            "abstractNote": "This study applies time-series techniques to investigate the current threat posed by transnational terrorist incidents. Although the number of incidents has dropped dramatically during the post-cold war period, transnational terrorism still presents a significant threat. In recent years, each incident is almost 17 percentage points more likely to result in death or injuries. Three alternative casualties series (incidents with injuries and/or deaths, the proportion of incidents with casualties, and incidents with deaths) are investigated. These series increased in November 1979 with the takeover of the U.S. embassy in Tehran and again after the fourth quarter of 1991. The growth of religious terrorism appears to account for the increased severity of terrorist attacks since the last quarter of 1991. All three casualties series displayed more deterministic factors than the noncasualties series, which is largely random after detrending. Cycles in the aggregate incident series are solely attributable to the underlying casualties series.",

            "abstractNote": "The article uncovers evidence that the end of the Cold War has provided a dividend in terms of reduced transnational terrorism. Significant short-run and long-run effects are quantified with time-series analysis to be concentrated in reduced bombings and hostage-taking incidents. Presumably, this dividend is the result of less state-sponsorship of terrorism by the Commonwealth of Independent States and other states, as well as the result of measures taken by industrial states to thwart terrorist attacks. A dividend does not appear until the last three quarters of 1994, at which time moves were well under way to integrate Eastern Europe with the West. Moreover, prior to this period, significant efforts had been made among Western nations to augment cooperative efforts to curb terrorism and to bring terrorists to justice. Using data for 1970 through mid-1996, we also examine trends and cycles in terrorist modes of attack. There is virtually no evidence of an upward trend in transnational terrorism, contrary to media characterizations. All types of terrorist incidents display cycles whose duration lengthens with logistical complexity. Any change in these cycles in the post-Cold War era is concentrated in the high-frequency or short-lived cycles.",

            "abstractNote": "Terrorists commit lethal acts of violence in order to realize their goals and advance their causes. They have a mixed record of success. This article explores the question whether the terrorist attacks on the World Trade Center in New York and the Pentagon outside of Washington, D.C. were successful from the perspective of bin Laden and the Al Qaeda group. Although stunningly triumphant in exploiting the news media for their publicity goals and partially successful in advancing some of their short-term political objectives, the architects of the kamikaze attacks of 9-11 did not realize, and perhaps not even further, their ultimate desire to provoke a cataclysmic clash between Muslims and what bin Laden calls the “Zionist-Crusader” alliance. The argument here is nevertheless that from the terrorist perspective the suicide terror of 9-11 was successful in many respects and could well become an attractive model for future terrorism.",

            "abstractNote": "Ethnic terrorism differs considerably from violence carried out for ideological, religious, or financial motives. Ethnic terrorists open seek to influence their own constituencies more than the country as a whole. Ethnic terrorists frequently seek to foster communal identity, in contrast to an identity proposed by the state. Ethnic terrorists often target potential intermediaries, who might otherwise compromise on identity issues. A secondary goal of the attacks is to create a climate of fear among a rival group's population. Ethnic terrorism creates a difficult problem for the state: conventional countermeasures may engender broader support for an insurgency or a separatist movement even when they hamstring or defeat a specific terrorist group. Because state strategies often backfire, an ideal strategy is to compel 'in group' policing- encouraging ethnic moderates through carrots as well as sticks to punish radical activity.",

            "abstractNote": "This article studies the various mechanisms by which democracy affects transnational terrorism. New theoretical mechanisms are identified that either complement or encompass existing arguments. Different effects of democracy on transnational terrorism are assessed for a sample of about 119 countries from 1975 to 1997. Results show that democratic participation reduces transnational terrorist incidents in a country, while government constraints increase the number of those incidents, subsuming the effect of press freedom. The proportional representation system experiences fewer transnational terrorist incidents than either the majoritarian or the mixed system.",

            "abstractNote": "This paper applies modern tools of economic analysis to examine the nature of transnational terrorism and associated collective action concerns that arise in the aftermath of September 11. Throughout the paper, the strategic interaction between rational terrorists and targeted governments are underscored. Networked terrorists draw on their collective strengths to exploit a maximum advantage over targeted governments' inadequate and uncoordinated responses. A wide range of issues are explored including governments' deterrence races, undersupplied pre-emption, and suicidal attacks. Myriad substitutions by terrorists limit government anti-terrorism policy effectiveness. A host of policy responses are evaluated in light of economic analysis and past econometric evidence.",

            "abstractNote": "The effect of economic globalization on the number of transnational terrorist incidents within countries is analyzed statistically, using a sample of 112 countries from 1975 to 1997. Results show that trade, foreign direct investment (FDI), and portfolio investment have no direct positive effect on transnational terrorist incidents within countries and that economic developments of a country and its top trading partners reduce the number of terrorist incidents inside the country. To the extent that trade and FDI promote economic development, they have an indirect negative effect on transnational terrorism.",

            "abstractNote": "A growing body of scholars and policymakers have raised concerns that failed and failing states pose a danger to international security because they produce conditions under which transnational terrorist groups can thrive. This study devises an empirical test of this proposition, along with counter-theories, using simple descriptive statistics and a time-series, cross-national negative binomial analysis of 197 countries from 1973 to 2003. It finds that states plagued by chronic state failures are statistically more likely to host terrorist groups that commit transnational attacks, have their nationals commit transnational attacks, and are more likely to be targeted by transnational terrorists themselves.",
