It describes the background to tidal flooding in the estuary and the events leading to the commissioning in 1968 of hydraulic studies to predict how the construction and operation of a barrier at different sites would affect river levels, tidal currents and siltation in the Thames.\n\nHydraulics Research, Wallingford, tackled the problem under six main headings: field measurements, continuous silt monitoring, laboratory tests on silt, computational modelling, physical modelling and desk studies. An account is given of a series of surveys undertaken at intervals between 1968 and 1981 to determine the present behaviour of the river under diurnal, bimonthly and seasonal differences in tidal range and river flow. The establishment in 1970 of stations for the continuous monitoring of suspended silt concentrations before, during and after barrier construction is described along with laboratory tests carried out to examine the properties of Thames mud. These instrumented geotextile sheets were manufactured in a form of geotextile tubes which were strategically dumped from a barge into water depth of up to 25 m. In the sensor evaluation phase, POF sensors were mounted onto geotextile sheets and tested using a tensile testing machine with customized wide-width grips and the results compared to a reference video-capture strain measurement system. Model instrumented geotextile tubes were also built and tested in a geotechnical centrifuge at 100 × g to simulate the on-site dumping condition. The entire POF sensor system was also evaluated in terms of its waterproofing resistance by submerging a POF-instrumented geotextile sheet underwater. The instrumented geotextile mat was also subjected to water pressure equivalent to 25 m water depth in the field to assess the survivability of the system under on-site condition. Before the hurricane, the mean chlorophyll-a in the Bay was 5.3 μg/L. Heavy rainfall occurred during the hurricane landfall. The 48 h rainfall reached 40 cm and the peak storm surge reached 3 m on 9/16. After the rainstorm and during the storm surge on 9/17/2004, the mean chlorophyll-a concentration substantially increased to 14.7 μg/L. 26.3% water area was in the poor-water-quality condition (chl-a > 20 μg/L). This indicates that heavy nutrient loads from urban stormwater runoff and storm-surge inundation simulated chlorophyll bloom. After the end of the storm surge on 9/18/2004, the mean chlorophyll dropped to 2.0 μg/L, suggesting the effective flushing of polluted water from the bay to the Gulf of Mexico by the storm-surge. The good water quality condition lasted for almost several weeks after the storm surge. The peak river flow, arriving on the 4th day after the peak storm surge, did not alter the good water quality situation in the bay. Digital and visual analysis showed the following results: 1) Near the capital, Dahka, within a SPOT scene (3600 km2), the extent of water varies from 324 km2 during the dry season to 1303 km2 after a destructive flood. This means that flood-prone areas in this overpopulated deltaic region are at least four times larger than the hydrographic network observed during the dry season. 2) The Sunderbans are the world's largest mangroves (about 6000 km2 in a single block); two-thirds of this forest (4050 km2) are in Bangladesh, and the rest is in India. These ecosystems seem to resist cyclones. No sign of any kind of mangrove alteration is seen on SPOT images recorded a few weeks after disastrous cyclonic storms (20 August 1987 and 6 September 1988).\n\nThis is an important fact since the protective role of these coastal swamp forests is tremendously important. 3) The islands located in the very exposed area at the mouth of the Meghna are densely populated (more than 1000 inhabitants/km2). Hathya island has been carefully surveyed. According to the investigations carried out on SPOT images (25 February 1987 and 26 October 1988), the island seems to be at present satisfactorily protected against cyclones and tidal surges, behind newly planted mangroves (Sonneratia apetala Buch.-Ham.) and sheltered by a complex network of embankments which are visible on the images. Floods can bring pathogens into homes and cause lingering damp and microbial growth in buildings, with the level of growth and persistence dependent on the volume and chemical and biological content of the flood water, the properties of the contaminating microbes, and the surrounding environmental conditions, including the restoration time and methods, the heat and moisture transport properties of the envelope design, and the ability of the construction material to sustain the microbial growth. The public health risk will depend on the interaction of these complex processes and the vulnerability and susceptibility of occupants in the affected areas. After the 2007 floods in the UK, the Pitt review noted that there is lack of relevant scientific evidence and consistency with regard to the management and treatment of flooded homes, which not only put the local population at risk but also caused unnecessary delays in the restoration effort. Understanding the drying behaviour of flooded buildings in the UK building stock under different scenarios, and the ability of microbial contaminants to grow, persist, and produce toxins within these buildings can help inform recovery efforts. To contribute to future flood management, this paper proposes the use of building simulations and biological models to predict the risk of microbial contamination in typical UK buildings. We review the state of the art with regard to biological contamination following flooding, relevant building simulation, simulation-linked microbial modelling, and current practical considerations in flood remediation. Using the city of London as an example, a methodology is proposed that uses GIS as a platform to integrate drying models and microbial risk models with the local building stock and flood models.
