Can urban libraries move beyond warm, fuzzy anecdotes and simple statistics on card-holding, circulation, and - our newest statistic - the number of Internet home-page hits to develop and employ hard analytical decision-making frameworks to justify strategic directions and requests for financial support? This paper attempts to answer three questions: 1. What is the most appropriate methodology to quantify the benefits that flow from investment in public libraries? 2. What conceptual framework can we use to quantify the benefits that flow from specific library functions? and 3. What research is necessary to determine the social return on public library investment? In answering these questions, this paper presents a rationale for choosing cost-benefit analysis rather than economic impact analysis as the appropriate analytical framework. Then, building on cost studies at St. Louis Public Library and economic literature on the social benefits of reading and literacy, the paper illustrates this framework for the case of the St. Louis Public Library's youth literacy program. Both of these methods require individuals to state their preferences for environmental qualities. However, choice experiments differ from CVM in that environmental attributes are varied in an experimental design which requires respondents to make repeated choices between bundles of attributes. The empirical application involved the effect of environmental quality changes arising from forest management practices on recreational moose hunting values. Significant differences were found between the values derived from the two methods. However, detailed examination of the implied choice behaviour suggested that respondents ignored substitute recreation areas in the CVM question. Restricting the choice experiment model to consider only the one site where quality was varied, resulted in welfare estimates similar to the CVM model. This highlights the importance of substitutes in environmental valuation and suggests that choice experiments may be more appropriate than CVM in some cases.", "tags": [], "relations": {}, an understanding of the characteristics, skills, and searching abilities of a specific user group in computer-based information systems hinders library and information science professionals in making the best decisions when designing, acquiring, and managing information systems. The objective of this study was to provide information on the characteristics of a specific group of international college students from a developing country, in order to assist system managers in the selection of OPACs. The major conclusions of this study are: (1) academic level of study and age of the students affect the preference for the type of OPAC system selected, but the academic major of the students does not affect the preference; (2) system designers should prepare more specific instructions regarding searching methods; (3) system designers should focus on the design of the system menu, since the most common method of learning about OPAC systems was the instructions in the menu; and (4) menu-driven systems should be the first selection of OPAC systems for Korean students. Recommendations are proposed when designing, adopting, or managing a new OPAC system.
