These policies and their promotion can be profitably interpreted using the Foucauldian concept of biopolitics. Naval biopolitics meant mobilizing and promoting political arithmetic in the service of the fiscal-naval state. Thus, naval biopolitics was both a new model of statecraft and a form of state publicity, that is, a genre of works that strove to influence government policy and public opinion by promoting projects that a polemicist argued the state could and should undertake to better govern its subjects. The directives, legislation, and pamphlet literature of naval biopolitics projected a fiscal-naval state capable of counting, tracking, and mobilizing the national stock of seamen onto its ships in a predictable, salubrious, and, most crucially, orderly fashion. Focussing on the supply of funds to the army during the War of the Spanish Succession (1702-13), it demonstrates that public officials faced multiple incompatible demands, but that political partisanship helped to prioritise them, and to hammer out settlements that embodied a version of the national interest. These decisions were then transmitted to agents in overseas through a mixture of personal incentives and partisan loyalties which built trust and turned these informal networks into instruments of public policy. \n\nHowever, the process of building trust and supplying funds laid officials and agents open to accusations of embezzlement, fraud and financial misappropriation. In particular, although successive financial officials ran entrepreneurial private financial ventures that enabled the army overseas to avoid dangerous financial shortfalls, they found it necessary to cover the costs and risks by receiving illegal 'gratifications' from the regiments. In contrast, my article seeks to show that this reductive polarity has obscured the fact that Henry's French war signals the emergence of a new post-chivalric culture of violence defined by what has been termed the \"intellectualization of warfare.\" I argue that the play's going-to-war rhetoric is characterized by an obsessive concern with polluting miscegenation rooted in the principles of dynastic honor: national defeat is imagined as a rape of the land that will be newly populated with bastards. Shakespeare, however, makes us feel that this honor-based view of the war belongs to the past whereas the king's post-feudal rule poses new dangers to human integrity. Written off as corrupt and selfish, these entrepreneurs jarred with the received view of a rationally growing and modernising state. This volume shows that the state-entrepreneur relationship was much more fluid and constant than previously thought. The state was not able to enforce a top-down military supply policy; at the same time it benefited from the entrepreneurs' collaboration and their shared mercantilist ambitions. The entrepreneurs' mobilisation of military supplies was crucial for extending state authority and helped to knit together national and colonial markets. But this fluid state-entrepreneur relationship gradually became shrouded in privileges and monopolies, not so much ideology driven or imposed by the entrepreneurs but rather as an arrangement exploited by the state to boost its control over them, whittling down middlemen and ensuring the solvency and creditworthiness of the chosen few. This arrangement spiralled into a risky inter-dependence and cramped entrepreneurial competition. Focusing on the various roles women performed in the bloody and extended conflict, Mary Elizabeth Ailes analyzes how methods of warfare and Swedish society were changing in profound ways. This study considers the experiences of unmarried camp followers and officers’ wives as well as peasant women who remained in the countryside during times of conflict and upheaval. Women contributed to the war effort in a variety of ways. On campaign they provided support services to armies in the field. On the home front they helped to minimize disruptions incurred within their frayed communities. As increasing numbers of men left to fight overseas, women took over local economic activities and defended their families’ interests. Such activities significantly altered the fabric of Swedish society.
