            "abstractNote": "This paper presents a novel method for exploring future transformations in the UK housing stock. The method is shown to be more robust and faster than existing methods through various tests. A Java-based implementation of the method in a new model of the UK housing stock, DECarb, is examined using a back-cast scenario from 1970 to 1996. The results show an average difference of -5.4% between predicted and actual energy demand. Comparison with predicted carbon emissions from the BRE's BREHOMES model shows a difference of around -0.9% for the same period. These results suggest that DECarb is likely to be an effective tool in examining future scenarios since the same objects and processes used in back-casting in the model are also used in forecasting. The model has an open framework and could therefore significantly benefit ongoing domestic and non-domestic climate futures research.",

            "abstractNote": "Energy is used in dwellings to provide four services: space heating, hot water, lighting and to power appliances. This paper describes how the usage of energy in a UK home results from a complex interaction between built form, location, energy-using equipment, occupants and the affordability of fuel. Current models with standard occupancy predict that energy use will be strongly related to size and built form, but surveys of real homes show only weak correlations, across all types of dwelling. Recent research has given us insights into occupancy factors including preferred comfort, [`]take-back' from thermal efficiency improvements, and patterns of electricity use. Space heating is on a downward trend and is low in new dwellings. Energy use for lights and appliances, which is only weakly related to built form, is increasing. Strong legislation, combined with low-carbon technologies, will be needed to counteract this trend. Future challenges discussed include increases in real energy prices and climate change mitigation efforts, which are likely to improve the existing stock. Challenging targets are now in place for new housing to move towards low or zero energy and carbon standards. In the longer term, dwellings will demand less energy. Alternatives to gas for space heating will be increasingly common, including ground source heat and local combined heat and power (CHP) from biomass, while electricity could come from a more decarbonised electricity system. However, these improvements must be set alongside a demand for many new homes, demographic trends towards smaller households, and a more holistic approach to overall carbon use including personal transport.",

            "extra": "00000 \n▪ Abstract Technical change in the energy sector is central for addressing long-term environmental issues, including climate change. Most models of energy, economy, and the environment (E3 models) use exogenous assumptions for this. This is an important weakness. We show that there is strong evidence that technical change in the energy sector is to an important degree induced by market circumstances and expectations and, by implication, by environmental policies such as CO2 abatement. We classify the main approaches to modeling such induced technical change and review results with particular reference to climate change. Among models with learning by doing, weak responses are only obtained from models that are highly aggregated (lack technological diversity) and/or that equate rates of return to innovation across sectors.             "abstractNote": "In this paper, a new optimal design method for building energy systems is proposed. This method provides the most efficient energy system, best combination of equipment capacity and best operational planning for cooling, heating, and power simultaneously with respect to certain criteria such as energy consumption, CO2 emission, etc. Specifically for this paper, the authors apply this method to a sample building as a case study. The \"Genetic Algorithms (GA)\" optimization method, which can resolve nonlinear optimization problems, is adopted for this optimization analysis. Also its applicability is analyzed in a case study. In order to validate the accuracy of this method, the correct optimum solution based on comprehensive inquiries is also calculated. A comparison of the GA solution with the correct solution demonstrates fairly good agreement. The results show that the proposed method is sufficiently capable of determining the optimal design and has the potential to be applied to very complex energy systems with appropriate modifications.",

            "abstractNote": "This paper aims at providing an overview and a critical analysis of the technological learning concept and its incorporation in energy-environment-economy models. A special emphasis is put on surveying and discussing, through the so-called learning curve, both studies estimating learning rates in the energy field and studies incorporating endogenous technological learning in bottom-up and top-down models. The survey of learning rate estimations gives special attention to interpreting and explaining the sources of variability of estimated rates, which is shown to be mainly inherent in R&D expenditures, the problem of omitted variable bias, the endogeneity relationship and the role of spillovers. Large-scale models survey show that, despite some methodological and computational complexity related to the non-linearity and the non-convexity associated with the learning curve incorporation, results of the numerous modelling experiments give several new insights with regard to the analysis of the prospects of specific technological options and their cost decrease potential (bottom-up models), and with regard to the analysis of strategic considerations, especially inherent in the innovation and energy diffusion process, in particular the energy sector's endogenous responses to environment policy instruments (top-down models).",

            "abstractNote": "Three methods are currently used to model residential energy consumption at the national level: the engineering method (EM), the conditional demand analysis (CDA) method, and the neural network (NN) method. While the use of the first two methods has been established over the past decade for residential energy modelling, the use of NN method is still in the development and verification phase.The EM involves developing a housing database representative of the national housing stock and estimating the energy consumption of the dwellings in the database using a building energy simulation program. CDA is a regression-based method in which the regression attributes consumption to end-uses on the basis of the total household energy consumption. The NN method models the residential energy consumption as a neural network, which is an information-processing model inspired by the way the densely interconnected, parallel structure of the brain processes information.In this paper, the three methods are briefly described and a comparative assessment of the three methods is presented.             "abstractNote": "With the wholesale electric power market opened in April 2005, deregulation of the electric power industry in Japan has faced a new competitive environment. In the new environment, Independent Power Producer (IPP), Power Producer and Supplier (PPS), Load Service Entity (LSE), and electric utility can trade electric energy through both bilateral contracts and single-price auction at the electricity market. In general, the market clearing price (MCP) is largely changed by the amount of total load demand in the market. The influence may cause a price spike, and consequently the volatility of MCP will make LSEs and their customers face a risk of higher revenue and cost. DSM is attractive as a means of load leveling, and has an effect on decreasing MCP at peak load period. Introducing Energy Storage systems (ES) is one DSM in order to change demand profile at the customer side. In the case that customers decrease their own demand due to increased MCP, a bidding strategy of generating companies may be changed. As a result, MCP is changed through such complex mechanism. In this paper the authors evaluate MCP by multi-agent. It is considered that customer-side ES has an effect on MCP fluctuation. Through numerical examples, this paper evaluates the influence on MCP by controlling customer-side ES corresponding to variation of MCP. � 2009 Wiley Periodicals, Inc. We present a methodology for modeling low-carbon emitting technologies within the MIT Emissions Prediction and Policy Analysis (EPPA) model, a computable general equilibrium (CGE) model of the world economy. The methodology translates bottom-up engineering information for two carbon capture and sequestration (CCS) technologies in the electric power sector into the EPPA model and discusses issues that arise in assuring an accurate representation and realistic market penetration. We find that coal-based technologies with sequestration penetrate, despite their higher cost today, because of projected rising natural gas prices.",

            "abstractNote": "This article investigates the impact on optimal CO2 abatement and carbon tax levels of introducing endogenous technological change in a macroeconomic model of climate change. We analyse technological change as a function of cumulative capacity, as incorporated recently in energy-systems models. Our calculations confirm that including endogenous innovation implies earlier emission reduction to meet atmospheric carbon concentration constraints. However, the effect is stronger than suggested in the literature. Moreover, the development of non-fossil energy technologies constitutes the most important opportunity for emission reductions. Optimal carbon tax levels, reducing fossil energy use, are lower than usually advocated. © 2002 Elsevier Science B.V. All rights reserved.",

            "title": "Does demolition or refurbishment of old and inefficient homes help to increase our environmental, social and economic viability?",

            "abstractNote": "The issue of whether to demolish or refurbish older housing has been debated for over a century. It has been an active policy area since the late 1880s, when the Government first authorised the statutory demolition of insanitary slums. In the 1960s, revulsion at the scale of [`]demolition blight' and new building caused a rethink, leading to a major reinvestment in inner city neighbourhoods of older housing. In the past 5 years, debate on demolition and new building has been intensified by the Government's Sustainable Communities Plan of 2003, with its proposals for large-scale clearance and building. Environmental arguments about renovating the existing stock have gained increasing prominence as people have sought to defend their communities from demolition.\nThe evidence on whether demolition would reduce the amount of greenhouse gases we emit into the atmosphere is unclear and disputed. This paper summarises the evidence and arguments, and attempts to clarify the most realistic, achievable route to major reductions in energy use in homes. The arguments that apply to housing also apply to most other buildings and therefore to the overall built environment, which accounts for half of all carbon emissions.\nThree main sources of evidence have helped in the development of this paper, but there are many other studies we draw on in the discussion.\nFirstly, the Environmental Change Institute at Oxford University has argued that around three million demolitions are necessary by 2050 if we are to reach the stringent energy reduction targets that will be required in our housing stock [Boardman et al., 2005. 40% House. Environmental Change Institute, Oxford]. Its demolition figure is based on complex modelling that with small modifications can produce very different numbers. Its assessment does not take account of the embodied carbon costs such as volume of new materials, energy use in producing concrete, steel and other structural and infrastructural elements, and other factors affecting the environment such as land use, infrastructure and area blighting. We discuss these issues in order to clarify the scale of the challenge and the relative value of demolition or renovation.\nSecondly, the Sustainable Development Commission [SDC, 2006. [`]Stock Take': Delivering improvements in existing housing. Sustainable Development Commission, London] argues the urgent need to upgrade the existing stock on the grounds that 70% of all homes that will exist in 2050, even with the ambitious new building programme now announced, are already built. The maximum feasible demolition of two million existing homes by 2050, based on experience to date, suggests that under 10% of the current stock will have been demolished by then. We argue that upgrading this stock to high environmental standards can actually be achieved more cheaply than demolishing it, and with as significant a carbon reduction.\nThirdly, the German Federal Housing, Urban and Transport Ministry has announced an ambitious energy reduction programme that will upgrade all pre-1984 homes in Germany by 2020, an estimated 30 million units.1 This is based on evidence from several CO2 reduction programmes since 1996, showing the feasibility of upgrading. An 80% cut in energy use has been achieved, making the performance of the renovated homes at least as good as Germany's current exacting new build standards. The evidence from Germany is more grounded than any that has so far been produced in the UK, as it is based on several thousand examples.\nThe paper also discusses the social and political problems of demolition. There is widespread opposition to large-scale demolition of older stock, mainly pre-1919 terraced homes, which is currently the most [`]leaky'. This older property is a prime target for demolition in the Environmental Change Institute's proposals and the Government's plans.\nThe environmental benefits of refurbishment are shown, based on work by the Empty Homes Agency, evidence from English Heritage, the Building Research Establishment and the Prince's Foundation. Work on refurbishment shows that existing homes, often in brick-built terraces, are relatively easy to upgrade and, with careful reinvestment in the existing buildings, can achieve as high environmental efficiency standards as current new build.\nWe consider major social, economic and environmental benefits of refurbishment compared with demolition, including: a reduction in the transport costs, reduced landfill disposal, greater reuse of materials, reuse of infill sites and existing infrastructure, reduced new building on flood plains, local economic development, retention of community infrastructure, neighbourhood renewal and management. We weigh these benefits against the full costs of demolition and rebuilding, involving much higher capital costs, higher material wastage, greater embodied carbon inputs, the polluting impact of particulates, greater use of lorry transport for materials and waste, greater use of aggregates, more noise and disruption. On the social issues of housing need and fuel poverty, we argue that refurbishment and infill building are socially more acceptable, cheaper and create far lower environmental impact, while reducing fuel poverty. The incentive problems associated with renovation and the barriers to delivering it are also discussed.\nThe evidence we have uncovered counters the suggestion that large-scale and accelerated demolition would either help us meet our energy and climate change targets or respond to our social needs. Many arguments remain unclear, but the overall balance of evidence suggests that refurbishment most often makes sense on the basis of time, cost, community impact, prevention of sprawl, reuse of existing infrastructure and protection of existing communities. It can also lead to reduced energy use in buildings in both the short and long term.\nMany factors will influence what happens in practice, but it seems unlikely under any scenario that the rate of demolition will accelerate far above current levels. Upgrading the existing stock is likely to gain in significance for environmental, social and economic reasons. Adopting policies that aid the retention and upgrading of the existing stock will help develop the necessary skills and technologies, save materials and land, and enhance the integration of existing communities in need of regeneration.",

            "abstractNote": "This paper aims at providing an overview and a critical analysis of the technological learning concept and its incorporation in energy-environment-economy models. A special emphasis is put on surveying and discussing, through the so-called learning curve, both studies estimating learning rates in the energy field and studies incorporating endogenous technological learning in bottom-up and top-down models. The survey of learning rate estimations gives special attention to interpreting and explaining the sources of variability of estimated rates, which is shown to be mainly inherent in R&D expenditures, the problem of omitted variable bias, the endogeneity relationship and the role of spillovers. Large-scale models survey show that, despite some methodological and computational complexity related to the non-linearity and the non-convexity associated with the learning curve incorporation, results of the numerous modelling experiments give several new insights with regard to the analysis of the prospects of specific technological options and their cost decrease potential (bottom-up models), and with regard to the analysis of strategic considerations, especially inherent in the innovation and energy diffusion process, in particular the energy sector's endogenous responses to environment policy instruments (top-down models).",

The process approach provides for the incorporation of information on future technological and structural changes based on detailed engineering studies. The econometric approach is well adapted to the description of aggregative consumer behavior and economic activity.
