Through semi-structured interviews with recently deported and other migrants at a shelter in the border town of Nogales, Mexico, we examine how undocumented migrants are seeking, acquiring, understanding, and using information prior to, and during, migration across the U.S.-Mexico border. We document the prevalence of word-of-mouth information seeking and use of cell phones over other information technologies to inform plans for border-crossing, and explore the ambivalent nature of information technology use in the vulnerable setting of life at the border. We discuss the use of mobile phones, which help meet the migrants’ communication needs and also increase their exposure to crime and abuse. The encroachment of the dominant Mestizo culture and Spanish language is accelerating as access to the Internet increases, threatening the loss of Tseltal language and cultural heritage. We collaborate with local partners to create the first Tseltal indigenous information system, which includes a community library, a community radio station, and storytelling to document lived experiences and development impacts. The information system is anchored to Tseltal indigenous notions of well-being or Lekil Cuxlejalil, which conceptualizes living well as living in harmony with self, family, community, environment, and spirit. First, she describes her research questions, methodological strategy, and application of photo elicitation technique, which refers to the use of a single or set of photographs as stimulus during a research interview. Second, she assesses the benefits and problems of its application by making comparisons between both different photo-interviews and interviews with and without photographs. Our purpose is to critically review how participant voice is promoted through the photovoice process of taking and discussing photos and adding text/captions. PubMed, Scopus, PsycINFO, and Web of Science databases were searched from the years 2008 to 2014 using the keywords photovoice, photonovella, photovoice and social justice, and photovoice and participatory action research. Research articles were reviewed for how participant voice was (a) analyzed, (b) exhibited in community forums, and (c) disseminated through published manuscripts. Of 21 studies, 13 described participant voice in the data analysis, 14 described participants’ control over exhibiting photo-texts, seven manuscripts included a comprehensive set of photo-texts, and none described participant input on choice of manuscript photo-texts. Photovoice designs vary in the advancement of participant voice, with the least advancement occurring in manuscript publication.
