We argue for a conceptualization and critical reflection on the nature of the underlying interaction between citizens and public officials - the public encounter - that digital public services are developed to support. We apply a qualitative and hermeneutic approach and illustrate that digital public services change public encounters concerning when, where, and how interactions occur, what each actor does, and the skills required of them. By relating these changes to emerging digital technologies (e.g. data mining, machine learning, sensor technology, and service automation), we illustrate that while these new technologies carry the potential to further digitalize service provision and fulfill the democratic goals of digital government, authorities can apply the same technology to restrict, control, and surveil citizens. Based on a critical discussion on what digitalization might entail for society, we identify problem areas arising from this development and propose a research agenda for understanding this phenomenon further. Recognizing the merits of this approach I supplement it in two respects. First, an analysis of the relation between privacy and autonomy teaches that in the digital age more than ever individual autonomy is threatened. The striking contrast between on the one hand offline vocabulary, where autonomy and individual decision making prevail, and on the other online practices is a challenge that cannot be met in a social approach. Secondly, I elucidate the background of the social approach. Its importance is not exclusively related to the digital age. In public life we regularly face privacy-moments, when in a small distinguished social domain few people are commonly involved in common experiences. In the digital age the contextual integrity model of Helen Nissenbaum has become very influential. However this model has some problems. Nissenbaum refers to a variety of sources and uses several terms to explain the normativity in her model. The notion ‘context’ is not specific and faces the reproach of conservatism. We elaborate on the most promising suggestion: an elaboration on the notion ‘goods’ as it can be found in the works of Michael Walzer and Alisdair Macintyre. Developing criteria for defining a normative framework requires making explicit the substantive goods that are at stake in a context, and take them as the starting point for decisions about the flow of information. As a result, the overall health sector is potentially benefited, as the quality of medical services is expected to be enhanced and healthcare costs are reduced, in spite of the increasing demand due to the aging population. Notwithstanding the above, the scientific literature appears to be still quite scattered and fragmented, also due to the interaction of scientific communities with different background, skills, and approaches. A number of specific terms have become of widespread use (e.g., regarding ICTs-based healthcare paradigms as well as at health-related data formats), but without commonly-agreed definitions. While scientific surveys and reviews have also been proposed, none of them aims at providing a holistic view of how today ICTs are able to support healthcare. This is the more and more an issue, as the integrated application of most if not all the main ICTs pillars is the most agreed upon trend, according to the Industry 4.0 paradigm about ongoing and future industrial revolution. In this paper we aim at shedding light on how ICTs and healthcare are related, identifying the most popular ICTs-based healthcare paradigms, together with the main ICTs backing them. Studying more than 300 papers, we survey outcomes of literature analyses and results from research activities carried out in this field. We characterize the main ICTs-based healthcare paradigms stemmed out in recent years fostered by the evolution of ICTs. Dissecting the scientific literature, we also identify the technological pillars underpinning the novel applications fueled by these technological advancements. Guided by the scientific literature, we review a number of application scenarios gaining momentum thanks to the beneficial impact of ICTs. As the evolution of ICTs enables to gather huge and invaluable data from numerous and highly varied sources in easier ways, here we also focus on the shapes that this healthcare-related data may take. This survey provides an up-to-date picture of the novel healthcare applications enabled by the ICTs advancements, with a focus on their specific hottest research challenges. However, after analyzing the situation, it seems that the opposition between NPM and certain professional groups is not the last word in the debate. Should changes be seen as the decline of professional groups and of their autonomy or as a transformation of professional models, an overhaul of professionalism, etc.? Such questions, which current events in France and Europe have brought to the fore, are food for ongoing sociological thought. They are broached here empirically, from the field, applying varied levels of analysis and research. If businesses that use AI can potentially reap a competitive advantage, the optimal exploitation of such a complex ensemble of technologies remains uncertain as well as requires to have competitive access to complements such as data or new skills. Existing models of organizational use of technologies often ignore either the dynamics of competitive interactions (which can lead to pre-emption or epidemic diffusion) or the role of uncertainty, or both. In the case of AI, one type of uncertainty is particularly important: uncertainty about the technology's use cases (i.e., what to do with it). This paper proposes to apply a real options perspective to the Technology-Organization-Environment (TOE) adoption framework in order to uncover important patterns in the use of AI among firms. The results are threefold: (1) we find evidence of significant epidemic effects in AI use, (2) uncertainty moderates epidemic effects, and (3) the impact of uncertainty depends on its source: an uncertain AI use case reduces herd behaviours while uncertainty about use case returns still favours them. Combining the novel technique of structural topic modeling (STM) and qualitative narrative analysis, this paper examines the policy narratives in 33 countries’ AI policies. We uncover six common narratives that are dominating the political agenda concerning AI. Our findings show that the policy narratives' saliences vary across time and countries. We make several contributions. First, our narratives describe well-grounded, supportable conceptions of AI among governments, and show that AI is still a fairly novel, multilayered, and controversial phenomenon. Building on the premise that human sensemaking is best represented and supported by narration, we address the applied rhetoric of governments to either minimize the risks or exalt the opportunities of AI. Second, we uncover the four prominent roles governments seek  to take concerning AI implementation: enabler, leader, regulator, and/or user. Third, we make a methodological contribution toward data-driven, computationally-intensive theory development. Yet long before the pandemic already, advancements in datification, sensorization, and artificial intelligence have given rise to what we call connected workplace surveillance. At the heart of this new mode of employee monitoring and control is the extension of the scope of data collection beyond what is necessary and reasonable for performance appraisals or managerial oversight. This includes treating an employee’s body as a data source, disrespecting the boundaries between business and private life, or using gathered surveillance information for subtle persuasion, manipulation, and coercion. This article provides a new perspective on control theory, examining the characteristics of connected surveillance and comparing it to visual or computerized surveillance. These efforts aim at simultaneously improving service delivery and legitimacy. At the same time, digitization is extending in public services. Beyond using information technologies for production, public organizations are increasing their use of social media and other citizen- or service-oriented platforms, not to mention the burgeoning use of AI. The combination of these two trends – co-creation / co-design / co-production and digitization – is under-researched and poses important practical questions at policy, strategy and delivery levels. We outline a research agenda based on a combination of theoretical and conceptual discussion, a literature review and three case studies from the healthcare sector. First implementations and research in individual public services have already been carried out; however, a better understanding of citizens' acceptance of this technology is missing in the public sector, as insights from the private sector cannot be transferred directly. For this purpose, we conduct policy-capturing experiments to analyze AI's acceptance in six representative scenarios. Based on behavioral reasoning theory, we gather evidence from 329 participants. The results show that AI solutions in general public services are preferred over those provided by humans, but specific services are still a human domain. Further analyses show that the major drivers toward acceptance are the reasons against AI. The results contribute to understanding of when and why AI is accepted in public services.
