            "abstractNote": "The quality of large catalogs is uneven and often low, but this issue is underrated and understudied. Library catalogs often fail to communicate correct and clear information to users and their low quality is not simply due to faults, duplications, and so on but also to unwise cataloging standards and policies. While there is plenty of uncontrolled information about books and other publications, the need for good-quality bibliographic information is apparent and library catalogs may provide a trustworthy map of the publishing output, with full control of editions, works, authors, and so on and effective navigation functions, which are lacking in today's information-rich environment.",

            "abstractNote": "Discussions of quality in library catalogs and bibliographic databases often refer to “the perfect record.” This paper examines the usage of that phrase in the library literature, finding that its predominant use is as a rhetorical strategy for reducing the complex and context-dependent issue of quality to an absurdity, thus permitting the author to ignore or dismiss all issues of quality. Five documents in which the phrase is not used in this fashion are examined and their value for understanding the inextricably intertwined values of quantity and quality are discussed. The author recommends rejecting both the rhetoric of “the perfect record” and satisfaction with “the imperfect record.”",

            "abstractNote": "Approaches to the measurement of catalog record quality are discussed. The systematic application of specific evaluation criteria may be more reliable than expert opinion, if not necessarily more accurate, and the construction of an error weightings table based on empirical investigation into catalog use is described. Although this process proved to be complex, and involved significant methodological problems, it was shown to be readily achievable. As catalog use may in many cases be insufficiently uniform across libraries to allow for generic evaluation criteria, it is proposed that cataloging managers construct their own set by studying the impact that record quality has on the particular use of their own catalogs. Thus more empirical research into catalog use is advocated, in order to supplement expert opinion and to build toward a practice of evidence-based cataloging.",

In order to evaluate and improve data quality in the Slovenian union bibliographic database (COBIB.SI), a pragmatic dimension-based data quality measurement and evaluation case study was carried out in 2019. The article presents the set-up and application of a methodological framework that was used for the definition and measurement of bibliographic and authority records quality in COBIB.SI. The results of the case study and the framework’s applicability in data quality measurement and evaluation, as well as in data profiling that would benefit further development of COBISS + catalog, are also discussed.",

            "abstractNote": "The purpose of this paper was to develop a sustainable assessment workflow that could determine if existing digitized archival collections materials in the University of North Carolina at Chapel Hill’s Wilson Library accurately reflect the current digitization goals of Wilson Special Collections, the broader goals of the UNC Libraries, and the goals outlined by the UNC Libraries’ Reckoning Initiative. To do this, a pilot assessment of four digitized archival collections at Wilson Library was conducted to determine: (1) what types of materials have been digitized, (2) what those materials are about, and (3) who created and/or is depicted in those materials. Descriptive metadata records of digitized archival materials were enhanced and analyzed. The results of this research provide a workflow that can be used to undertake a full-scale assessment and an example of the types of findings and visualizations that a larger assessment could produce.",

            "abstractNote": "An important LAM professional competency is the ability to create metadata that effectively facilitates discovery of information resources in various settings. While some metadata courses for information professionals provide training in generating metadata that represents visual resources held by museums and galleries, reports assessing results of this learning are lacking. Our study is the first to evaluate student-created metadata that follows the specialized Visual Resources Association Core 4.0 metadata standard for artworks. This paper presents and discusses preliminary results of the exploration of accuracy, completeness, and consistency of metadata records that were created by students enrolled in the introductory graduate metadata course in an ALA-accredited LIS program. Our analysis identified metadata fields which pose challenges to learners in practicing creation of VRA Core 4.0 metadata records to represent paintings. Most common errors are presented and discussed in relation to findings of previous research and future research ideas.",

            "abstractNote": "Considering the value of dates in the life cycle of the digital resource, capturing and storing dates metadata in a structured way can have a significant impact on information retrieval. There are a number of format conventions in common use for encoding the date and time values; the Extended Date/Time Format (EDTF) is one of the most expressive. This paper presents results of an exploratory analysis of representation of dates in over 8 million metadata records from one of the largest digital aggregators, Digital Public Library of America (DPLA), and compares it to EDTF specifications. This benchmark study provides empirical data -- at both the individual provider level and the group level (content hubs or service hubs) -- about the overall level and patterns of application of date metadata in DPLA metadata records in relation to EDTF.",

            "abstractNote": "Date metadata can be a powerful tool for browsing, search, and visualization. Although metadata\nquality and consistency are key, a broad array of practices exists in the Libraries, Archives, and\nMuseums (LAMs) community’s metadata, which is stored in repositories, library catalogs, and other\nplatforms. Cultural heritage materials with “squishy” dates can be difficult to express and display.\nWhile institutions may find local approaches, challenges arise when the metadata is shared elsewhere.\nThe Extended Date/Time Format (EDTF) is a solution to encode dates that conform to a broad variety\nof scenarios, including ambiguous and circa dates. This article assesses the impact of EDTF in the\nDigital Public Library of America (DPLA), an aggregator of LAMs metadata. Compared to a prior\nstudy in 2015, date values that correspond with EDTF have increased. The overall number of records\nwith any date value, however, has declined. The authors note nuances regarding the results and\nprovide recommendations for the community.",

            "abstractNote": "Cultural heritage institutions, including galleries, libraries, museums, and archives are increasingly digitizing physical items and collecting born-digital items and making these resources available on the Web. Metadata plays a vital role in the discovery and management of these collections. Existing frameworks to identify and address deficiencies in metadata rely heavily on count and data-value based metrics that are calculated over aggregations of descriptive metadata. There has been little research into the use of traditional network analysis to investigate the connections between metadata records based on shared data values in metadata fields such as subject or creator. This study introduces metadata record graphs as a mechanism to generate network-based statistics to support analysis of metadata. These graphs are constructed with the metadata records as the nodes and shared metadata field values as the edges in the network. By analyzing metadata record graphs with algorithms and tools common to the field of network analysis, metadata managers can develop a new understanding of their metadata that is often impossible to generate from count and data-value based statistics alone. This study tested application of metadata record graphs to analysis of metadata collections of increasing size, complexity, and interconnectedness in a series of three related stages. The findings of this research indicate effectiveness of this new method, identify network algorithms that are useful for analyzing descriptive metadata and suggest methods and practices for future implementations of this technique.",

The technical tool for implementing this infrastructure are repositories. Repositories facilitate the collection, publishing and distribution of data in a centralized and possibly standardize way. Metadata is used to catalog and organize the provided data. The operationality and interoperability depends on the metadata quality. Quantifying the metadata quality can help to measure the efficiency of a repository and discover low-quality metadata records which prevent the user from finding what he/she is looking for. For this a wide range of metrics from the field of metadata quality assessment are researched and implemented. Current approaches should be adopted to the specifics of open government data repositories but also new approaches should be explored to fit the requirements. In order to show the feasibility of these metrics a platform is implemented which demonstrates the automatic quality assessment of different repositories. A harvester component is used to gather metadata from different repositories. The metrics are discussed in detail, but also the platform’s experimental results are analyzed for partical usage.",

            "abstractNote": "The semantic and multilingual enrichment of metadata in Europeana is a core concern as it improves access to the material, defines relations among objects and enables cross-lingual retrieval of documents. The quality of these enrichments is crucial to ensure that highly curated content from providers gets represented correctly across different languages. To ensure that those enrichments unfold their whole potential and act as facilitators of access, a semantic and multilingual enrichment strategy is needed. The EuropeanaTech Task Force on a Multilingual and Semantic Enrichment Strategy set out to analyze datasets in Europeana and to evaluate them with regard to their enrichment potential and the enrichments that were executed. The goal was to drive a strategy for enriching metadata fields adding value for users. To achieve this, the members of the task force held a one-day workshop in Berlin where they analyzed randomly selected datasets from Europeana, their metadata fields and their enrichment potential. This report aggregates the results and derives findings and recommendations regarding the metadata quality (source), vocabulary used (target) and the enrichment process. It was found that especially during mapping and ingestion time, metadata quality issues arise that influence the success of the enrichments. Tackling these issues with better documentation, training and the establishment of quality scores are some of the recommendations in this field. Furthermore, Europeana should encourage the delivery of specialized vocabularies with resolvable URIs which would also lead to less need for enrichments by Europeana itself. With regard to the enrichment process, clear rules for each field need to be established.",

            "abstractNote": "This research describes an empirical study of how the Dublin Core Metadata Element Set (DCMES) is used by 100 Data Providers (DPs) registered with the Open Archives Initiative (OAI). The research was conducted to determine whether or not the DCMES is used to its full capabilities. Eighty-two of 100 DPs have metadata records available for analysis. DCMES usage varies by type of DP. The average number of Dublin Core elements per record is eight, with an average of 91,785 Dublin Core elements used per DP. Five of the 15 elements of the DCMES are used 71% of the time. The results show the DCMES is not used to its fullest extent within DPs registered with OAI.",
