El caso español ilustra las transformaciones sociales que propician y acompañan a las migraciones. Haber pasado, en un breve tiempo, de ser foco principal de atracción para inmigrantes a forzar la emigración ofrece un escenario ideal para profundiza en las experiencias migratorias, como son vividas por autóctonos y foráneos, y su traducción en sentimientos, imaginarios y comportamientos de filias y fobias. El presente libro supone un profundo avance en la comprensión de la inmigración, de las actitudes y comportamientos xenófilos y xenófobos. "abstractNote": "Scenarios of economic crisis and rising unemployment have never been favourable to immigration. However, the desire to tighten up on immigration policy may also arise within the context of economic growth and a drop in the unemployment rate. This article aims to explain the changing pattern of xenophobia and immigration policy in Spain. Opinion polls run in Spain from 1993 to 2012 are analysed and supplemented with survey data from Eurobarometers and qualitative materials from the MEXEES and Living Together projects and the 2011 qualitative Eurobarometer. In line with Group Conflict Theory, the economic recession accentuates the image of immigration as an economic threat, with the consequent increase in xenophobia. However, economic booms in themselves do not determine the acceptance of immigrants. Longitudinal monitoring of public opinion data corroborates the fact that both the feeling of economic threat (Group Conflict Theory) and cultural threat (Social Identity Theory) depend on the perceived presence of immigrants, along with the image and attention paid to immigration in the media and political discourse.",

Face à cet afflux, d’une ampleur inégalée depuis la Seconde Guerre mondiale, et ce drame humanitaire, les pays européens, tout d’abord en état de sidération, se révèlent ensuite incapables de mener une politique commune d’accueil et de répartition, et sont tentés par le repli identitaire.\nFermeture des frontières pour le groupe de Višegrad, victoires électorales des partis d’extrême droite brandissant la menace de l’invasion, vote en faveur du Brexit… la crise migratoire vient révéler une crise d’une autre nature, politique celle-ci : celle du régime migratoire européen. Alors que des milliers de migrants continuent d’arriver chaque semaine sur les côtes grecques, le principe de solidarité, au fondement même du pacte européen, semble voler en éclat.\nComment en est-on arrivé là ? "abstractNote": "Les réseaux transnationaux tissés par des immigrés marocains installés en France lient entre eux collectifs informels et associations de migrants qui œuvrent au développement de leur région d’origine. La mise en commun de ressources financières et techniques assure l’électrification d’un village, la construction d’un dispensaire ou d’un système d’alimentation en eau potable des maisons. On s’attachera ici à étudier le cas des migrants issus du Sud marocain, une zone qui inclut l’Anti-Atlas et le Haut-Atlas ainsi que les plaines côtières du Souss et du Massa. La région est habitée par les Chleuhs, l’un des trois principaux groupes berbères du pays, particulièrement actifs dans le domaine du développement. Un chiffre permet de mesurer l’importance de cette dynamique : entre 1990 et 1997, le taux d’électrification des foyers dans la vallée du Massa est passé de 15 % à 95 %. Le succès de cet engagement collectif est, en grande partie, dû au soutien apporté par une catégorie de migrants marocains, des syndicalistes et des réfugiés politiques, dont le savoir-faire a permis la concrétisation des projets. Une catégorie d’acteur porteuse d’un exil différent.",

"abstractNote": "A partir du cas de la politique d'aide au retour volontaire en France, cette recherche propose une interprétation des politiques d'éloignement des étrangers en situation irrégulière, telles qu'elles sont formulées à l'échelle de l'Union européenne sous l'angle du « retour ». Le principe d'expulsion est maintenant transposé dans le champ de l'action sociale, sous la forme de divers dispositifs d'assistance humanitaire qui masquent la dimension de contrainte contenue dans l'objectif final de faire sortir les étrangers du territoire. Ce brouillage amène à s'intéresser aux ressorts matériels et symboliques de la domination qui s'exerce sur les « retournés » par le biais de cette assistance, où s'observe un retournement du rapport des expulsables à leur départ, rebaptisé « volontaire ». En tenant bout à bout l'étude des processus de renvoi et des expériences d'après-retour, il s'agit de mettre en perspective les mythologies et les réalités du phénomène. Pour ce faire, on examine, à travers les mécanismes de relégation, l'ensemble des acteurs et des institutions participant à l'aménagement d'un espace transnational de prise en charge sociale reliant les pays de renvoi aux pays d'où venaient les émigrés, particulièrement dans les effets sociopolitiques et anthropologiques que leurs opérations produisent. Starting from the issue of assisted voluntary return in France, this research offers an interpretation of removal policies for undocumented foreigners, labeled as \"return policy\" in the European Union. The principle of deportation has now been transposed to the field of social policy. Therefore, various humanitarian assistance programmes have hidden the notion of obligation which underlies the final goal of having foreigners leave the country. This confusion leads to the study of material and symbolic patterns of domination applied to \"returnees”. In fact, this assistance involves a twist in the relation to the departure: undocumented migrants are no longer deportable people but foreigners asking for voluntary departure. Considering the whole process of removal and post deportation experiences, this research is to outline the myths and realities of return. Thus, trough relegation mechanisms, both social actors and institutions have been investigated. Their involvement and its consequences in the set up of a transnational space bonding the \"deporting countries\" and the countries of origin have been thoroughly analysed from a sociopolitical and an anthropological point of view.",

"abstractNote": "After six decades of protracted refugeehood, patterns of social identification are changing among the young people of the fourth refugee generation in the Palestinian refugee camp Burj al-Shamali in Southern Lebanon. Though their identity as Palestinian refugees remains the same compared to older refugee generations, there is an important shift in the young refugees’ relationship towards the homeland, their status as refugees, Islam, the camp society, as well as in their relationship towards religious or ethnic “others” in and outside Lebanon. This ePaper examines how technology, globalisation and outside influences have impacted the young Palestinians’ interpretation of their identity and their understanding of Palestinianness. The author concludes with reflections on the young refugees’ attitudes towards their Palestinian identity in the diaspora, which, as she argues, can only survive when the young refugees see their identity as a virtue rather than as a hindrance.",

"abstractNote": "Autrefois décidées dans la seule sphère étatique, les politiques d’immigration et d’asile connaissent depuis la fin des années 1980 un processus d’européanisation. Bien qu’incomplet, celui-ci devient néanmoins une réalité observable dans les législations, les pratiques et les discours. Parmi les acteurs concernés par ces changements figurent les associations nationales de défense des étrangers. Dans cette nouvelle « gouvernance multiniveaux », comment ces associations s’adaptent-elles ? Ce eCahier envisage les évolutions stratégiques, idéologiques et structurelles des associations françaises. Celles-ci intègrent les dispositions de l’européanisation, soit pour les contester, soit pour les utiliser face à l’Etat. Ce dernier demeure en effet la cible et le référent principal des mobilisations. Léa Breton montre également que ces questions peuvent être reliées d’une manière plus large à certains aspects évolutifs de la notion de politique et d’espace public européen.",
