"abstractNote": "This article considers what emerging localism might mean for managing local economies. It develops a simple framework to explore localism in the context of roles and relationships between the centre, local government and communities. It develops three models: ‘conditional localism’, ‘representative localism’ and ‘community localism’. It also identifies some basic characteristics that enable comparisons between each model to be made. Finally, it uses this framework to consider what implications the coalition government’s localism rhetoric and legislation might have for management of the local economy.",

This paper proposes that the `bioregion' might be a useful concept in designing more local systems of resource supply. The paper is a scoping exercise which starts to explore how the concept of a `bioregion' might be useful within theoretical economics, outlines key aspects of a bioregional economy, and sketches ideas for a future research agenda.",

"abstractNote": "In many developing countries, decentralization programmes for natural resource management aim to induce incentives for sustainable resource management at the local level. The effectiveness of such programmes has, however, suffered from weak property rights to the resource and by the presence of externalities. Growing economic integration among countries has exacerbated these problems by increasing the exposure of local user groups to commercial actors interested in resource extraction. In this paper, the interplay of decentralization and globalization in affecting environmental outcomes and community welfare is analysed through a game-theoretic model of community-firm interactions. The results highlight the complexities of policy design. First, by raising the extractive value of the resource, globalization may lead to communities negotiating resource extraction agreements with firms. Second, with a lack of effective state enforcement of community resource rights, communities may be unable to assume de facto ownership over the resource, while commercial actors succeed in exploiting resources without community consent. No single policy option provides a panacea to counteracting these negative effects. Instead, a mix of policies, combining incentive payments along with the provision of more secure property rights and poverty alleviation is shown to have the potential to improve both environmental outcomes and community welfare. "abstractNote": "Local food systems are comprised of networks of actors that work to ensure the sustainability of food supplies within communities. While local food has typically been promoted through direct marketing strategies such as farmers' markets and community-supported agriculture (CSA), retail stores are increasingly carrying and marketing local foods in response to consumer demand and market potential. Given the frequency with which consumers shop at grocery stores, as well as the portion of consumers' food purchases made at these locations, these stores may play a significant role in the success of local agriculture and the shaping of ideology about what is ‘local’. We conducted 27 semi-structured interviews with representatives of food retailers known to source and market local foods in the four major urban centers of Oregon's Willamette Valley. Our results reveal that grocers' perceptions of local food vary significantly from one another. Additionally, our results differed in comparison to the published literature on consumers' and producers' ideas of what constitutes local. Food retailers identified varying distances (frequently a region including several states) that they consider local, as well as diverse reasons for choosing to source and market local foods (most commonly supporting the local economy). Some trends in the variation of responses relate to how the size and form of ownership of the grocery stores influence the level at which decisions are made. These wide-ranging perceptions outline many of the realities of the local food movement, as well as opportunities for change. "abstractNote": "The core values of the ethical foodscape - ecological integrity and social justice - can assume very different political forms unless they are fashioned into a coherent and progressive narrative of sustainability. This paper explores the politics of sustainability through the prism of three major issues. First, the carbon-labelling controversy is used to highlight the potential conflict between green campaigners (who extol the benefits of local food) and social justice campaigners (who support fairly traded food from afar). Second, school-food reform is used to demonstrate that local and global food, far from being mutually exclusive options, can both be part of the constitution of a sustainable food system if global food is framed in cosmopolitan terms. Third, the paper engages with the politics of care literature to explore a question that underlies the above issues, namely, how and why we care for others. It is argued that ethical consumerism, a key part of a progressive narrative of care, is not sufficient to counter the challenge of climate change - the greatest threat to ecological integrity and social justice.",
