My annotations: Here, the authors conducted interviews with earthquake survivors (112 in total) to understand why some people evacuated and others did not. Part of the problem laid in miscommunication where authority could have explained earthquake risks and assessed hazards better. Some questions asked were about whether they (the survivors) had or needed to evacuate and where (vulnerable areas). In the end, it was agreed that better knowledge would have had a significant influence on how people would have perceived risk.

widespread destruction. Many people in
the zones affected by the tsunami evacuated
to safety, but others were not so fortunate.
Why did some people evacuate
immediately and others wait until it was
too late?
In interviews with survivors, we sought to
find answers to that question. These interviews
revealed that many residents did not
get accurate warnings, and many chose to
stay in dangerous locations in part because
they misunderstood the risks. Better communication
of warnings and improved education
about the science behind earthquakes and
tsunamis could help save lives in the future.
My annotations: Although this article addresses flooding rather than earthquakes, it acknowledges how people assess risk and view natural disasters. A survey was given to residents to determine their experiences, anticipation and level of preparation for floods. Results determined a relationship between the degree of preparedness and levels of fear respondents had. What the authors concluded were that preparedness depended on home ownership, fear of flood, and amount of damage done by previous floods (floods that were not necessarily experienced).

The respondents were asked to rate the extent of their experience with, anticipation of, and preparedness for floods therefore and after the Tokai disaster in terms of taking special measures against Hoods. The results showed that the degree of preparedness for floods was determined hy the level of fear of floods and the amount of damage sustained during the Tokai flood, especially for homeowners. However, the residents' preparedness did not depend on their anticipation of floods. These findings show that preparedness for floods depends on ownership of a home, fear of flooding, and the amount of damage from previous floods rather than on previous experience with and anticipation of floods.
