Data from both developed and developing countries are analyzed and compared. The data analyses suggest that travel time and money expenditures display regularities that are associated with such factors as household socioeconomic characteristics, transport system supply and urban structure. Special attention is given to the possible segmentation of households for travel demand analyses, as inferred from the travel time and money expenditures. The analyses suggest that travel time and money expenditures can be conveniently summarized as travel time and money budgets, and that their relative stable functions can be transferred between cities and over time. The paper discusses how these travel budgets may be used in travel forecasting and transport policy planning. This assumption is based on studies that have tested selected components of travel and have indicated, for example, that trip rates and trip times to work in a given city tend to remain stable over time. It has not been clear, however, how travel components that do change over time interact with each other. This paper summarizes the results of a study that analyzed the entire range of characteristics of motorized personal travel by private and public modes, and their interactions, in two U.S. cities: Washington, D.C., 1968 vs. 1955 and Twin Cities (Minneapolis - St. Paul), 1970 vs. 1958. The main findings of the study are: (a) the time and money expenditures on travel per traveler and per household display regularities that can be attributed to such factors as household characteristics and transportation system supply, and which may be regarded as travel budgets, and (b) all travel components, such as trip rate, trip time, trip distance, and proportions of trips by purpose, are products of the interactions between travel demand, system supply and urban structure, as constrained by the two principal travel budgets. The model is based on the theory that travelers attempt to maximize their spatial and economic opportunities, represented by the total daily travel distance, subject to constraints of time and money. The constraints are not identical for all travelers, but depend on such factors as socioeconomic characteristics and transportation system supply. Within the basic optimization model, travelers choose the number of trips and trip distances by trip purpose and mode shares, as well as their car ownership levels. All these choices are determined through a feedback solution mechanism. Both urban and interurban travel can be treated by the model, although investigation of the interurban model has just begun. The model is useful for analyzing policies which affect all travel decisions, such as energy price increases. It can treat the trade-offs travelers will make among their various trips, as well as their decision to own cars. A simple analysis of raising fuel prices has shown that tranvelers will reduce their total amount of interurban travel, as well as shift thier mode shares. The energy savings from these responses appear to come mainly from the reduction in travel distance and only minimally from switching to energy-efficient modes.", "proceedingsTitle": "",
