Le lecteur découvrira qu’elle a été pourtant objet d’enthousiasme, que Jean-Baptiste Mathon, l’urbaniste en chef de la reconstruction, a été bien moins autoritaire qu’il ne fut dit, que les propriétaires locaux eurent leur part de décision et que nombre d’entre eux participèrent à une véritable création urbaine. Les archives des Associations syndicales, ainsi que celles de l’État, permettent de se faire une idée précise du jeu social que surent inventer, dans un cadre juridique relativement contraignant, les acteurs de la reconstruction. Les initiatives de ces acteurs se serait développées différemment si la ville détruite - jugée laide pourtant dès l’avant dernier siècle - n’avait suscité des rêveries. Brest bénéficie en effet d’un fécond destin littéraire et artistique qui a contribué à forger une identité collective alimentée par la presse et les conversations quotidiennes. Cette forte présence de l’imaginaire dans l’histoire brestoise bouleverse les cadres d’une chronologie linéaire : le lecteur saura ne pas se perdre dans une organisation multiple des temps historiques qui débute en 1794, quand le mythe brestois était dans les limbes, pour se terminer en l’an 2000 par une fête nautique qui a contribué à renforcer sa notoriété mondiale. Pierre Le Goïc tente aussi d’apprivoiser la complexité de la question urbaine par une approche kaléidoscopique, parfois microscopique, qui va du devis de construction au poème, du maçon au cinéaste, du notable au syndicaliste. C'est de cette installation que naît en 1749 le bagne de Brest. Plus que le XIXe siècle, période de stabilisation, la deuxième moitié du XVIIIe siècle, qui nous intéresse ici, marque l'émergence de cette nouvelle structure répressive. Celle-ci se dégage progressivement du monde des galères dont elle est directement issue pour acquérir son autonomie propre ; le siècle des Lumières voit la disparition des galériens, condamnés à tirer la rame, au profit des forçats, main d'œuvre bon marché employée dans les arsenaux de la Marine. En même temps, de nouvelles notions apparaissent, comme le souci sous-jacent de l'exemplarité de la peine, concrétisée par le long cheminement des chaînes à travers la France, et celui de la réinsertion des forçats dans la société. Structure paradoxalement ouverte vers le monde extérieur, le bagne apparaît aussi comme l'un des éléments participant à l'économie de la cité brestoise, aussi bien par le réservoir à main d'œuvre qu'il constitue, y compris pour les simples particuliers, que pour les négoces qui se créent autour de lui, comme la fourniture des aliments ou des vêtements. Finally, Swarm Planning can be used to create innovative spatial solutions for a specific design assignment. The conditions under which a complex system is likely to change to higher levels of complexity are seen as important when this system needs to deal with and adapt to climatic changes. This understanding is used to develop a framework in which these changes can be examined and explained. Supported by examples from various European countries, four different planning strategies (planning for mitigation, sectored adaptation, integrated adaptation and flexible adaptation) are positioned within the framework. We conclude that each of these strategies fills its own niche in the framework, that all strategies together describe the behaviour of a complex system and that flexible adaptation planning is most likely to facilitate a system change. With the energy efficiency approaching 100%, fossil resources depleting and a considerable part of the world still in need of better prosperity, the playing field of a technical focus has become very limited. It will most probably not lead to the sustainable development needed to avoid irreversible effects on climate, energy provision and, not least, society.Cities are complex structures of independently functioning elements, all of which are nevertheless connected to different forms of infrastructure, which provide the necessary sources or solve the release of waste material. With the current ambitions regarding carbon- or energy-neutrality, retreating again to the scale of a building is likely to fail. Within an urban context a single building cannot become fully resource-independent, and need not, from our viewpoint. Cities should be considered as an organism that has the ability to intelligently exchange sources and waste flows. Especially in terms of energy, it can be made clear that the present situation in most cities are undesired: there is simultaneous demand for heat and cold, and in summer a lot of excess energy is lost, which needs to be produced again in winter. The solution for this is a system that intelligently exchanges and stores essential sources, e.g. energy, and that optimally utilises waste flows.This new approach will be discussed and exemplified. The proposed pathway courses via B-minus. A predecessing state of system B consisting of rudimentary spatial elements, which can be observed as critical early warning signals and can be created at specific intersections in the network. These signals require a spatial translation to become useful in spatial planning. Pourquoi lui accorde-t-on aujourd’hui tant d’importance ? Rarement naturel, presque toujours façonné par l’homme, il est dans nos sociétés le fruit d’une histoire vieille de quatre siècles au cours de laquelle se sont peu à peu élaborés, transmis, modifiés des modèles paysagers qui déterminent notre perception de l’espace. Récemment le paysage est aussi devenu un enjeu social, écologique et économique... voire électoral. Le contrôler, c’est bien sûr contrôler l’espace, mais, plus largement, le devenir de notre société et de ses valeurs. Il est également un marché potentiel, avec ses professionnels, ses stratégies d’intervention, ses systèmes d’expertise qui jouent souvent de l’ambiguïté entre crise paysagère et crise sociale, et du consensus qui assimile de plus en plus le paysage à un patrimoine à sauvegarder, ou tout au moins à gérer. Finalement, le paysage fonctionne comme un symbole, une représentation, dont chacun use à des fins différentes.
