They provide service competitive with airfreight carriers over continental-scale distances at a much lower cost. This paper provides time definite models for multiple allocation p-hub median problems and hub arc location problems. Service levels are imposed by limiting the maximum travel distance via the hub network for each origin-destination pair. Computational results are presented to demonstrate the effects of the time definite service levels on practical network design for truck transportation in North America. © 2009 Elsevier Ltd. A non-linear mixed integer programming formulation is proposed, modeling the congestion as a convex cost function. A generalized Benders decomposition algorithm has been deployed and has successfully solved standard data set instances up to 81 nodes. The proposed algorithm has also outperformed a commercial leading edge non-linear integer programming package. The main contribution of this work is to establish a compromise between the transportation cost savings induced by the economies of scale exploitation and the costs associated with the congestion effects. © 2008 Elsevier Ltd. "abstractNote": "We present a Dantzig-Wolfe procedure for the ship scheduling problem with flexible cargo sizes. This problem is similar to the well-known pickup and delivery problem with time windows, but the cargo sizes are defined by intervals instead of by fixed values. The flexible cargo sizes have consequences for the times used in the ports because both the loading and unloading times depend on the cargo sizes. We found it computationally hard to find exact solutions to the subproblems, so our method does not guarantee to find the optimum over all solutions. To be able to say something about how good our solution is, we generate a bound on the difference between the true optimal objective and the objective in our solution. We have compared our method with an a priori column generation approach, and our computational experiments on real world cases show that our Dantzig-Wolfe approach is faster than the a priori generation of columns, and we are able to deal with larger or more loosely constrained instances. By using the techniques introduced in this paper, a more extensive set of real world cases can be solved either to optimality or within a small deviation from optimality. © 2009 Elsevier B.V. "abstractNote": "This study examines how product characteristics, values, inventory cost, shipping charges, shipping distance, and time affect an international firm's choice of air carrier. An individual choice model is constructed by assuming that the shipper in a specific industry chooses the optimal air cargo carrier with the minimal logistics cost. The study further aggregates air cargo demands on different routes for the carriers by considering the spatial distribution of the origin-destination pattern and any temporal changes in the industrial structure. A case study is used to illustrate the application of the proposed model using data from Taiwan Taoyuan International Airport and the industrial economics database in Taiwan. The results show that shippers with high product value and short delivery distance focus on the shipping charge and prefer choosing the air cargo carrier that offers more flights. Further a carrier may achieve a larger market share if its supply attributes match the industrial structure and the product characteristics of the market on the route. Finally, because dynamic changes in the industrial structure and product value have been captured, the results are more accurate than that from the Grey model. © 2009 Elsevier Ltd.",

"abstractNote": "While it is certainly too early to make a definitive assessment of the effectiveness of Intelligent Transportation Systems (ITS), it is not to take stock of what has been achieved and to think about what could be achieved in the near future. In our opinion, ITS developments have been up to now largely hardware-driven and have led to the introduction of many sophisticated technologies in the transportation arena, while the development of the software component of ITS, models and decision-support systems in particular, is lagging behind. To reach the full potential of ITS, one must thus address the challenge of making the most intelligent usage possible of the hardware that is being deployed and the huge wealth of data it provides. We believe that transportation planning and management disciplines, operations research in particular, have a key role to play with respect to this challenge. The paper focuses on Freight ITS: Commercial Vehicle Operations and Advanced Fleet Management Systems, City Logistics, and electronic business. The paper reviews main issues, technological challenges, and achievements, and illustrates how the introduction of better operations research-based decision-support software could very significantly improve the ultimate performance of Freight ITS. © 2008 Elsevier Ltd. Life cycle energy and environmental impact analysis for conventional transportation fuels and alternatives such as biofuels has become an active domain of research in recent years. The present study attempts to identify the most reliable results to date and possible ranges of life cycle fossil fuel use, petroleum use and greenhouse gas emissions for various road transportation fuels in China through a comprehensive review of recently published life cycle studies and review articles. Fuels reviewed include conventional gasoline, conventional diesel, liquefied petroleum gas, compressed natural gas, wheat-derived ethanol, corn-derived ethanol, cassava-derived ethanol, sugarcane-derived ethanol, rapeseed-derived biodiesel and soybean-derived biodiesel. Recommendations for future work are also discussed. © 2009 Elsevier Ltd. All rights reserved.",

"abstractNote": "Biomass-based energy and fuels are receiving attention because they are considered carbon neutral; i.e. the amount of CO2 released during combustion of this biomass is nearly the same as that taken up by the plants during their growth. Bio-oil is a dark viscous liquid consisting of hydrocarbons. These are produced by fast pyrolysis of biomass. \"As-is\" biomass material has a low energy density (MJ m-3), hence, the cost of transporting this energy is high. Bio-oil has a high energy density as compared to \"as-is\" biomass material, consequently it helps in reducing the cost of energy transport. This study compares the life cycle assessment of transportation of bio-oil by pipeline with that by truck. The scope of the work includes the transportation of bio-oil by truck or pipeline from a centralized plant (supplied with forest biomass) to an end-user. Two cases are studied for pipeline transport of bio-oil: the first case considers a coal-based electricity supply for pumping the bio-oil through a pipeline; the second case considers an electricity supply from a renewable resource. The two cases of pipeline transport are compared to two cases of truck transport (truck trailer and super B-train truck). The life cycle greenhouse gas (GHG) emissions from the pipeline transport of bio-oil for the two cases of electricity supply are 345 and 17 g of CO2 m-3 km-1, respectively. Similar values for transport by trailer (capacity - 30 m3) and super B-train truck (capacity - 60 m3) are 89 and 60 g of CO2 m-3 km-1, respectively. Energy input for bio-oil transport is 3.95 MJ m-3 km-1 by pipeline, 2.59 MJ m-3 km-1 by truck and 1.66 MJ m-3 km-1 by super B-train truck. The results show that GHG emissions in pipeline transport are largely dependent on the source of electricity (higher for coal-based electricity). Substituting 250 m3 day-1 of pipeline-transported bio-oil for coal-based electricity can mitigate about 5.1 million tonnes of CO2 per year. Overall, this study gives a comprehensive life cycle assessment of bio-oil transport comparing pipeline and truck transport. © 2009 Elsevier Ltd. All rights reserved.",

"abstractNote": "OBJECTIVES: An important investment was made in two health districts in Niger to organize an emergency referral system. This study estimates its impact and cost-effectiveness in relation with external determinants. METHODS: After installing a solar radio network in the health centres, emergency calls and related data were monitored over 7 years and investment and recurrent costs for the system were estimated. RESULTS: The number of emergency calls increased significantly in both districts. In 2003, the total yearly cost for the district amounted to US$ 14 147, the cost per useful and successful call was US$ 49 and the cost per inhabitant and per year was about US$ 0.06. CONCLUSION: The impressive and immediate impact on the health system, the relatively low recurrent cost and the minimal management requirements for the health service make the investment very worthwhile. Organizing emergency evacuation systems should be a priority for any health district in the world. © 2005 Blackwell Publishing Ltd.",

Respondents were queried about the extent to which one airport stop, two airport stops, and one airport stop followed by a flight on a small, propeller-powered airplane, respectively, would deter them from flying to a destination 1096 miles (1764 km) away. Findings suggest that marketers of similar destinations in similarly distant markets that are accessible by air only after two airport stops risk having their promotional appeals ignored by roughly half those who would prefer to reach such destinations by air. Moreover, those most concerned about such flight schedules were more likely than other respondents to have high incomes and to use the Internet to obtain vacation or travel information. © 2008 Elsevier Ltd. "abstractNote": "There is an increasing demand of traceability in the food chain, statutory requirements are growing stricter and there is increasing pressure to develop standardized traceability systems. Each event in the chain, like production of transportation, packing, distribution or processing results in a different product which can have its own information associated within the tracing system. From the raw material to the sale of goods, more and more information needs to be gathered and made available. Supplementary information may also be collected at any step, in order to provide data for analysis and optimization of production practices. Using web-based systems for data processing, storage and transfer makes possible a flexible way of information access, networking and usability. In this paper an architectural proposal is presented and the proposed solution is tested by the implementation of a prototype. The software architecture presented makes use of a series of standards than offer new possibilities in traceability control and management. For testing the prototype, information from precision farming together with the information recorded during the transport and delivery was used. The system enables full traceability and it complies with all existing traceability standards. © 2008 Elsevier Ltd. All rights reserved.",

"abstractNote": "The current state of the art in three-dimensional chemistry-transport models allows them to be considered as mature and reliable enough to be combined with observations networks for implementing integrated air quality monitoring systems over large territories. A cooperative initiative of four research and operational organizations in France has led to the creation of an integrated air quality platform providing near-real-time and forecasted information using last model developments. Since summer 2003, this system, Prévisions et Observations de la Qualité de l'Air en France et en Europe (PREV'AIR; available online at www.prevair.org), has been delivering daily air quality observations short-term (0-3 days) forecasts, and real-time analyses of ozone, nitrogen dioxide, and particulate matter (PM) at the global and European scales, with a focus over France. It has become a powerful scientific and communication tool to inform the public, sensitive population about the potential occurrence of air pollutant concentrations exceeding regulatory thresholds. The architecture of the operational system is described in this paper. Its setup allows the partners to cope with stringent operational constraints regarding the timely availability of the forecasts and the reliability and the quality of the products delivered. The system relies on a chain of numerical models and methods, and on real-time air quality observations. It uses National Centers for Environmental Predictions (NCEP) and Météo-France weather forecasts. Methods used for producing air pollutant concentration forecasts and analyses are described, as well as the final products, with case examples. A synthesis of the operational system skill results obtained over three consecutive years of operation (2003-06) is given. Lessons learned are presented and issues related to the use of the PREV'AIR system as a complementary tool for air quality management are discussed. © 2009 American Meteorological Society.",

Many types of hub location problems are NP-hard and remain unmanageable when the number of nodes exceeds 200. We present a way to tackle large-sized problems using aggregation, explore the resulting error, and show how to reduce it. "abstractNote": "Current energy policies address environmental issues including environmentally friendly technologies to increase energy supplies and encourage cleaner, more efficient energy use, and address air pollution, greenhouse effect, global warming, and climate change. The biofuel policy aims to promote the use in transport of fuels made from biomass, as well as other renewable fuels. Biofuels provide the prospect of new economic opportunities for people in rural areas in oil importer and developing countries. The central policy of biofuel concerns job creation, greater efficiency in the general business environment, and protection of the environment. Projections are important tools for long-term planning and policy settings. Renewable energy sources that use indigenous resources have the potential to provide energy services with zero or almost zero emissions of both air pollutants and greenhouse gases. Biofuels are expected to reduce dependence on imported petroleum with associated political and economic vulnerability, reduce greenhouse gas emissions and other pollutants, and revitalize the economy by increasing demand and prices for agricultural products. © 2009 Elsevier Ltd. "abstractNote": "The purpose of this paper is to describe the benefits of sugar cane ethanol in Brazil, appointing the productivity of this type of fuel based on hectares of plantation, its carbon dioxide cycle and the contribution to reduce the greenhouse effect. In the following step the uses of ethanol for hydrogen production by steam reforming is analyzed and some comparison with natural gas steam reforming is performed. The sugar cane industry in Brazil, in a near future, in the hydrogen era, could be modified according to our purpose, since besides the production of sugar, and ethylic and anhydric alcohol, Brazilian sugar cane industry will also be able to produce biohydrogen. Fuel cells appear like a promising technology for energy generation. Among several technologies in the present, the PEMFC (proton exchange membrane fuel cell) is the most appropriate for vehicles application, because it combines durability, high power density, high efficiency, good response and it works at relatively low temperatures. Besides that it is easy to turn it on and off and it is able to support present vibration in vehicles. A PEMFC's problem is the need of noble catalysts like platinum. Another problem is that CO needs to be in low concentration, requiring a more clean hydrogen to avoid fuel cell deterioration. One part of this paper was developed in Stockholm, where there are some buses within the CUTE (clean urban transport for Europe) project that has been in operation with FC since January 2004. Another part was developed in Guaratinguetá, Brazil. Brazil intends to start up a program of FC buses. As conclusion, this paper shows the economical analysis comparing buses moved by fuel cells using hydrogen by different kinds of production. "abstractNote": "The paper looks at the technical efficiency of Chinese airports using multi-output stochastic input distance function analysis. This method provides a statistical test of scope economies to investigate the contribution of air cargo transport to airport efficiency. Our findings confirm the presence of scope economies in air passenger and air cargo transport among airports in China. We compare and contrast these results with results obtained from single-output stochastic production frontier analysis in which the effect of scope economies is not included. Our results indicate that the presence of scope economies significantly affects the estimation of technical efficiency, thus implying different efficiency rankings among airports in China. © 2009 Elsevier Ltd. Most existing approaches to airline network design problems are restricted to a deterministic environment. However, the demand in the air freight market usually varies seasonally. The model is separated into two decision stages. The first stage, which is the decision not affected by randomness, determines the number and the location of hubs. The second stage, which is the decision affected by randomness, determines the flight routes to transport flows from origins to destinations based upon the hub location and realized uncertain scenario. Finally, the real data based on the air freight market in Taiwan and China is used to test the proposed model. © 2009 Elsevier Inc. All rights reserved.",

"abstractNote": "Airline crew scheduling problem is a complex and difficult problem faced by all airline companies. To tackle this problem, it was often decomposed into two subproblems solved successively. First, the airline crew-pairing problem, which consists on finding a set of trips - called pairings - i.e. sequences of flights, starting and ending at a crew base, that cover all the flights planned for a given period of time. Secondly, the airline crew rostering problem, which consists on assigning the pairings found by solving the first subproblem, to the named airline crew members. For both problems, several rules and regulations must be respected and costs minimized. It is sure that this decomposition provides a convenient tool to handle the numerous and complex restrictions, but it lacks, however, of a global treatment of the problem. For this purpose, in this study we took the challenge of proposing a new way to solve both subproblems simultaneously. The proposed approach is based on a hybrid genetic algorithm. In fact, three heuristics are developed here to tackle the restriction rules within the GA's process. © 2008.",

"abstractNote": "On the one hand the present globalisation process has only been made possible through a reduction in time-distances allowed by high-speed transport, and particularly through the development of air transport. On the other hand the metropolitanization process seen as the urban counterpart of globalisation is deeply associated with the development of air transport. Understanding distances between places is a fundamental task for the geographer, while the representation of distances constitutes one of the major functions of cartography. Among the types of maps invented to represent time-space, distorted projections were supplemented with time-space relief cartography in the 1990s. This paper proposes a representation of the time-space relief of the USA considering terrestrial and air modes. This constitutes a key innovation in this type of cartography, giving the possibility of creating a representation of global time-space. The metaphors associated with the images proposed are then discussed evoking the shrinking, the crumpling and finally the shrivelling of time-space. The shrivelling metaphor takes account of the complicated contraction/expansion movement that high-speed transport impacts on space and allows for a rich interpretation of the time-space relief map of the USA in the perspective of the processes of globalisation and metropolitanization. © 2009 Elsevier Ltd. "abstractNote": "Western European freight forwarders are continually being forced to increase the efficiency of their transportation processes because of the liberalization and deregulation of the European transport market. This paper proposes a new real-time-oriented control approach in order to expand load consolidation, reduce empty vehicle trips, and handle dynamic disturbances. This approach integrates multimodal transportation and multiple transshipments for the first time. Thus, it enables the flexible generation and adaptation of transportation processes. In order to be able to handle occurring disturbances, an optimization procedure that adapts the transportation processes is continually applied. Vehicle breakdowns or deceleration of vehicles, traffic congestion, and street blockages are integrated as possible disturbance scenarios. At the same time, dynamically incoming transportation requests are also dealt with. Moreover, cooperative agreements between freight forwarders, which are gaining increasing importance, are integrated by mapping hubs and external services. The efficiency of the new real-time approach is validated by several computational experiments. In particular, the use of the entire execution time for plan adaptation as well as the integration of multiple transshipments has shown promising results. © 2009 Elsevier B.V. All rights reserved.",
