            "abstractNote": "Au moment où le concept d’économie circulaire et la transition vers ce modèle semblent s’implanter durablement dans le débat public, se posent notamment la question de la forme que pourrait prendre cette transition en termes de mutations de logiques de création de valeur et celle des business models innovants qui pourraient incarner cette nouvelle économie. Si les objectifs de l’économie circulaire – décorréler durablement croissance économique et impacts environnementaux - et les stratégies à mobiliser pour modifier le système économique dans cette direction -économie de la fonctionnalité, maintenance, réemploi, remanufacturing ou encore recyclage- ont été étudiés, les mutations des logiques de création de valeur qui caractérisent le renforcement du niveau de circularité d’un secteur économique restent peu étudiés par la recherche académique. Il en va de même pour les business models circulaires (BMC), définis comme la manière dont les entreprises créent, délivrent et capturent de la valeur à partir des stratégies circulaires décrites en amont, qui restent un objet de recherche émergent, tant dans le champ de l’économie circulaire que dans la communauté académique étudiant les business models (BM). Nous analyserons ces phénomènes, au travers d’une étude de l’économie de la fin de vie automobile. Cette dernière est en effet aujourd’hui caractérisée par un haut niveau de circularité comparée à d’autres secteurs, et a vu ses acteurs développer l’ensemble des stratégies circulaires citées en amont. L’outil BM nous permettra de caractériser ce qui a longtemps été la logique unique, sinon dominante (Sabatier et al., 2012) du secteur : une économie fondée sur des BM de type prédatifs. A l’image de la démarche suivie par certains chercheurs (Moyon et Lecocq, 2013), nous mobiliserons également le BM pour rendre compte de l’évolution des pratiques stratégiques du secteur. Enfin, nous utiliserons la notion de BM pour apporter des éléments de caractérisation de deux types de BMC, en lien avec le recyclage et le réemploi, à travers le modèle RCOV (Demil et Lecocq, 2010), fondés sur une économie de la qualité et une ingénierie de filière poussée. A partir de ce cas d’étude, nous montrerons comment une économie plus circulaire peut émerger, à partir d’une multiplication des logiques disruptives de création de valeur, qui créent de nouvelles interactions entre entreprises de secteurs distincts, auparavant disjoints, cette dynamique se traduisant par un renforcement progressif des écosystèmes d’affaire (EA) liés à la fin de vie. Enfin, nous soulignerons le besoin accru de nouveaux dispositifs de pilotage de l’action collective que ce nouveau contexte fait naître.",

            "abstractNote": "Firms operate in a globalized economic system, which is increasingly characterized by natural resources scarcity, energy costs increase, environmental degradations and social imbalances. Circular economy offers firms concrete solutions to face these issues, through operational strategies such as recycling, reuse, remanufacturing, eco-design, functional economy or industrial ecology. Therefore, it constitutes a true and applied sustainable development model, which could decouple economic value creation from natural resources use and environmental impacts, while creating jobs. Number of pioneering companies have already identified the opportunities that are associated with these strategies, and changed their business model based on circular economy strategies. These volunteer approaches generates new economic, social and environmental dynamics, as well as innovative business positioning. The supporting material of this study, which is realized by the French Institute for circular economy, is the feedback from these firms. Its objective is to develop a better understanding of the motivations that pushed these firms to launch these strategies, as well as the incentives and the obstacles faced by these pioneers, both within their company and in their direct and indirect environment. It also aims, through case studies, to pave the way to potential actors who would wish to engage in circular economy strategies, and to outline areas for improvement and generalization of these approaches.",

Through the economical distance analysis studies the structure of Yangtze River delta area city circle. Considering the relations of the present traffic axle and economical proliferation circle, the author insists that Yangtze River delta still was in the \"it\" font shafting systematic structure. The evolution of the shafting systematic structure will make the future trend towards the structure of the network system.             "abstractNote": "Ce texte vise à discuter la proposition de Michel Aglietta de fixation d’une valeur sociale au carbone évité (VSC) et à proposer une connexion de ce principe à un dispositif de monnaie locale intégrant la possibilité de financement des investissements écologiques. La proposition de Michel Aglietta est double : elle concerne d’une part un dispositif de fixation d’une valeur sociale au carbone évité en vue de stimuler les investissements bas-carbone, et d’autre part la promotion d’une économie circulaire par les monnaies locales. Je commence par commenter les deux propositions (1) puis je propose un prolongement afin d’intégrer financement et investissement dans les systèmes de monnaies locales afin qu’elles contribuent à la transition écologique des territoires (2). Dans ce troisième temps, la proposition qui est faite porte sur une organisation monétaire décentralisée et territorialisée apte à soutenir la transition écologique de l’économie et dans un rapport de subsidiarité avec l’organisation monétaire à l’échelle nationale. Elle est présentée selon trois étapes ou étages successifs, chaque étage supposant que le précédent a été construit. Le premier étage de la proposition consiste à renforcer l’existant des monnaies locales pour lui intégrer le principe du financement de l’investissement ; il ne nécessite pas des politiques publiques de transition mais suppose néanmoins une implication des collectivités. Le second étage introduit les politiques publiques de transition, qui passent alors par la conversion de fonds publics (fournis par les collectivités locales et territoriales concernées et par l’Etat) à des Fonds d’investissement territoriaux pour la transition écologique, FITTE) en monnaie locale sous forme de subventions ou de compléments de crédits à taux zéro pour investissement écologique, pour les entreprises et les ménages. Le troisième étage de la proposition intègre l’existence d’un plan européen ou international visant à valoriser le carbone évité, tel que la proposition Aglietta de VSC (valeur sociale du carbone évité). Il s’agit de connecter les fonds d’investissement territoriaux (FITTE) aux financements carbones développés dans le cadre de tels plans carbone. Il s’agit donc de convertir à l’échelle des territoires pertinents (par exemple, la région) une partie les fonds dégagés pour les investissements bas-carbone, et de les convertir en monnaies locales afin d’avoir une action appropriée à cette échelle.",

Nous avons ainsi réalisé un travail d’autoévaluation qu’il nous a semblé intéressant de partager avec la communauté neurochirurgicale. Matériel et méthodeL’activité de soin et de recherche et sa valorisation ont été étudiées de 2009 à 2013. Nous avons utilisé des paramètres institutionnels et d’organismes évaluateurs pour décrire activités et valorisation. Il s’agit d’une étude descriptive rétrospective suivant les recommandations de la circulaire DHOS/O4 no 2007/390 du 29 octobre 2007. RésultatsLe compte de résultat analytique moyen annuel était de+1,39 millions d’euros pour 63 lits dont le taux d’occupation moyen corrigé était de 92 %, avec 6,7 équivalent - temps plein neurochirurgiens (assistants inclus), concernant 2553 patients et 1975 interventions. Le taux de mortalité (hors 3 lits d’unité de soin continue) était de 2,74 %. La durée moyenne de séjour était de 6,82jours. Annuellement, en moyenne 15,6 % des patients ont été admis en urgence, et 76,9 % sont sortis au domicile. La valorisation moyenne annuelle de la tarification liée à l’acte et de l’activité de publication représentaient respectivement 77 % et 0,6 % des ressources totales. La difficulté de trouver des lits d’aval pour les patients lourds a été à l’origine de 1401 « journées d’attente » en 2012. ConclusionL’analyse médico-économique d’un service de neurochirurgie en centre hospitalier et universitaire rend compte précisément des activités de soin, d’enseignement et de recherche, et de leurs valorisations financières. ObjectiveEconomic and societal constraints require to take into account the economic dimension and medical performance of hospital departments. We carried out a self-assessment study, which we thought could be useful to share with the neurosurgical community. Material and methodsCare and research activities were assessed from 2009 to 2013. We used institutional and assessment-body parameters in order to describe activities and perform a financial evaluation. It was a retrospective descriptive study based on the guidelines of the DHOS/O4 circular No. 2007/390 of October 29, 2007. ResultsThe average annual, analytic income statement was+1.39 millions euros, for 63 beds with a 92% occupancy rate, including 6.7 full-time equivalent neurosurgeons (and assistants), for 2553 patients and 1975 surgeries. The average mortality rate was 2.74%. The annual mean length of stay was 6.82days. Per year, on average 15.6% of patients were admitted in emergency and 76.9% returned home. The annual, act-related-pricing and publication-related incomes represented 77% and 0.6%, respectively of the total funding. Difficulties to find downstream beds for the most severe patients induced 1401 “waiting days” in 2012. ConclusionMedico-economic analysis of a neurosurgery department at a university hospital was useful in order to take into account the care, teaching and research activities, as well as its related financial value.",

            "abstractNote": "The recommended approach to solving Panama's, or Latin America's, housing problem was to use an integrated program of services which considered not just housing, but also sanitation, roads, clean water supply, accessibility, educational and health services, financial resources, and human, legal, and administrative resources. Rapid population growth in cities from migration has created the \"witches' district.\" Living conditions in \"witches' districts\" are characterized by poverty, crowded sleeping and living conditions, filth, lack of sanitary services, naked children, and files that hover around food, children, and garbage. Limited resources creates a mentality of partial solutions, rationing, and a closed attitude toward an integrated solution. Housing means more than a roof over one's head. There is planning, design, finance, administration, housing construction, and services. A shelter exists in a larger framework of a human habitat. The priority should be in order of importance: the physical structure of housing in a socially organized form, basic services including health and education, and availability of resources. Housing lobbyists have prevented integrated solutions because of their emphasis on the lack of housing units, and the identification of substandard housing. There is a narrow focus that deliberately reduces both the availability of housing and necessary services, whether at the local or community, regional, or national level. Housing is an urban problem, caused by urban population's high growth rates between 2.5% and 3.5%. There has been constant migration which has led to growth rates of 10% annually in large cities. Confounding the issue is the expectation from migrants that there will be dwelling space better than prior housing, drinkable water, electricity, rapid transit, and free services. Educational and health services which were adequate in rural life are unsuitable for urban living. Cars and trucks require paved roads. Living requires greater cash income for a decent life. The concentration of population in cities greatly increases the need for dependence on each other. The pricing system does not reflect the damage or benefits that one person can cause; the use of urban land in one instance affects adjacent land uses, for private property and more so for common land. Urban political power is strong and new arrivals can be come frustrated in their effects to achieve hopes for a better life, and urgently demand action.",

It is based on an evaluation conducted by the authors in 2010-2012 - a before and after study of measures partfunded by a Norwegian government funding program for improved accessibility in six different cities. The article employs a two-pronged empirical approach; quantitative surveys of all passengers on the affected routes (supplemented by interviews with drivers and personnel), and qualitative case studies with individual public transport users with disabilities. The first part of the article describes how universal design measures are perceived by and affect passengers in general, and discuss whether such measures may lead to an increase in the number of passengers. The second part considers how such measures influence the experience of travelling for passengers with disabilities, and what it takes for disabled passengers to be able to use public transport on par with other citizens. We conclude that previous surveys, which have not included control cases and questions, have probably overestimated passenger effects of universal design measures, as the results are affected by demographic factors. We still find that the measures have a positive impact on patronage. Like earlier studies, we find that the majority of respondents having trouble using public transport, report that this is due to bringing a pram or heavy luggage. We hypothesize that positive effects on passenger numbers due to reduced expulsion, (i.e. that certain groups are able to continue using public transport for a longer period when it is universally designed) may mean that effects on passenger numbers can increase over time. We find that in terms of social economics, universal design is profitable even with fairly low passenger numbers. The case studies demonstrate that although universal design measures contribute to enabling persons with disabilities to use public transport, such measures should be analyzed as parts of a transport system, not separately . The various elements of the system, including the people employed in it, must continuously work together to maintain universality. This goes for maintenance as well as for services provided by drivers. To secure mobility for people with disabilities, it is also essential that the systemis predictable and that accessibility is from door-to-door, not only from bus-stop to bus-stop.             "abstractNote": "Equal access for poor populations to health services is a comprehensive objective for any health reform. The Colombian health reform addressed this issue through a segmented progressive social health insurance approach. The strategy was to assure universal coverage expanding the population covered through payroll linked insurance, and implementing a subsidized insurance program for the poorest populations, those not affiliated through formal employment. A prospective study was performed to follow-up health service utilization and out-of-pocket expenses using a cohort design. It was representative of four Colombian cities (Cendex Health Services Use and Expenditure Study, 2001). A four part econometric model was applied. The model related medical service utilization and medication with different socioeconomic, geographic, and risk associated variables. Results showed that subsidized health insurance improves health service utilization and reduces the financial burden for the poorest, as compared to those non-insured. Other social health insurance schemes preserved high utilization with variable out-of-pocket expenditures. Family and age conditions have significant effect on medical service utilization. Geographic variables play a significant role in hospital inpatient service utilization. Both, geographic and income variables also have significant impact on out-of-pocket expenses. Projected utilization rates and a simulation favor a dual policy for two-stage income segmented insurance to progress towards the universal insurance goal.",

            "abstractNote": "Cities are implementing green infrastructure projects to provide ecosystem services such as storm water mitigation. The efficacy of these projects at providing services is rarely evaluated. Embedding research into project design provides a mechanism for both evaluation and development of the ecological knowledge needed to improve infrastructure for services provision. Ecologists must navigate the politics, economics, and social constraints of working in cities. Additional skills and practices are needed to develop new relationships and improve credibility, to define project roles, to identify new funding, and to integrate multidisciplinay knowledge. We examine a large-scale green infrastructure project that integrates hypothesis-driven experimental research and baseline monitoring with park design, implementation, and maintenance. Drawing on this case study, we recommend strategies to facilitate the inclusion of research ecologists in green infrastructure projects by enhancing the professional cer-tification process, establishing research ecologists as consultants, and integrating ecology and design in graduate programs.",

Apparently, the routine use of complex transport, communication and retail systems can only work out as long as a continuous encoding and decoding of spatial information takes place. In this paper different modes of system-user-interaction and the involved spatial concepts will be examined. The outcome is a framework of three conceptual types of interaction (or translation) between the geography of the system and the geography of the user's lifeworld. First, the user learns about the internal spatial code of the system to achieve 'white-box-transparency'. Second, efforts in interface-design show the attempt for 'lifeworld-simulation' by replicating the individual's spatial perception. Third, common geographical imaginations, names of cities, regions or nations, can serve as a 'third language' which both the system and the user can refer to.             "abstractNote": "This paper deals with clusters of post-industrial urban economies and their impacts on the spatial restructuring and the relandscaping of the contemporary inner city. It investigates such impacts by studying recent economic, spatial and landscape transformations of Athens, a large Mediterranean city in the geographical and economic periphery of Europe. The first part of the paper reviews earlier research on clusters of post-industrial urban economies and their spatial impacts, while attempting to present the topic in an international context. The second part focuses on a case study of Athens, Greece. It examines the planned clusters of athletics, culture and leisure that were developed for the 2004 Olympics; and, the spontaneous clusters of both culture, leisure and creative activities, and technology-intensive and knowledge-rich activities and advanced financial intermediary services that have gradually developed in Athens' inner-city areas during the past decade. The paper documents land use shifts and landscape transformations while highlighting the processes of formation of these spontaneous clusters and the urban policies involved; it also discusses urban governance issues in relation to the management of Athens' clusters, both planned and spontaneous. Finally, it draws conclusions about differences in post-industrial trajectories among large cities in the core of Europe and large Mediterranean cities in the developing periphery of Europe.",

            "abstractNote": "Online personalization services belong to a class of economic goods with a “no free disposal” (NFD) property where consumers do not always prefer more services to less because of the privacy concerns. These concerns arise from the revelation of information necessary for the provision of personalization services. We examine vendor strategies in a market where consumers have heterogeneous concerns about privacy. In successive generalizations, we allow the vendor to offer a fixed level of personalization, variable levels of personalization, and monetary transfers (coupons) to the consumers that depend on the level of personalization chosen. We show that a vendor offering a fixed level of personalization does not offer a coupon unless his marginal value of information (MVI) is sufficiently high, and even when personalization is costless, the vendor does not cover the market. Under a fixed services offering, the vendor serves the same market with or without couponing. Next, we demonstrate that in the absence of couponing, the vendor's optimal variable personalization services contract maximizes surplus for all heterogeneous consumers, which is in contrast to standard results from monopolistic screening. When the vendor can offer coupons that vary according to personalization levels, the optimal contract is not fully revealing unless his MVI is high and he will not offer coupons when this MVI is low. However, a vendor with a moderate MVI (between certain thresholds) offers a bunched contract, wherein consumers with low privacy concerns receive a variable services-coupon contract, those with moderate privacy concerns receive a fixed services-coupon contract, and those with high privacy concerns do not participate in the market. The coupon value is decreasing in privacy sensitivity of consumers.",

McCann Keywords: Environmental transactions; Transaction costs; Water quality Abstract: While preserving water quality by contracting with farmers has been examined previously, we analyze these arrangements from a different perspective. This study uses a transaction cost framework, in conjunction with detailed case studies of two water quality payment schemes, to examine factors that increase and decrease transaction costs in order to improve policy choice as well as policy design and implementation. In both the Munich and New York City cases, agreements with farmers to change land management practices resolved the water quality problems. In Munich, factors including lack of rural/urban antipathy, homogeneous land use, utilization of well-developed organic standards, and strong demand for organic products decreased transaction costs. Using existing organic institutions addressed a range of environmental issues simultaneously. Factors that decreased transaction costs in both cases included: highly sensitive land was purchased outright and the existence of one large \"buyer\". Adequate lead time and flexibility of water quality regulations allowed negotiation and development of the watershed programs. Tourism and eco-labels allow urban residents to become aware of the agricultural production practices that affect their water supply. We conclude with recommendations based on the experiences of these cities, both of which have been proposed as models for other schemes.
