enlargement\nrepresents a biodiversity bonanza for the EU, but millions of humans inhabit the post-Communist countryside, too, tending cultural landscapes rich with local and national\nmeanings. EU accession has thus raised profound questions about post-Communist nature\nmanagement. Should priority be given to biodiversity conservation at the continental scale,\nor to maintaining peopled landscapes and traditional land-use patterns? This article examines\nthe confrontation between global and local understandings of nature through a case study of\ntwo Western-supported initiatives in national park management in Latvia in the late 1990s.\nSome Latvians, seeing hope for national development only through an internationalist embrace\nof globalization and regional integration, appropriated the Western narratives of biodiversity\nand rural economic diversification. But others resisted these narratives as threatening\nto agrarian notions of the value of rural landscapes: notions rooted in a potent agrarian discourse\nof national identity.
