All are only partially articulated as heritage tourism, though potential for elaboration derives from its authenticity within tourism cities, its serious and interesting character, possibilities for accurate presentation due to artefact survival and personal experience, and the potential for current examples as foundations.",

If it were a record of a solemn scientific expedition, it would have about it that gravity, that profundity, and that impressive incomprehensibility which are so proper to works of that kind, and withal so attractive. Yet notwithstanding it is only a record of a pic-nic, it has a purpose, which is to suggest to the reader how he would be likely to see Europe and the East if he looked at them with his own eyes instead of the eyes of those who traveled in those countries before him. I make small pretense of showing anyone how he ought to look at objects of interest beyond the sea–other books do that, and therefore, even if I were competent to do it, there is no need. I offer no apologies for any departures from the usual style of travel- writing that may be charged against me–for I think I have seen with impartial eyes, and I am sure I have written at least honestly, whether wisely or not. In this volume I have used portions of letters which I wrote for the Daily Alta California, of San Francisco, the proprietors of that journal having waived their rights and given me the necessary permission. I have also inserted portions of several letters written for the New York Tribune and the New York Herald.",

The survey revealed that tourists were attracted by the facades of old colonial buildings that have been carefully restored. In contrast, Singaporeans attach a great deal more to activities and lifestyles within the district that have since been removed or have disappeared because of conservation. Planning authorities have concentrated mainly on the issue of economic viability and favor commercial activities such as retail and recreation/leisure. As such, Singaporeans feel that conservation in the district, because it \"museumizes\" or makes \"elitist\" to encourage tourism, has failed to preserve their heritage.",

"abstractNote": "Heritage is a concept to which most people would assign a positive value. The preservation of material culture – objects of art and of daily use, architecture, landscape form – and intangible culture – performances of dance, music, theater, and ritual, as well as language and human memory – are generally regarded as a shared common good by which everyone benefits. Both personal and community identities are formed through such tangible objects and intangible cultural perform- ances, and a formation of a strong identity would seem to be a fundamentally good thing. But heritage is also intertwined with identity and territory, where individu- als and communities are often in competition or outright conflict. Conflicts may occur over issues of indigenous land and cultural property rights, or between ethnic minorities and dominant majorities disputing the right to define and man- age the cultural heritage of the minority. At stake is the question of who defines cultural heritage and who should control stewardship and the benefits of cultural heritage. Thus, while heritage can unite, it can also divide. These contestations, when unresolved, can lead to resistance, violence, and war. The inherent conflict between world or national heritage and individual or local rights emerges at this critical point. Heritage is by no means a neutral category of self-definition nor an inherently positive thing: It is a concept that can promote self-knowledge, facilitate communication and learning, and guide the stewardship of the present culture and its historic past. But it can also be a tool for oppression. For this reason, heritage has an uneasy place in the United Nations’ call for universal human rights and it merits examination as an urgent contemporary problem.",

"abstractNote": "This paper explores the manifold relations among the spatial organization of tourism, the quality of tourism products in heritage cities, and the dynamics of the regional economies. The concept of \"vicious circle\" describes the self-feeding linkage between the emerging class of excursionist tourists in the later stages of a destination lifecycle, and the decline in a city's attractiveness. Reference is made to the case of Venice. According to this scheme, effective policies for sustainable tourism should attack the critical points where the vicious circle feeds, such as the quality and accessibility of cultural resources.",

"abstractNote": "Debates about the socially inclusionary potential of heritage have to date focused principally on heritage sites and museums. Relatively little attention has been paid to the wider Cultural Built Heritage (CBH) that surrounds us in our everyday lives. This paper starts with a brief theoretical exploration of the social role of heritage and the key policy background. Then, based on an understanding of policy and action in England, this paper sets out a framework for considering how this wider CBH might contribute to social inclusion. A fundamental binary divide is made between the role of CBH as historic places and opportunity spaces in which regeneration may occur. However, in neither case is action necessarily socially inclusive. The paper concludes that a greater clarity of objectives and definitions is necessary if CBH is to meet its potential to be socially inclusionary.",

"abstractNote": "The Middle East is a culturally, socially and politically complex region. The region has also been in a continuous state of flux for the past two centuries. These changes have often directly affected how the cultural heritage is preserved, what is conserved and by whom. To make generalizations on the state of conservation training across this wide region with notable variations in geography, society, religion and governance would be a gross overstatement. However, the intention of this paper is to highlight some of the pressing concerns about the training of competent conservation professionals in the region. Most notably: there is only a small pool of professionals with adequate know-how and experience in building conservation; there is little institutional support for conservation or public understanding of its basic principles; the old is regularly associated with being backward and the new with modernity and progress; there is a loss of craft skills essential for the implementation of conservation projects; and finally cultural heritage is being exclusively conserved and re-interpreted for tourists as the tourism industry becomes a bigger and more wide-spread player in the region. Within this context, the paper evaluates the current training provision in the region and discusses areas where there is an urgent need to build up institutional capacity to be able to provide much needed training opportunities.",

"abstractNote": "National public goods have been part of the economic theory of government for centuries. As any student of public policy knows, the idea that society needs government to overcome the failures of the market in achieving effi- ciency and equity in the allocation and distribution of resources is hardly new. It is,moreover, a conservative idea. It assumes that private goods and services will always constitute the bulk of people’s purchases.Markets must be allowed to function. Yet some outside party must supply those “collective consump- tion goods” that society also needs, but which the private sector has inade- quate incentives to provide. One might side with Adam Smith in focusing the state, as the provider of public goods, on a few areas: maintaining the money supply, enforcing prop- erty rights, promoting competitive markets, providing national defence and administering justice.Or one might assert that people-centred societies call for a wide range of publicly supplied goods, from social security, health services and student aid to public transportation, national parks and food stamps. But whatever position one takes in the debate, it is widely understood that national public goods and services are fundamental to people’s well-being and that gov- ernments and markets must work together to provide them. This book takes the concept of public goods across the national frontier. In doing so, it transforms the dimensions of the debate and elevates the con- cept to a new and urgent plane of importance. The authors start with the observation that, in many areas of public policy, what were once considered to be purely national issues now spill across borders and are global in reach and impact. They suggest that a globalizing world requires a theory of global public goods to achieve crucial goals such as financial stability, human secu- rity or the reduction of environmental pollution. Indeed, they point out that many of today’s international crises have their roots in a serious undersupply of global public goods.",
