The general aim of theEuropean Commission is for all public services and information to be offered digitallyin the broadband society, so that all citizens automatically make use of them whenever they need to, i.e. broadband society as a way of life (Loos et al., 2008). Especially inregions and countries of Europe where, like in the Netherlands, there is a high computer density and widespread access to the Internet, governments are working hard to reachthis aim with respect to services and information to the citizen.Although in recent years, more and more attention has been given to the importantrole of the user in spreading and accepting ICTs, actual behaviour studies in situationswhere a multi-channel choice is available, have been relatively scarce. In the Netherlands, some surveys were conducted on the state of the art of citizen’s usage of electronic public services (e.g. Van Dijk, 2005, 2006). The focus was on actual use,intention to use, desired use, knowledge of ICT and services, attitude to ICTgovernmental services. The surveys show that there is still a large discrepancy betweenthe generally positive attitude to digital government services in the Netherlands and theintention to use them (Heres et al., 2005), respectively their actual use (Van Dijk, 2005,2006; Vermaas, 2007).The percentage of so called ‘digibetes’ (persons without a pc or not using a pc/Internet in their everyday lives) is still around 21%. A higher percentage, about onethird of the population, has only a limited experience with and knowledge of the use of new media, like web sites, even if they do have access to the Internet. From the perspective of Cost 298, the Broadband \nSociety refers to a possible, but not inevitable, substantial transformation of our experience of \ntelecommunications based on these technologies, allowing information and communication technologies to \nbe used everywhere, all the time and by everybody. \nDuring the last decade it has become increasingly clear that the development of information and \ncommunication technologies is unstoppable. Nevertheless there are large differences in the adoption and \nuse in different regions of the world, by different groups in societies, and in the types of devices that are \npredominantly used and the ways they are used. \nUp till now, broadband technologies have resulted mainly from technological and institutional imperatives. \nThe question is to what extent potential users have managed to find ways in which such technologies can \nbe useful, worthwhile and attractive. We certainly know from previous research (see for example Haddon et \nal. 2003; Sapio et al. 2007) that this can require those users to be creative in terms of fitting ICTs into their \nactivities or using them to find solutions to the everyday problems that they already encounter. But how \nmuch is being demanded of those users, what considerations have a bearing upon whether these \ntechnologies actually find a place in their lives and what new issues, of indeed problems, can these ICTs \nthemselves create, especially if they really are ‘disruptive technologies’? Ultimately, we also need to \nacknowledge that users may well decide that their existing solutions suffice, in which case these new \ntechnological options may find only a modest place in their lives. Indeed, they may even be resisted or \nignored. Whatever strategies users employ for assessing and dealing with such innovations, we need to \nlearn more about these social processes. Is age the deciding factor for the way they make use of old and new mediato gain access to information or are there other explanations for their information search behaviour?The results of the empirical studies presented in this article (Mante-Meijer & Loos, 2008; Loos & Mante-Meijer 2009 and Loos, 2011) show that the Dutch citizens, young and old, are spread acrossa ‘digital spectrum’. (Lenhart & Horrigan, 2003), rather than facing one another across the much-touted age-based ‘digital divide’. Prensky’s (2001) ‘digital natives’ and ‘digital immigrants’ do notappear to exist in the Netherlands, at least as far as their information seeking behaviour isconcerned. This article will show that not only age but life stages, to some extent socialisation and(as people start to age older) age-related functional limitations also play a role. Therefore, this paper presents the results of an explorative Dutch eye-tracking case study, which focuses on information search behaviour (navigation patterns and use of the search box, effectiveness, efficiency and user satisfaction). 29 younger and 29 older participants completed a search task on three websites. It was found that the greatest factor impacting on information search behaviour is not always age. In one case, heatmaps showed clearly that the navigation patterns of older participants using internet daily were quite similar to those of younger ones. The unfamiliarity with this new medium, the access to information for these 'non-liners can limit their participation in our society in jeopardy. There are of course differences between older and younger people when it comes to the use of digital information. Thus, for example, faster than older youth. But it goes too far of a digital divide to speak, there is much more a case of a digital spectrum . Due to differences in such training, Internet experience and gender are elderly because a diverse group. Webdesigners would there on in to play by sites with pictures, text and sound as way that they can be used for various groups of users to access digital information to offer. In deze trend gaat een gevaar schuil voor al die ouderen die geen internet kunnen of willen gebruiken omdat ze bang zijn zich op onbekend terrein te begeven en fouten te maken. De onbekendheid met dit nieuwe medium zou de toegang tot informatie voor deze ‘non-liners’ kunnen beperken en hun participatie in onze maatschappij in gevaar kunnen brengen. Er zijn natuurlijk verschillen tussen ouderen en jongeren als het gaat om het gebruik van digitale informatie. Zo zijn jongeren bijvoorbeeld sneller dan ouderen. Maar het gaat te ver om van een digitale kloof te spreken, er is veel eerder sprake van een digitaal spectrum. Door verschillen in bijvoorbeeld opleiding, internetervaring en geslacht vormen ouderen namelijk een gevarieerde groep.\n\nWebdesigners zouden daar op in moeten spelen door sites met behulp van afbeeldingen, tekst en geluid zo vorm te geven dat ze kunnen worden ingezet om diverse groepen gebruikers toegang tot digitale informatie te bieden. Ze dienen er bovendien voor te zorgen dat ouderen zich kunnen identificeren met het beeld waarmee ze in informatiebronnen gerepresenteerd worden. Het is van belang dat informatie niet eenzijdig het beeld van de eeuwig jeugdige oudere of de kwetsbare hulpbehoevende oudere uitstraalt.
