The system is designed to be used by personnel without formal computer training with the everyday vocabulary associated with many classes of rapid transit operation, evaluation, and studies. The features and use of an example system is described for rail rapid transit noise abatement studies. Line and surface data representations of sheet metal automotive stampings are displayed on a cathode ray tube (CRT), and these data are then used for building finite element models.             "abstractNote": "Delays in receipt and creation of cargo documents are a problem in international trade.  The work described demonstrates some of the advantages and capabilities of a computer-based cargo data management system. A demonstration system for data management and transmission was assembled at the Transportation Systems Center in Cambridge, then tested, and demonstrated.  Terminals were installed at a site (Washington, D.C.) remote from the central processor at TSC, with which they communicated by direct distance dialing over telephone lines.  The processor prepared tapes for transmission of data to Heathrow Airport, London, via teletype circuits.  The tests demonstrated remote data entry, validation, editing, updating, retrieval, privacy protection, and teleprinting of multiple documents from a common data base.  This report first broadly describes the technical approach taken.  Succeeding chapters describe the demonstration system.",

The system, composed of about 20 Fortran programs, was developed to input data, output tables for publication, calculate discharge and constituent loads and interface to statistical and deterministic model application programs.  Statistical interface programs retrieve data from the file and create user-specified parameters for use in SAS76, a comprehensive statistical analysis system (Barr and others, 1976).             "abstractNote": "This feasibility study report discusses the present practices followed by the Department to manage some 16,000 miles of highways.  The practices were defined through existing policy manuals and discussions with individuals and/or sections who have some responsibility in the pavement management processes.  The major thrust towards this feasibility effort was to determine what improvements or enhancements would be necessary to upgrade the existing pavement management system.  The report addresses four major deficiencies in the present system: (1) absence of common location identifier for linking and merging various data files; (2) pavement distress measurements; (3) axle number and load distribution measurement and projections; and (4) level of maintenance reporting procedures.  The report further stresses that development of the pavement management system can begin by upgrading the existing system without the necessity of starting from scratch.  This can be accomplished by implementing a set of recommendations geared towards rectifying the existing deficiencies.  (FHWA)",

            "abstractNote": "This report presents the Small Transit Data Management Software (SST3) User's Manual developed by the Texas Transportation Institute for the Texas State Department of Highways and Public Transportation as part of a study entitled Computerized Dispatch Aids for Small Public Transportation Providers. SST3 is an enhancement of a GENERIC SMALL TRANSIT DATA MANAGEMENT SOFTWARE PROGRAM (TRANSIT) prepared by Bud Giangrande of the U.S. Department of Transportation/Transportation Systems Center. The TRANSIT program is distributed by the TIME SUPPORT CENTER under the name SST. SST (TRANSIT) was written in dBase II and is intended as a demonstration program. Small Transit Data Management Software is the dBase III version of SST developed for Texas. SST3 has a number of enhancements, but is nevertheless modification of the basic SST concept. The principal functions of SST3 are keeping track of clients, vehicles, and reservations for service in a twenty-four hour advanced reservation type of demand responsive service. SST3 also prints driver logs on which trip data can be entered. Trip data must then be entered into SST3 in order to generate a variety of reports on system and vehicle utilization. SST3 is intended as a dispatch aid and management tool for small special services transportation systems. The implementation of SST3 requires dBase III (or dBase III+), an IBM XT or compatible with MS-DOS 2.X or higher, 512K RAM, 10mb hard disk (20mb recommended), an 80 column IBM proprinter dot matrix printer or compatible, and a monochrome monitor. The dBase source code is provided with the program, so it can be customized by individual systems who have access to a dBase III programmer.",

            "abstractNote": "This study is a continuation of an FAA effort to alleviate the growing problems of assimilating and managing the flow of data and flight related information in the air transport flight deck.  The nature and extent of known pilot interface problems arising from new NAS data management programs were determined by a comparative timeline analysis of crew tasking requirements.  A baseline of crew tasking requirements was established for conventional and advanced flight decks operating in the current NAS environment and then compared to the requirements for operation in a future NAS environment emphasizing Mode-S data link and TCAS. Results showed that a CDU-based pilot interface for Mode-S data link substantially increased crew visual activity as compared to the baseline.  It was concluded that alternative means of crew interface should be available during high visual workload phases of flight.  Results for TCAS implementation showed substantial visual and motor tasking increases, and that there was little available time between crew tasks during a TCAS encounter.  It was concluded that additional research should be undertaken to address issues of ATC cooridination and the relative benefit of high workload TCAS features.",

            "abstractNote": "Construction projects involve large volumes of information, including catalog cuts, test results, shop drawings, schedules, letters, requests for information, field orders, change orders, etc.  Through a project's review process, much data is frequently revised, creating even greater amounts of information to be handled.  Logging, reporting, and tracking construction data, plus all revisions, require efficient information management.  A computerized revision tracking system (CRTS) gives construction managers a program to handle these functions.  With a CRTS, document numbering identifies items, resubmittals, and document revisions, streamlining the document handling functions related to public works projects.  This article discusses various other benefits of a CRTS, then examines the three related processes integrated by the CRTS in order to effectively manage construction data.  These processes are automatic document and revision identification, review schedule tracking, and required contract submittal updating. Finally, an example is given of the use of a CRTS to facilitate construction of the Montgomery County Composting Facility.",

INDOT's field personnel typically spend 4 to 5 hr daily processing paperwork.  The paperwork burden has reached a point where it distracts field personnel from performing their main task of supervising construction.  This is typical of other state departments of transportation.  The purpose of the project was to define a system that could be developed to ease this problem.  In this project, current INDOT data management procedures and software systems were reviewed, a survey of other department of transportation field data management systems was performed, computer hardware and software tools were explored, system requirements were determined, and costs and benefits were calculated.",

            "abstractNote": "An assessment is made of the factors that need to be considered when specifying a data management system.  These are identified as the level of information to be stored, its category -strategic, tactical and operational plus aspects to determine the value of information.  Also the types of reporting that are possible are outlined.  With any information system, the specification must reflect the type of computer installation that is available and what constraints it imposes.  The West Sussex traffic data system, Toreador, is seccribed using the headings from the first section as a model.  The imnportance of a network referencing system is stressed, especially if information systems are to be linked together.             "abstractNote": "This report described an evaluation of a method for use in the Highway Needs Study pavement condition rating.  The methods by which the Department generates and manages pavement condition data in the overall process of providing a network of highways for the traveling public were reviewed.  Eighteen projects were selected from a three-district area for rating purposes.  The projects selected consisted of six rigid (joint concrete) pavements, six composite pavements and six flexible (asphalt-surfaced) pavements.  The various projects were rated by conducting Mays Ride Meter tests and by subjective evaluation of pavement distress.  The evaluation, through visual inspection, included the notation of distress type, severity and extent.  The report relates that the method evaluated is valid, practical, quick and safe for use in an inventory mode.  (Author)",
