With the vast amount of data available on the Web, this field has initiated the development of data management techniques for distributed datasets over the existing infrastructure of the Web. The Linked Data paradigm is one of them, and it aims to provide common practices for publishing and linking data on the Web with the use of Semantic Web technologies. This allows for a transformation of the Web from a web of documents, to a web of data. With this, the Web becomes a distributed network for data access, usable by software agents and machines. The interlinked nature of the distributed datasets provides new use-case scenarios for the end users, scenarios which are unavailable over isolated datasets. In this paper, we are describing the process of generating Linked Open Data from the public data of the Health Insurance Fund along with data from the Associated Pharmacies of Macedonia. With this we generate and publish an interlinked RDF dataset in a machine-readable format. We also provide examples of newly available use-case scenarios which exploit the Linked Data format of the data. While there are no exact figures, some agencies suggest it is a criminal industry grossing in the billions annually. Documentation is an essential and key component to finding lost or stolen cultural property and in establishing ownership in a court of law. However, the data on cultural heritage is locked up in data silos making it exceptionally difficult to search, locate, and obtain reliable documentation. Through an advancement of the Semantic Web, called Linked Open Data (LOD), walls can disappear and the potential for a global database on cultural heritage becomes possible. We will introduce and demonstrate how LOD is produced and point to new tools such as Karma that can handle conversion of large quantities of cultural heritage data to LOD. However, the associated rapid increase in digital data volumes does not automatically correlate with new insights and advances in our understanding of those data. The relatively new technique of data mining offers a promising way to extract knowledge and patterns from large, multidimensional and complex data sets. This paper therefore aims to provide a comprehensive overview of existing data mining techniques and related tools and to illustrate the potential of data mining for different research areas by means of example applications. Despite a number of conventional data mining techniques and methods, these classical approaches are restricted to isolated or \"silo\" data sets and therefore remain primarily stand alone and specialized in nature. Highly complex and mostly interdisciplinary questions in environmental research cannot be answered sufficiently using isolated or area-based data mining approaches. To this end, the linked open data (LOD) approach will be presented as a new possibility in support of complex and inter-disciplinary data mining analysis. The merit of LOD will be explained using examples from medicine and environmental research. The advantages of LOD data mining will be weighed against classical data mining techniques. LOD offers unique and new possibilities for interdisciplinary data analysis, modeling and projection for multidimensional, complex landscapes and may facilitate new insights and answers to complex environmental questions. Our paper aims to encourage those research scientists which do not have extensive programming and data mining knowledge to take advantage of existing data mining tools, to embrace classical data mining and LOD approaches in support of gaining more insight and recognizing patterns in highly complex data sets. The complex environment presents problems for situational awareness and cooperation in public spheres. Current solutions are either lacking in structuring the information or do not support collaboration or discovery. We addressed the problem by developing an open innovation process based web platform for gathering public issues, forming public goals, and for structuring concrete subgoals as goal trees to facilitate participation. We use SOCIA ontology to structure goal information as linked open data. We calculate similarity between a pair of goals by utilizing the tree like structured goal relations. We implemented a negotiation user interface on a video conferencing platform to facilitate interorganizational cooperation and conflict resolution. We are arranging workshops and using the system in various hackathon events to evaluate and analyze the system in real life situations and to gather real life data. In the last years, the amount of Open Educational Resources on the Web has increased dramatically, especially thanks to initiatives like OpenCourseWare and other Open Educational Resources movements. The potential of this vast amount of resources is enormous. In this paper an architecture based on Semantic Web technologies and the Linked Data guidelines to support the inclusion of open materials in massive online courses is presented. Linked Data is considered as one of the most effective alternatives for creating global shared information spaces, it has become an interesting approach for discovering and enriching open educational resources data, as well as achieving semantic interoperability and re-use between multiple Open Educational Resources repositories. The notion of Linked Data refers to a set of best practices for publishing, sharing and interconnecting data in RDF format. These resources are published both in an education-specific context, in open educational repositories, specifically built for storing educational material, and in a generic context, for other purposes, but having a relevance to teaching and learning. The current map of OER repositories shows a heterogeneous landscape, due to various tools, methods and standards used for publishing the educational content. Significant effort has been made in promoting standards such as SCORM and IEEE LOM, to facilitate reusability of educational resources. However, the current amount of Open Educational Resources lacks integration and interoperability. To address these issues, the Linked Data principles can be used to discover, integrate and reuse educational content published online. Linked Data has been proven to foster web interoperability at a general level, by providing now widely used principles and standards, such as RDF and SPARQL. Steps for publishing Open Educational Resources as Linked Data include: selection of data sources, modelling the data through the use of vocabularies and ontologies, conversion to the RDF data model, including cleaning of the data, publishing the semantic-enriched data to Linked OER Repositories and consuming the data, usually through SPARQL endpoints. As a result of this process, a significant number of educational datasets are currently published as Linked Data by universities, government institutions, publications and specific projects in this area. This paper presents a literature review of the current efforts toward publishing of Open Educational Resources as Linked Data. BOLD provides the opportunity to analyze the behavior of individuals, increase control, and reduce privacy. At the same time BOLD can be used to create an open and transparent government. Transparency and privacy are considered as important societal and democratic values that are needed to inform citizens and let them participate in democratic processes. Practices in these areas are changing with the rise of BOLD. Although intuitively appealing, the concepts of transparency and privacy have many interpretations and are difficult to conceptualize, which makes it often hard to implement them. Transparency and privacy should be conceptualized as complex, non-dichotomous constructs interrelated with other factors. Only by conceptualizing these values in this way, the nature and impact of BOLD on privacy and transparency can be understood, and their levels can be balanced with security, safety, openness and other socially-desirable values.
