"Evans reviews how the human security concept is understood and applied in East Asia. He identifies two main approaches to human security present in East Asia. The first involves a broad definitional approach, including freedom from fear and want, along the lines of the 1994 UNDP HDR and the 2003 Commission on Human Security report. The other approach uses the narrower definition in which the focus is given to freedom from fear, reflected in the ICISS report “The Responsibility to Protect” (R2P) with its emphasis on ethnic cleansing and large-scale loss of life situations which might warrant external military intervention. He also finds that despite initial disinterest and resistance human security is now finding a place in East Asian discourse and policy and affecting the normative framework around issues of sovereignty, non interference and state obligations.\n\nJapan and Thailand are identified as the concept’s main regional state proponents, along with several reasons for this at both the individual actors and structural levels. North Korea, India and Myanmar are flagged as being most negative. Attention is then turned to exploring the humanitarian intervention component of human security which is seen as being most problematic for states in the region. Criticisms of R2P include it undermines sovereignty, military intervention is never the best option, the threshold criteria have substantial weaknesses and that in any event powerful states will act on the based of their national interests. Despite these concerns Evans notes the regional discussion on this issue is developing its complexity and pragmatism. On the broader understanding of human security Evans considers the greatest developments are occurring in China’s approach. \n\nSeven regional features of East Asia’s response to human security are identified, including its regional constituency remains limited but growing, post 9/11 counter terrorism developments have complicated matters, there is a general reluctance to focus on the intervention dimension and there are clear distinctions between SE Asia and NE Asia human security thinking and practice.\n\nEvans concludes by suggesting over the coming years, and noting Japan’s intentions, East Asia may be important in shaping the international human security debate,.
