            "abstractNote": "This contribution offers a response to Melissa Leach's paper ‘Earth Mothers and Other Ecofeminist Fables: How a Strategic Notion Rose and Fell’, published in an earlier issue of Development and Change. Leach's article examined the rise and fall of the figure of ‘woman as natural environmental carer’ in environment and development discourses. Specifically, it appeared concerned with the role of ‘the northern ecofeminist’ in popularizing this figure, and the notion that women have a special relationship with the environment. This response points to the reliance on the figure of the ‘northern ecofeminist’ as a foil to gender and development (GAD) discourses, and situates this anxiety over the figure of ‘woman as natural environmental carer’ in the context of some key feminist debates of the 1990s. Conflicts between GAD scholars and ecofeminists can be understood as one manifestation of tensions over essentialism in feminism. Attending to how conflicts over essentialism have been worked through in feminism could productively inform efforts to think through the nexus of gender, environment and development.",

            "abstractNote": "The dynamics of intra-household economics among sedentary farmers in rural Kenya suggest that women, whether or not they have a male household head, are responsible for providing basic resources to insure the daily survival of household members. Many rural Kenyan women operate small businesses in rural market centers in order to meet these obligations, and many of these women are also heads of their households. This paper examines women's resource bases for establishing and maintaining small-scale businesses. Compared to women who are associated with male-headed households, women who head households have fewer resources for establishing businesses which in turn generate lower earnings. At the same time, these women are almost completely dependent on their businesses for meeting the household's needs.",

            "abstractNote": "The Fourth World Conference on Women, held in Beijing in September 1995, provided an international forum for addressing the main issues of inequality in women's access to and participation in development. The softening or elimination of gender hierarchies is more or less explicitly on the agenda in most national programmes, although the strategies, rationale and investment rates vary from agency to agency. The first part of this paper identifies and explores the main approaches adopted in the 1980s and 1990s for gender-sensitive analysis and planning. The second part of the paper examines issues of practice: the introduction of a gender-sensitive approach in programme planning and implementation. This is primarily based upon a review of project documents and interviews with research programme managers, and a review of guidelines and checklists produced by various agencies during the period. A primary aim of this paper is to interlink the relevant tools from the above approaches to technological change in relation to gender. The socialisation process which supports inequalities in practice, inside and outside the household, is protected by customary behaviour and attitudes. In the political, technological and organisational spheres from grassroots to national levels, the same principle of gender stratification or hierarchy is maintained. As a result, decisions taken and implemented in these spheres reflect gender inequalities. Examining the process of technology development in relation to gender means understanding the complex socio-economic context in which technology is adapted, adopted or rejected, and the interactions between the technology with its characteristics and the resource users, owners and controllers. The paper identifies specific measures to improve the active incorporation of a gender sensitive approach in RNR research programmes, and the integration of gender sensitive methodologies in the research and project process and concludes with a set of issues for discussion, from which recommendations for further research may emerge.",

            "abstractNote": "Women and men are different as regards their biology, the roles and responsibilities that society assigns to them and their position in the family and community. These factors have a great influence on causes, consequences and management of diseases and ill-health and on the efficacy of health promotion policies and programmes. This is confirmed by evidence on male–female differences in cause specific mortality and morbidity and exposure to risk factors. Health promoting interventions aimed at ensuring safe and supportive environments, healthy living conditions and lifestyles, community involvement and participation, access to essential facilities and to social and health services need to address these differences between women and men, boys and girls in an equitable manner in order to be effective. \nThe aim of this paper is to (i) demonstrate that health promotion policies that take women’s and men’s differential biological and social vulnerability to health risks and the unequal power relationships between the sexes into account are more likely to be successful and effective compared to policies that are not concerned with such differences, and (ii) discuss what is required to build a multisectoral policy response to gender inequities in health through health promotion and disease prevention. The requirements discussed in the paper include i) the establishment of joint commitment for policy within society through setting objectives related to gender equality and equity in health as well as health promotion, ii) an assessment and analysis of gender inequalities affecting health and determinants of health, iii) the actions needed to tackle the main determinants of those inequalities and iv) documentation and dissemination of effective and gender sensitive policy interventions to promote health. In the discussion of these key policy elements, we use illustrative examples of good practices from different countries around the world.",

            "abstractNote": "El Hatillo is a rural community in the Sébaco valley in Nicaragua, which suffers from an eroding resource base, high levels of poverty and malnutrition, and a high susceptibility to hazards. Structural adjustment policies have been devastating for small and subsistence farmers and have increased the level of economic, social and environmental marginalisation in rural Nicaragua. This paper explores initiatives to promote sustainable development in Nicaragua in the context of structural adjustment and environmental degradation. Drawing on qualitative research conducted in El Hatillo, it outlines the ways in which women in this community are attempting to address the multiple challenges of rural poverty and environmental risk and considers the potential of these strategies for gender equality.",

            "abstractNote": "A major dilemma in Gender and Development (GAD) work is why it is that sometimes women may feel better off colluding with gendered structures that ensure their continued subordination rather than seeking approaches that will allow them to break free of this. Kandiyoti (1988 Gender and Society 2 274-90) has identified this apparent collusion as 'patriarchal bargains', which offer women greater advantages than they perceive can be achieved by challenging the prevailing order. Such women are therefore reluctant to engage in empowering activities that may challenge their gendered bargain. This paper explains this dilemma in the context of GAD work undertaken with Bedouin women in Southern Egypt.",

Unfortunately, they function from a subordinate position inherent in both traditional and state institutions. Women's empowerment is currently an issue of national concern and both state and international efforts at mainstreaming women in development have so far produced mixed results. The 'grassroots' approach of NGOs has been effective in reaching women at all levels. Activities of NGOs have had far reaching but mixed effects in meeting both practical and strategic gender needs. This paper examines case studies of NGOs and women's empowerment in Cameroon, and highlights their successes, with regard to improved access and welfare and their limitations, with regard to conscientisation, participation and control.",

            "abstractNote": "ABSTRACT This article addresses the shift in gender planning from Women in Development (WID) to Gender and Development (GAD), and explores why WID programs continue to dominate despite a general consensus that the GAD approach is superior. Drawing on the experience of organized women in Dar es Salaam, Tanzania, it is argued that not only are WID programs politically and practically easier to implement, but they may actually address the priorities of poor women, who, when given the space and support to undertake their own assessments of their interests, can then start to transform gendered power relations in their families and communities. It concludes that the distinction between WID and GAD is far from clear, as gender interests, like women themselves, are constantly changing and adapting in response to new opportunities, information, and environments. While a GAD approach to gender planning is superior, it is heartening to see that WID inspired interventions can sometimes lead to more empowering outcomes than we might expect.",

            "abstractNote": "This article explores mechanisms for making poor rural women’s work visible by drawing on Amartya Sen’s intra-family  cooperative conflict  theory to explain the workings of two Bangladesh non-governmental organization’s income-generating programs (rearing poultry and rearing silkworms). On the assumption that cooperation surpasses conflict in the intra-family relations when women’s work is visible, the article identifies factors that influence intra-family conflict and cooperation. At entry, cooperation in a family depends on how successfully the family can make women’s income-generating activities compatible with their existing household responsibilities and with continuation of the male breadwinner’s income source. In women’s continuing work, the level of cooperation depends greatly on the amount and frequency of women’s income and the family’s level of indebtedness. Families with a male breadwinner having a regular income source tended to offer a more cooperative environment to women’s work than those with a breadwinner involved in casual labor. Women’s work as a second regular income source can make their work more visible and contribute to their families’ upward mobility.",

            "abstractNote": "Data from Mesoamerican studies shows that the proportion of women registered as 'farm operators' in fair trade-organic coffee producer unions has increased significantly. However, this increase is uneven across Mesoamerican communities and the prospects for improved gender equity rest on several questions that we explore in this study. First, what explains the large discrepancies in participation across groups? Second, what effect does the 'farm operator' status have on women's ability to participate in producer unions and in fairtrade-organic coffee networks? Third, how will fairtrade-organic organizational and procedural norms affect women's insertion into the coffee 'value-chain'? Making use of ethnographic, archival, and survey data we find that fairtrade organizational norms combine with organic procedural norms to bring significant impacts in three areas: women's organizations have greater access to network benefits, women gain greater control over farm practices, and women enjoy increased access to cash. However, we also find that the burden of complying with norms together with stagnant real prices excludes some women who might otherwise benefit from expanded participation.",

            "abstractNote": "Participation is a prominent feature of many decision-making and planning processes. Among its proclaimed benefits is its potential to strengthen public support and involvement. However, participation is also known for having unintended consequences which lead to failures in meeting its objectives. This article takes a critical perspective on participation by discussing how participation may influence the ways in which citizens can become involved.\n\nParticipation unavoidably involves (1) restrictions about who should be involved and about the space for negotiation, (2) assumptions about what the issue at stake is, and (3) expectations about what the outcome of participation should be and how the participants are expected to behave. This is illustrated by a case study about the Dutch nature area, the Drentsche Aa. The case study demonstrates how the participatory process that took place and the restrictions, assumptions, and expectations that were involved resulted in six forms of citizen involvement, both intended and unintended, which ranged between creativity, passivity, and entrenchment.\n\nBased on these findings, the article argues that participation does not merely serve as a neutral place in which citizens are represented, but instead creates different categories of citizens. Recognizing this means reconceiving participation as performative practice. Such a perspective goes beyond overly optimistic views of participation as a technique whose application can be perfected, as well as pessimistic views of participation as repression or domination. Instead, it appreciates both intended and unintended forms of citizen involvement as meaningful and legitimate, and recognizes citizenship as being constituted in interaction in the context of participation.",

            "abstractNote": "This paper examines the importance of spatial mobility to the creation of profitable livelihood strategies for women in Porto Novo, Benin. Drawing on 522 surveys and 15 life-history interviews conducted with women who use a wide array of strategies, this paper demonstrates that under some circumstances mobility may be as important to increasing women's income-generating opportunities as access to capital. Moreover, I argue that focusing on women's access to spatial mobility will not only increase the profitability of their livelihood strategies, but may also create spaces in which issues of autonomy and independence can also be addressed. In so doing, this research contributes to work on gender and development by demonstrating the importance of considering the spatial aspects of social and economic processes.",

            "abstractNote": "There are many arguments supporting the need for a reduction of large scale logging and mining activities in Pacific Island countries. In addition to ecological and economic concerns, logging and mining have had significant social impacts, including gendered impacts. Women tend to be excluded from decision-making processes, and they have limited access to royalty payments and business and employment opportunities which emerge. Women also bear a disproportionate share of the responsibility for dealing with the social and environmental mess which accumulates. However, women are not simply passive victims of logging and mining activities, as this discussion of the Solomon Islands and Papua New Guinea will argue. They are often the first to feel dissatisfaction with logging and mining and it is such dissatisfaction which has fuelled civil unrest, from family break-ups to sabotage of machinery to civil war, in some communities. It may thus be useful for companies to more carefully monitor the effects of their activities on women and involve women more actively in decision-making bodies if they wish to avoid such unrest in the future.",
