Dabei werden die aktuellen Tätigkeiten mit der Politiküberwachung, der Technischen Hilfe und insbesondere die Kreditvergabe des IWF ausführlich beschrieben. Desweiteren wird auf die Stimmenverteilung in Form von Quoten und auf die Sonderziehungsrechte (SZR) eingegangen. Der IWF verlor nach seinen Interventionen vor allem in den 90iger Jahren erheblich an Bedeutung und hatte ein Finanzierungsproblem. Die generellen Maßnahmen des IWF in diesem Zeitraum werden kritisch hinterfragt und die Folgen für die Institution geschildert. Am speziellen Beispiel der Asienkrise von 1997 sollen die Maßnahmen des IWF diskutiert und deren Konsequenzen für die Südostasiatischen Länder veranschaulicht werden. Die Handlungen in Südostasien wurden weltweit kritisiert worauf der IWF immer mehr an Bedeutung verlor und ein schlechtes Image bekam. Diese Hausarbeit zeigt außerdem wie sich der IWF durch strukturelle Veränderungen wieder weltweit etablierte. Diese Veränderungen werden am Beispiel der Weltwirtschaftskrise und den Interventionen des Währungsfonds illustriert. Die Bretton-Woods Institutionen, der IWF, die Welt Bank und die nie realisierte Internationale Handelsorganisation (ITO) sollten nicht nur den Aufbau Europas nach dem zweiten Weltkrieg ermöglichen, sondern vor allem eine neuerliche Weltwirtschaftskrise und ihre zerstörerischen Effekte verhindern. Diese Konfiguration begann sich zu verändern, als im Zuge der Dekolonialisierung immer mehr Länder ihre Unabhängigkeit erhielten und dem IWF beitraten. Als das Bretton Woods System der fixen Wechselkurse in den 70er Jahren zusammenbrach, nahm der IWF fortan die enge Beziehung zwischen nationalen ökonomischen Policies und der internationalen finanziellen Stabilität genauer in sein Blickfeld. Die Dominanz der industialisierten Länder und die geringe Wahrscheinlichkeit, dass sie selbst zu Debitoren werden würden, veranlassten den IWF die Reichweite seiner Policies bedeutend auszuweiten. Nicht mehr nur makroökonomische Faktoren waren Ziele der Strukturreformen, sondern auch vermehrt mikroökonomische Bereiche. Während einige Autoren die Intrusivität und die Reichweite der IWF Policies begrüssen und als legitim erachten, fordern andere, dass sich der Fond wieder auf seine Kernkompetenzen beschränken soll, da sein Mandat und seine Struktur ihn nicht zu weitreichender Einflussnahme legitimieren würden. Diese Arbeit macht sich die bisherige Forschung zu Nutze und verfolgt die Auflistung legitimitätsrelevanter Kriterien in Form eines Katalogs. Dabei werden nicht Probleme identifiziert und ihre Implikationen für die Legitimität des IWF thematisiert, sondern es wird genau umgekehrt vorgegangen. Die Legitimitätskriterien werden definiert und dann wird ihr Zusammenhang mit dem Fond beleuchtet. Dabei soll folgende Fragestellung die Untersuchung anleiten: Welches sind die Kriterien, an denen die Legitimität des IWF gemessen werden kann und in welchem Masse erfüllt er diese Kriterien?
