We investigated the consequences of Norway?s universal ECEC scale-up for children?s early language skills, exploiting variation in ECEC coverage across birth cohorts and municipalities in a population-based sample (n = 63,350). Estimates from two-stage least squares (i.e., instrumental variable) regression and generalized difference-in-differences models indicated the scale-up of universal ECEC led to improved language outcomes, particularly for low-income children. The apparent poor quality of school science education along with insufficient numbers of well-qualified teachers have been linked to skills shortages by government and other agencies since at least the time of the Second World War. There is, however, an alternative account that challenges the received view of a skills deficit and questions the evidence for sustained and long-term shortages across the sector. This paper provides an historical account of some of the main events that have characterised debates over the supply and demand of science and engineering professionals in the UK and the USA and the implications that this has had for science education policy. Starting from the end of the Second World War, the paper looks at the key challenges to the evidence that underpins the shortage debate and considers the consequences that more than seven decades of crisis accounts have had on the recruitment and retention of highly skilled scientists and engineers. The paper shows that while the shortage debate has a long history, it is one that is characterised by poor quality data as well as methodological and conceptual challenges. In a related report the Chief Scientist proposes a number of key actions that could form part of a national STEM strategy. To reverse declining trends in STEM participation, it is suggested that: curricula should be delivered to students in ways that encourage curiosity and reflection; and inquiry based learning should be emphasised, along with the teaching of critical thinking and the scientific method. This article describes how ten schools have translated the Chief Scientist's suggestions into school based programs. Two interventions were tested. The first was a 40-hour intensive robotics/GPS/GIS summer camp; the second was a 3-hour event modeled on the camp experiences and intended to provide an introduction to these technologies. Results showed that the longer intervention led to significantly greater learning than a control group not receiving the instruction, whereas the short-term intervention primarily impacted youth attitude and motivation.
