"abstractNote": "For at least a generation, the current ICT4D paradigm will dominate the relationship between digital technologies and international development. But there are signs of change. Diffusion and use of ICTs is such that we can start to talk about a “digital nervous system” for development. And ICTs are becoming more deeply integrated into all aspects of development. So we can foresee a “digital development” paradigm in which ICTs are no longer just tools to enable particular aspects of development, but the platform that mediates development.\nThis paper proposes a model for understanding what digital development consists of, and then investigates the patterns of economic, political and social transformation that may be associated with digital development. To frame this investigation, it sees economic and political life dominated by a competitive logic that contests with a subordinate cooperative logic. The signs from digital development to date are that five broad patterns can be seen. “Copy”, “Spread”, “Curve” and “Boost” are patterns involving the dominant competitive logic. “Shift” involves strengthening of the subordinate cooperative logic.\nThese patterns have implications – often negative implications – for the wider digital ecosystem, for digital inclusion, digital sustainability, and digital harm; all of which are explained and explored. These implications in turn require action to be taken on digital policy, and the paper ends by discussing not just the worldview and content of future digital policy, but also the “Digital Development Policy Collaboratories” through which the process and structure of digital development policy-making needs to be implemented.",

"abstractNote": "Researchers have studied champions in diverse settings and kinds of initiatives; a significant body of work on champions has also steadily grown in the information systems discipline. However, we still lack clarity about the distinctiveness of IS champions. Given the poor track record of IS project success and champions’ importance to that success, we argue that this lack of conceptual clarity about the uniqueness of IS champions constitutes a significant and urgent gap. In part, this gap exists because researchers have inadequately consolidated knowledge about IS champions thus far. In response, we systematically reviewed the literature and approached this gap from two viewpoints: 1) a research process perspective whereby we investigated the approaches and practices that IS champion research has followed and 2) a thematic perspective whereby we examined how knowledge about IS champions has accumulated to date. Our findings culminate in three contributions: we 1) propose eight IS champion distinctive features using a classification scheme, 2) redefine IS champions in a way that better reflects the distinctiveness of the champion role in IS innovation, and 3) combine findings from process and thematic perspectives in an agenda to advance IS champion research.",

"abstractNote": "This article presents extensive research conducted in Mozambique that aims to deeply understand how different social groups understand community multimedia centers (CMCs), which are structures combining a community radio and a telecenter. The social representations theory was adopted to interpret narratives of 231 interviewees from 10 Mozambican provinces. Interviewees included representatives of initiating agencies, local staff members, CMC users (both the radio and telecenter components), users of only the community radio, and community members not using the CMCs. Following the analysis of transcribed interviews, six main clusters were identified, each of them shedding light on a specific understanding of a CMC. These are discussed according to a set of sociodemographic variables. This study suggests that the social representations theory is a valuable framework to provide an integrated view of ICT4D interventions by giving a voice to local perspectives without overlooking the initiating agencies’ expectations.",

"extra": "Nowadays mobile devices are highly present and well integrated in students’ everyday life. People use them for communication, information retrieval and exchange, entertainment, and even for business. But what can be said about learning? This article tries to figure out the importance of mobile devices for students in their learning experience: on one side by giving an insight into current researches in the field of mobile learning, and on the other side by providing data evidence collected in two higher education institutions of Ticino in Switzerland. By analyzing questions such as, which mobile devices do students use for learning, what for, how do they use them and how keen they are to adopt their mobile tools to support their formal learning activities at university. We also explore whether a transfer from informal usage of mobile devices in students’ everyday life to more formal applications in learning processes has taken place. So far, this does not seem to be the case. Most students use mobile devices to communicate with peers for learning-related purposes and very little to directly learn through them.",

"abstractNote": "This paper probes research being carried out by researchers foreign to Africa. From an assessment of decennia of research, we address the many and varied ways in which the work of foreign researchers, often from countries with unresolved colonial baggage, cast their normalising shadows over African realities. From experiences in Mozambique, Zambia and Zimbabwe, among others, through the exposit of the complex and expansive array of influences and coloniality, we paint a picture how foreign researchers benefit from enshrined and ongoing practices that dominate research scenes. These practices depreciate African research and development done by Africans, in Africa for utilisation in Africa. We propose the need to mainstream decoloniality and communiversity as to affect the primacy of African researchers researching in, on and for Africa.",

"abstractNote": "Innovation is increasingly portrayed as central to social and economic development. Models of innovation from the global North are often applied uncritically in the global South. Doing so may unwittingly silence indigenous knowledge, ways of knowing, and cultural values. Santos (2014) has argued that this form of epistemic violence is committed when actors from the global North are insufficiently mindful of ‘Epistemologies of the South’. Neither Santos nor the authors of this paper believe that there is nothing of value to be learned from the global North – only that there is as much to be learned from the global South – and everything to be gained from a skillful combination of different ways of knowing. This theoretical paper proposes a future line of research to examine in what ways Epistemologies of the South might inform innovation processes to produce different outcomes. We use the example of innovation hubs and although we might have used the philosophies of Ubuntu from Southern Africa or Swaraj from India, in this paper we use the lens of Buen Vivir (living well) from Andean and Amazonian communities in South America to suggest that another innovation is possible.",

In PEIs, researchers introduce photographs into the interview context. The photographs used in PEIs can originate from the interviewee or the researcher. Researchers can use photographs as a tool to expand on questions and simultaneously, participants can use photographs to provide a unique way to communicate dimensions of their lives. Featured, in detail, are school ethnography and inner-city childhood studies that used PEIs.",

The technique involves photos, videos and other forms of visual representation used in an interview, with informants asked to comment on the images. The aim is to promote more direct involvement of the informants in the research process and to encourage and stimulate the collection of quantitatively and qualitatively different information to that obtained in conventional interviews. The potential and limitations of this technique in the field are investigated, describing and discussing photo-elicitation data collection in the Maasai village of Mkuru in northern Tanzania to explore the use and preservation of natural resources. Results and methodological insights from the fieldwork are presented and discussed.",

"abstractNote": "Involving stakeholders is often seen as a means to more successful information and communication technologies for development (ICT4D) projects. Hence, it can be appropriate to research ICT4D projects by taking both the perspective of stakeholder theory and using the tools of stakeholder analysis. This paper uses the example of telecenter projects to illustrate the application of a stake- holder perspective, selecting the specific case of the Gyandoot telecenters in Madhya Pradesh, India. It finds stakeholder analysis can be used both as a best practice template to assess what has been done with stakeholders on an ICT4D project and as an analytical tool to understand who stakeholders are, their behaviors, and the ways in which they are managed. However, it also finds there are problems with applying a stakeholder perspective that must be understood including lack of openness among stakeholders, the problems of identifying who stakeholders are, and the subjectivity of stakeholder classification.",
