            "abstractNote": "This paper reviews research on African climate from the major Sahel droughts in the early 1970s to current interest in improving the use of climate science within societal decision-making processes. During the last decade, and particularly since the mid-2000s, the development community has begun to engage seriously with the issue of climate change and its implications for the world's poor. This has led to a growing interaction with the climate research community.\n\nRecent climate literature is used to explore four research themes and identify knowledge gaps and areas with potential to adapt climate research for development needs. The first theme considers the development and use of seasonal forecasts and their portrayal by some as a relative success story, but with important skill limitations and need for much greater interaction with users. Forecast use is set within a wider context of generally low scientific understanding of the drivers of Africa's high climate variability and low research capacity. The second theme addresses the main influences on African climate variability and their response to climate change; high levels of uncertainty for future rainfall in some regions where remote influences are poorly resolved in global climate models. The third theme summarizes key elements of climate impacts research and shows a situation of rather ad hoc case studies and little engagement with decision-makers. Recent studies reveal an important move to couple more effectively impacts research with adaptation by focusing on the near future and drawing on current climate–society relationships. The fourth theme looks at the emerging evidence of anthropogenic climate change and secondary effects on African environments and, apart from widespread warming, shows an equivocal situation with evidence for anthropogenic ocean warming affecting regional rainfall. Detection is hampered by data availability and high levels of background variability.\n\nFinally, three emergent issues are discussed: (1) reflection on African climate research capacity and international collaboration suggests it is timely to review experiences from recent climate programs in Africa; (2) attempts to untangle climate signals from within complex livelihood systems face significant methodological challenges. These include the need to reconcile scientific observations and local perceptions and to clarify views that may over-simplify climate–society interactions, to avoid construction of a crisis narrative on Africa and climate change; (3) the challenge of linking climate science with decision-making to inform adaptation. Demand for information and confidence often exceeds what climate science can realistically achieve in many parts of Africa.",

            "abstractNote": "AbstractThe social cost of carbon (SCC) is an important concept for understanding and implementing climate change policies. This term represents the economic cost caused by an additional ton of carbon dioxide emissions (or more succinctly carbon) or its equivalent. The present study describes the development of the concept, provides examples of its use in current US regulator policies, examines its analytical background, and estimates the SCC using an updated integrated assessment model, the DICE-2013R model. The study estimates that the SCC is $18.6 per ton of CO2 in 2005 US dollars and international prices for the current period (2015). For the central case, the real SCC grows at 3% per year over the period to 2050. The major open issues concerning the SCC continue to be the appropriate discount rate, the potential for catastrophic damages, the impact of incomplete harmonization of abatement policies, and the effects of distortionary taxes.",

            "abstractNote": "Much of the debate over the security implications of climate change revolves around whether changing weather patterns will lead to future conflict. This article addresses whether deviations from normal rainfall patterns affect the propensity for individuals and groups to engage in disruptive activities such as demonstrations, riots, strikes, communal conflict, and anti-government violence. In contrast to much of the environmental security literature, it uses a much broader definition of conflict that includes, but is not limited to, organized rebellion. Using a new database of over 6,000 instances of social conflict over 20 years &#x2014; the Social Conflict in Africa Database (SCAD) &#x2014; it examines the effect of deviations from normal rainfall patterns on various types of conflict. The results indicate that rainfall variability has a significant effect on both large-scale and smaller-scale instances of political conflict. Rainfall correlates with civil war and insurgency, although wetter years are more likely to suffer from violent events. Extreme deviations in rainfall &#x2014; particularly dry and wet years &#x2014; are associated positively with all types of political conflict, though the relationship is strongest with respect to violent events, which are more responsive to abundant than scarce rainfall. By looking at a broader spectrum of social conflict, rather than limiting the analysis to civil war, we demonstrate a robust relationship between environmental shocks and unrest.",

            "abstractNote": "The literature indicates that there are different types of conflicts that range from disputes / disagreements to outright violence and wars. This Article focuses on the literature regarding environmentally-induced conflicts in Africa. The Intergovernmental Panel on Climate Change (IPCC, 2007) reports that Africa is the region of the world that is most vulnerable to the negative impacts of climate change and this is likely to contribute to a range of conflicts on the continent. The significant gap in the literature on climate change and environmental conflicts induced by climate change is a gendered focus that examines the impacts and implications for women. It is widely accepted that in Africa women (and children) are the most vulnerable groups as a result of persistent poverty, poor institutional and physical infrastructure, poor social services, lower coping and adaptive capacities, and higher reliance on the natural resource base for livelihoods which are sensitive to climate variability. Furthermore, women in Africa are often the primary natural resource users and managers because of gendered productive and reproductive responsibilities which are highly dependent on natural resources. This results in the impacts of climate change being more pronounced and severe for women. Furthermore, women and men experience and respond to environmentally-induced conflicts in different ways. This Article identifies land, water, agricultural and forestry-related environmentally-induced conflicts linked to climate change and examines, using specific illustrative examples, the impacts and implications of environmentally-induced conflicts in Africa for women. Coping and adaptation strategies used by women are also discussed. The Article argues that conflicts in Africa are increasingly induced by environmental stressors and these conflicts have more severe impacts on women. It is therefore important that conflict resolution approaches and climate adaptation strategies are gender-sensitive.",
