            "abstractNote": "Social scientists are increasingly drawn to research consulting careers, motivated by a desire to develop the practical implications of research, coupled with a clientele willing to invest in applied social research. Because this is a relatively new development, there are few sourcebooks on the craft of research consulting. To help bridge this gap, this issue provides a window into the way research is practiced by experienced consultants. In this opening article, the culture of consulting is discussed in relation to the culture of academic social science. Different conceptions of applied research and contrasting discourses are highlighted. Then, I show how each of the authors in this issue addresses these differences, which are barriers to communication. As bridge builders, the authors demonstrate the value of social science theory and methodology in solving applied problems in several domains. Together, they show how the pursuit of research can be joined to the business of consulting.",

            "abstractNote": "This article integrates some of the literature relevant to the purchasing of industrial professional services with a view to highlighting the risks and dificulties involved. Many factors con- tribute to increasing the risk involved in the decision, including: the characteristics of services; the high financial risk; the conflict of interest; the length of purchase commitment; organisational risks, the inexperience of decision makers; the conspicuousness of the decision and extent of linked decisions. The decision making process can involve eight stages; problem identification, determining if the problem is to be handled internally or ex- ternally, identifying possible consultants, searching for information about consultants, evaluating consultants, selecting consultants, managing the project and reviewing the consultant's performance. The paper takes the buying process as it main framework and integrates the risks and problems encountered as well as discussing practical ways to overcome them.",

Using the case of downsizing the public sector during the Greek sovereign debt crisis (2009–2013), this article applies the policy design framework by Schneider and Ingram to find that when policies are conceived and designed abroad, powering explains policy change. However, evidence also uncovers policy learning in powering’s “home ground”. Highlighting issues of social construction, political contestation, and external pressure during crises, the study has implications for theories of policy design and learning.",

            "abstractNote": "AbstractPublic sector environmental governance involves complex interactions between different forms of knowledge. Public sector reforms have important implications for environmental governance by changing the relationships between knowledge systems. By comparing the views of environmental policy workers the implications of public sector management reform for environmental governance are explored. The analysis presented highlights that environmental policy work is contested in ways that mainstream public sector management and environmental governance literature often overlook. It is concluded that the adequacy of the conceptual frameworks informing public sector environmental reform are unclear, as are the implications of such reforms for effective environmental governance.",

            "abstractNote": "Capturing the benefits of competition is a key argument for outsourcing public services, yet public service markets often lack sufficient competition. The authors use survey and interview data from U.S. local governments to explore the responses of public managers to noncompetitive markets. This research indicates that competition is weak in most local government markets (fewer than two alternative providers on average across 67 services measured), and that the relationship between competition and contracting choice varies by service type. Public managers respond to suboptimal market competition by intervening with strategies designed to create, sustain, and enhance provider markets. In monopoly service markets, managers are more likely to use intergovernmental contracting, while for-profit contracting is more common in more competitive service markets. The strategies that public managers employ to build and sustain competition for contracts often require tangible investments of administrative resources that add to the transaction costs of contracting in noncompetitive markets.",

            "abstractNote": "Drawing from signalling theory, this study examines how the stock market reacts to the public announcement of the hiring of management consultants and whether it differentially values clients on the basis of their financial profitability and the brand-name of the engaged consultant. An event study analysis of 118 client firms that publicly announced the hiring of management consulting firms finds that the stock market, on average, responded positively and significantly to the engagement news. Regression analysis further reveals that the stock market reaction tended to be the highest for client firms that had the highest profitability levels. In addition, the stock market reaction to the hiring announcement was not related to the consultant's brand-name reputation; clients engaging the most reputable consultants (e.g. McKinsey & Company, Bain, Boston Consulting Group, Booz-Allen Hamilton) did not realize any different market response than those clients that employed the other consultants. Overall, most client firms that publicly announced the hiring of management consultants experienced a rise in their market value and those that had the highest financial profitability realized the highest increase. Further, the findings imply that there may be boundaries to reputational spillover benefits in partnering relationships.",

            "abstractNote": "This paper suggests that the work of management gurus resembles the performance of a witchdoctor. Central to the work of management gurus is the achievement of transformations of consciousness among their audiences of managers. The view of management gurus offered in this paper has three elements: (1) the key to understanding the power and impact of gurus is to see what they do as a performance; (2) that this performance is of a particular kind-that of a witchdoctor; (3) that management gurus act as the functional equivalents to witchdoctors in modern organizations. The paper argues that at the heart of the guru performance there lies a concern for, and an emphasis on, the irrational, emotional and symbolic aspects of organization. Successful gurus have always known and exploited what this article is arguing-that success depends upon the magic and mystery of the performance.",

            "abstractNote": "States that highly structured methods and tools for bringing about organizational change are frequent features in both the management literature and the practice of management consultants. Reports that, in order to understand the nature and popularity of these methods and tools, a study of the availability and use of methods in business process re-engineering (BPR) projects was carried out in five large consulting companies. Identifies six functions of methods on the basis of this study. Finds that methods play important roles both in the consulting organization and in the consultant’s interaction with the client in the specific change project. Also reveals that common to the identified functions is an ability to store and transfer knowledge, which contributes to the change process interface for clients and consultants. Shows also that consulting companies with very different professional backgrounds have very similar approaches to BPR projects. Identifies and comments on the similarities between these companies’ methods in respect of managing change.",

            "abstractNote": "In this article, we argue that a focus on the debunking of consulting knowledge has led to a disconnect between the research and the practice of management consulting. A renewed focus on consulting practice, that is, the doing of consultancy itself, affords an opportunity for bringing clients, practitioners and researchers of consulting closer together. We sketch an outline of an alternative approach to consulting practice, based not on knowledge, but on knowing, the socially situated activity whereby knowledge is applied and created. Borrowing from the practice-based theories of organizational knowledge and knowing, we explore how key aspects of consulting practice—problem solving, participation and knowledge transfer—might be handled differently when we give primacy to practice. We discuss the viability of this alternative approach, and argue that despite established relations of power and politics, the dynamic and indeterminate nature of practice environments does afford some space for this and other alternative forms of consulting practice to take hold.",

            "abstractNote": "In service sectors such as management consulting, it is very difficult to measure the impact or success of a service even after it has been delivered. In these markets of goods between experience and credence, symbolic value is helpful and necessary to complement quality perceptions. The leading management consulting firms, in particular, do not only deliver data-driven analyses but also represent and symbolize the rational approach to business issues. This article looks at the role of personnel selection in the context of quality symbolization. It argues that the predominant tool for personnel selection in the consulting sector, the case study, accounts for both a signalling effect of rationality to the business environment and a subjectification of consulting staff to the consulting culture and rationality beliefs. The case is made that, rather than leading to a valid selection of high-performance personnel, the process of personnel selection has latent effects, which nonetheless contribute to the consulting industry's success.",

            "abstractNote": "Management consultants have a widespread and ever-increasing presence in modern business. Yet few management studies explicitly focus on the consulting industry. What role do management consultant companies play, and do they contribute to clients' activities in similar ways? Can these questions be addressed using scholarly categories? This paper tackles this understudied topic through an analysis and elaboration of existing literature, which suggests new avenues for management research and offers fresh reflections for practice. In particular we develop a number of propositions, centred on the behaviours of consultants and the sources of consultants' competitive advantages, which inspire future investigations in an area relevant to both academics and practitioners.",

            "abstractNote": "Following the rise of the New Public Management (NPM) in the 1980s, policymakers increasingly mobilized management consultants from the private sector in the course of reforming their bureaucracies. To describe this situation some coined the term “consultocracy,” assuming that the emergence of the NPM created a growing demand for business management expertise in government circles that allowed consultants to penetrate the state and become powerful policy actors. Rather than taking these matters as given, I ask how has it been possible for consultants to become (or not) influential players in the process of administrative reform. It is argued that Britain, and to a lesser extent Canada, have been more likely than France to give rise to a “consultocracy” when implementing NPM reforms in the 1980s because in these two countries, management consultancy emerged earlier and is more strongly developed than in France because of its historical link with accountancy. Whereas French consultants only began to enter public administration in the 1980s, British and Canadian consultants have been involved in the last 30 years in the construction of the state's management capacities. Through their participation in these institution-building processes, they established networks of expertise with the state and acquired the experience of work in government. Over the years, this created opportunities for consultants to make their voices heard in the inner circles of decision-making and made possible the exercise of influence that they are now said to have on policy.",

            "abstractNote": "Sommaire :  Cette note de recherche vient compléter les travaux de Michael Howlett et coll. sur la capacité des gouvernements canadiens d'élaborer des politiques publiques. La vague du nouveau management public a pris son élan dans l'idée qu'il fallait améliorer la prestation des services à la population. Certains auteurs comme Metcalfe ont souligné que l'État négligeait alors la gestion en favorisant le « conseil stratégique » (policy advice). Il était bien vu de s'intéresser aux politiques et non à la gestion. Après des décennies passées à rechercher plus d'efficience, a-t-on poussé trop loin dans l'autre direction? Les administrations publiques ont-elles la capacité d'élaborer des politiques publiques? Les personnes chargées de le faire ont-elles reçu la formation nécessaire? Cette note de recherche présente la partie québécoise du sondage pancanadien sur la capacité en politiques publiques. Ce rapport complète l'analyse en présentant les résultats obtenus par sondage auprès de fonctionnaires québécois. Nous nous sommes intéressés plus précisément à la formation universitaire et au perfectionnement reçus par les fonctionnaires qui participent à la conception et à la formulation des politiques publiques.",

            "abstractNote": "The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process.",
