For example, we observed IT advances in the health area, and these advances include telemedicine, applications focused on cancer, applications for prescription process, electrocardiogram in the clouds, and remote tele-monitoring of chronic patients. During the literature review, we also found two initiatives in Brazil that help in the fight against cancer and HIV with IT use. These (and other) measures have a direct effect on social and human development. An outcome and impact assessment based on a comprehensive (holistic) evaluation is deemed appropriate at a time when many ICT4D programs fail to effectively demonstrate their impact toward rural development and how that impact came about. The purpose of this research is to identify the components for an outcome and impact assessment framework that is based on a comprehensive approach to evaluation. The authors applied a theoretical approach using Weicks theorizing process to develop the framework. The theoretical approach analyzed existing outcome and impact assessment frameworks from different fields beyond ICT4D. The output of this research proposed five key outcome and impact themes, which are informed by preceding domains of evaluation, essential for the assessment of ICT4D programs. Still, a majority of the world, about 4.2 billion, is offline. The barriers to going online and becoming digitally literate can be greater than just infrastructural obstacles, including psychosocial barriers related to incentives, affordability, and user capability. Our goal is to help the next 4 billion go online by designing an educational solution to equip people with digital literacy skills to improve their lives. We have employed a human-centered design methodology through community research, synthesis, ideation, and prototyping to build solutions first for northern and central India. The design may be re-contextualized in order to scale to new locations. This paper focuses on the research and synthesis phases of our design process during which we first define digital literacy relevant to the local context and then conducted fieldwork to collect stories, observations and quotes from numerous communities with varying levels of digital literacy. "Zook" } ], "abstractNote": "Increasing digital connectivity has sparked many hopes for the democratization of information and knowledge production in sub-Saharan Africa. To investigate the patterns of knowledge creation in the region compared to other world regions, we examine three key metrics: spatial distributions of academic articles (traditional knowledge production), collaborative software development, and Internet domain registrations (digitally mediated knowledge production). We find that, contrary to the expectation that digital content is more evenly geographically distributed than academic articles, the global and regional patterns of collaborative coding and domain registrations are more uneven than those of academic articles. Despite hopes for democratization afforded by the information revolution, sub-Saharan Africa produces a smaller share of digital content than academic articles. Our results suggest the factors often framed as catalysts in the transformation into a knowledge economy do not relate to the three metrics uniformly.
