As the terms themselves suggest, both forms of 'hydropower' illustrate the fundamental connection between water, its management, and colonial or neocolonial relations in the modern era. The article develops the concepts of hydroimperialism and hydrocapitalism both historically and analytically. It examines some of the historical processes that fostered and shaped French hydroimperialism during the colonial era, with French North Africa serving as the empirical example. It also explores how French political and technical elites basically advocated hydroimperialism, often from France to its North African empire, but also from the colonies to the métropole. Obscuring these earlier mobilities and exchanges, French water specialists in the late 20th century have pushed for the export of their hydraulic expertise 'globally'. Finally, although this study of hydroimperialism and hydrocapitalism is based on historical sources and methods, and their particular forms are thus situated in France, French North Africa, and parts of the global South, these concepts are analytically flexible. As elsewhere in East and Central Africa, employers and municipalities were supposed to provide only 'bachelor' housing for unaccompanied African men. After 1939, encouraged by London, the Kenyan government began to promote a policy of development which implied urbanization. The permanent presence of Africans in towns was accepted, as was the growing responsibility of municipalities for the provision of housing for families as well as for bachelors. Municipalities began to plan for new types of housing, with more community facilities in new types of neighbourhood layouts. From the early 1940s, a wave of construction created many thousands of new dwellings in all major urban areas, but only a minority were designed for families. Many women and children were accommodated in 'bachelor' housing where they were compensated through rental subsidies. Although Kenya's housing initiatives in the late colonial period did not satisfy all of the rapidly growing urban needs, they were a substantial achievement.", "publicationTitle": "Planning Issues of labour supply in the scheme's short history, and the relationship of labour supply with the peasant economy of Southern Province, have received almost no attention, a gap which this article aims to begin to fill. It suggests that the implementation of the scheme gave rise to a political battle over labour market control between the colonial state in Tanganyika and scheme managers. The paper documents how, without any support from the colonial administration, the scheme attempted to recruit the large numbers of workers it required, and its frustrations in doing so.
