The research team collected both qualitative and quantitative data over a 3-year period describing the services provided to 250 children by 32 public children’s service offices in 24 counties in Tennessee.\n\nResults: Findings show that organizational climate (including low conflict, cooperation, role clarity, and personalization) is the primary predictor of positive service outcomes (the children’s improved psychosocial functioning) and a significant predictor of service quality. In contrast, interorganizational coordination had a negative effect on service quality and no effect on outcomes.\n\nConclusions: Efforts to improve public children’s service systems should focus on creating positive organizational climates rather than on increasing interorganizational services coordination. This study provides the first structural test of the direct and indirect effects of culture and climate on youth outcomes in a national sample of child welfare systems and isolates specific culture and climate dimensions most associated with youth outcomes. The study applies multilevel path analysis (ML-PA) to a U.S. nationwide sample of 2,380 youth in 73 child welfare systems participating in the second National Survey of Child and Adolescent Well-being. Youths were selected in a national, two-stage, stratified random sample design. Youths’ psychosocial functioning was assessed by caregivers’ responses to the Child Behavior Checklist at intake and at 18-month follow-up. OCC was assessed by front-line caseworkers’ (N = 1,740) aggregated responses to the Organizational Social Context measure. Comparison of the a priori and subsequent trimmed models confirmed a reduced model that excluded rigid organizational culture and explained 70% of the system variance in youth outcomes. Controlling for youth- and system-level covariates, systems with more proficient and less resistant organizational cultures exhibited more functional, more engaged, and less stressful climates. Systems with more proficient cultures and more engaged, more functional, and more stressful climates exhibited superior youth outcomes. On balance, results from this analysis reveal that child welfare staff are satisfied with their jobs and dedicated to their work. Most significant is the finding that approximately 50% of the staff report that they would prefer to leave, but salary and benefits are a strong incentive to stay. Organizational culture appears to be the contributing factor to this finding. Using a discriminant function analysis, factors taken at the end of the first and second year of employment were used to predict whether these graduates left prior to or at the end of their commitment or stayed past their commitment. The most consistent predictor of whether MSWs stayed past their stipend commitment was organizational commitment. Other significant predictors varied by year and included burnout, working conditions, supervisor support, job satisfaction, role conflict and autonomy. Data collected from an in-person survey of child welfare staff (Time 1) and staff retention information collected 15–17 months later (Time 2) were used to test hypotheses regarding the effects of extrinsic rewards, perceived organizational support, supervisor support, and intrinsic job value on job retention. Logistic regression and multilevel logistic regression models were conducted to assess the relative effects of individual- and organization-level influences on maintaining a child welfare job. Factors positively associated with job retention included the perceptions that an employer promoted life–work balance, that a supervisor was supportive and competent, and that few other job alternatives were available. Although improving job satisfaction is adopted by many agencies as a solution to encourage workers to stay, little is known whether its effect remains under the influence of certain psychosocial factors of workers. The present study attempts to explore the effect of job satisfaction on child welfare worker's desire to stay through examining the intervening effects of worker's work related self-efficacy and supervisor's support. Our findings showed that the interaction effect did exist such that job satisfaction had greater positive impact for workers of high self-efficacy in terms of the desire to stay. Findings further revealed that job satisfaction had substantial impacts on improving worker's desire to stay under most of the circumstances, except for the circumstance when workers concurrently perceiving low work related self-efficacy and low supervisor's support. Finding also revealed that supervisor's support was particularly important to retain workers of low self-efficacy. In conclusion, improving job satisfaction may not be a universal approach for worker retention due to the influence of worker's self-efficacy. On the other hand, we recognize that supervisor's support is an important factor in addition to job satisfaction that cannot be overlooked in child welfare worker retention. Data collection was informed by a conceptual framework using previous research literature. Data was obtained from public agency databases and an online survey completed by 621 (56.5%) public child welfare employees across a diversified mid-Atlantic state with geographical and demographic representation. Hierarchical regression results confirm that a combination of individual, job/work, and organizational factors are related differentially to the various types of employee behaviors related to turnover. However, factors related to perceptions of the organizational climate explained significantly more variance in types of organizational withdrawal than personal or job characteristics. Employees' reports of “stress” (captured by emotional exhaustion, role overload, and role conflict) contributed more to job withdrawal, work withdrawal, job search behavior, and exit from the organization than any other factor.
