The passage and implementation of UN Security Council Resolution 1325 (on Security Council operations), the integration of gender concerns into peacekeeping, the management of refugees, post-conflict disarmament and reintegration and protection for non-combatants in times of war shows the increasing importance of gender sensitivity for actors on all fronts in global security. This book aims to improve the quality and quantity of conversations between feminist security studies and security studies more generally, in order to demonstrate the importance of gender analysis to the study of international security, and to expand the feminist research program in Security Studies. The chapters included in this book not only challenge the assumed irrelevance of gender, they argue that gender is not a subsection of security studies to be compartmentalized or briefly considered as a side issue. Rather, the contributors argue that gender is conceptually, empirically, and normatively essential to studying international security. They do so by critiquing and reconstructing key concepts of and theories in international security, by looking for the increasingly complex roles women play as security actors, and by looking at various contemporary security issues through gendered lenses. Together, these chapters make the case that accurate, rigorous, and ethical scholarship of international security cannot be produced without taking account of women’s presence in or the gendering of world politics. The security–demography nexus has been studied mainly as a state concern—whether a state should limit or expand its population depending on different factors. In this context, women have been the main targets of biopolitical reproduction efforts. However, societal and political shifts, coupled with advancements in reproductive technology that enhance accessibility, necessitate a re-evaluation of the gendered dynamics within the security–demography relationship. The war between Russia and Ukraine represents an unusual example of two industrialized states involved in an interstate war. The practice of soldiers freezing their semen constitutes a new masculinization of the security–demography nexus. We argue that the theoretical concept of reproductive insurance implies a form of self-governance that can manage shifting masculinities in ways that allow the male individual to protect the capacity to have children before risking life on the battlefield. It connects the literature on social hierarchies in world politics with scholarship on identities in foreign policy and on masculinities in global politics, concluding that FFPs do not create solidarity but instead lead adopting states to engage in competition with each other. The article develops a concept of hegemonic feminisation to argue that competition between FFP states becomes possible because these states symbolically rank and evaluate each other based on their perceived performance on gender equality. More specifically, it is demonstrated that ranking and evaluation takes place through references to each state’s progress on gender equality before and after the adoption of FFP and to geographies of progress at home and abroad. The article argues that while this stratification of states leads to the emergence of multiple versions of hegemonic feminisation, these versions reproduce the civilisational distinctions between the Global North and the Global South. Yet the tumultuous decade since then has confronted IPE scholars with rapidly-shifting global dynamics, many of which had remained underappreciated. We use the Blind Spots moniker in an attempt to push the topics covered here higher up the scholarly agenda—issues that range from institutionalized racism and misogyny to the rise of big tech, intensifying corporate power, expertise-dynamics in global governance, assetization, and climate change. Gendered and racial inequalities as blind spots have a particular charge. There has been a self-reinforcing correspondence between topics that have counted as important, people to whom they matter personally, and the latter’s ability to build careers on them. In that sense, our mission is not only to highlight collective blind spots that may dull IPE’s capacity to theorize the current moment. In places as diverse as Texas, Tel Aviv, and Santo Domingo, policymakers have been modifying administrative requirements to limit access to birth certificates for babies born to migrant women with temporary or irregular status as a measure aimed at discouraging their permanent settlement. This raises concerns regarding the gendered ways in which women can be controlled via their reproductive lives when childbirth is made a juncture of migration enforcement, and children’s right to an identity and a nationality violated as a result. Rights advocates are pushing back against this practice using existing human rights frameworks. This article provides an overview of what birth registration as a bordering practice looks like so that scholars, policymakers, and practitioners around the world can recognise and resist it. It focuses on the case of the Dominican Republic’s denial of birth certificates for people of Haitian descent, and an action-research project aiming to facilitate access to the Dominican civil registry for children of mixed couples (migrant mother and Dominican father). Although still in its infancy, this literature can generally be divided between more normative accounts and those that are empirically focused, with particular attention paid to the FFPs of Sweden and Canada. Yet, few studies compare FFPs’ uptake across different countries and regions, examine its connections to longer histories of ideas around women and gender, or unpack the policy intersections FFP (tentatively) engages. Contributing to these different areas, Part I provides an overview of the history of FFP, interrogates FFP in the context of Foreign Policy Analysis, and explores what FFP can achieve in the current (liberal) global system. Part II turns to consider policy intersections in relation to the climate crisis, migration, militarism, and bodies. Thinking through its origins, policy intersections, and potential future(s), the contributors to this Forum explore FFP's multiple and contested future(s). We argue that in a global politics characterized by racialized inequality, pandemics such as COVID-19 exacerbate the marginalization of already oppressed groups. We review published research on previous pandemics to historicize pandemic othering and blame, and enumerate some of the consequences for politics, policy, and public health. Specifically, we draw on lessons from smallpox outbreaks, the third bubonic plague, the 1918 influenza pandemic, and more recent pandemics, such as HIV/AIDS, SARS, and Ebola. We also compile reports to document the discrimination and violence targeting marginalized groups early in the COVID-19 pandemic. The Conference of the Parties of the United Nations Framework Convention on Climate Change is the most important international meeting surrounding climate change. The 2015 Paris climate talks reflected the global preoccupation around climate change, in that it was the first time 150 Heads of State ever gathered to discuss an issue. For geographers, the COPs are important sites to study because decisions around our environmental commons can perpetuate or contest socio-environmental narratives responsible for social and environmental inequalities. Increasingly, gender is being introduced into the climate debate in sites such as the COPs. Using qualitative methods, this paper delineates the mechanisms by which some meanings of gender like gender balance dominate over others like gender equality. My research illustrates how discourses of gender and climate change arise, are perpetuated, and materialized through climate policy. I use an intersectional lens to underscore the practices that perpetuate injustices, and explore the discourses that are the most popular at the COPs around gender and climate change, who perpetuates them, which narratives are mobilized, and which become invisible. I highlight how material practices at the COPs that construct polarized divisions of gender are accompanied by polarized divisions of space.
