In the foundational resolution, adopted simultaneously by the United Nations Security Council (S/RES/1645) and the United Nations General Assembly (A/RES/60/180), the Peacebuilding Commission is mandated to encourage meaningful participation in peacebuilding-related activities by civil society actors. This article investigates the construction of ‘civil society’ as a subject of United Nations peacebuilding discourse, drawing on both policy documents and interview data. The inclusion of civil society actors in peacebuilding-related activities is currently considered central to the success of these activities; if it is taken for granted that the meaningful participation of civil society actors ensures that United Nations programmes build better peace, and I argue that it is, then it is important to understand what is meant by ‘civil society’ and to comprehend the kinds of actions that are prescribed and proscribed by the meanings attached to the concept. Specifically, I map out a peacebuilding discourse that (re)produces the United Nations — as representative of ‘the international community’ — as the architect/legitimate knower of peacebuilding practice, and the communities working on building peace as the labourers/known objects. But closer scrutiny of these localisation efforts may reveal something different. This article draws on theories of feminist institutionalism to examine the formal and informal institutional interplays which have shaped the Regional Action Plan on Women, Peace and Security that was formalised by the Pacific Islands Forum in 2012. My analysis shows that although the Regional Action Plan is a significant development in rhetorical terms for the Pacific region, and may lay the foundation for future policy progress on gender and security, its focus is also constrained. This becomes particularly evident when the Regional Action Plan’s emphasis on women’s peacebuilding is compared with the plan’s relative silence on the growing regional challenge of gender and environmental insecurity. It examines the notion of ‘peace’ in transitional justice and the idea of ‘justice’ in peacebuilding. It highlights that transitional justice and peacebuilding often engage with similar or related ideas, though the scholarship in each field has developed largely in parallel to each other, and often without any significant engagement between the fields of inquiry. The article also notes that both fields share other commonalities, insofar as they often neglect questions of capital (political, social, economic) and at times, gender. It is suggested that trying to locate the nexus in the first place draws attention to where peace and justice have actually got to be produced in order for there not to be conflict and violence. Consociation institutes representation for certain formerly excluded groups. However, it simultaneously inhibits effective political representation for groups that do not align with the societal divisions that consociation seeks to accommodate, specifically the ‘additional’ cleavage of gender. Given the extensive use of the consociational model as a peacebuilding tool in divided states and the growing awareness of the disproportionate negative effect of conflict on women, there is a surprising lack of consideration of the effect that consociational power-sharing has on women’s representation. This article considers the specific impact that the consociational model has on women’s representation. We argue that because gender is an integral factor in conflict, it should therefore be integral to post-conflict governance.
