            "abstractNote": "An obstacle for the transformation to a low-carbon economy is the carbon lock-in: fossil fuel-based (“dirty”) technologies dominate the market although their carbon-free (“clean”) alternatives are dynamically more efficient. We study the interaction of learning-by-doing spillovers with the substitution elasticity between a clean and a dirty sector to evaluate the robustness of policies averting the carbon lock-in. We find that the substitution possibilities between the two sectors have an ambivalent effect: although a high substitution elasticity requires less aggressive mitigation policies than a low one, it creates a greater welfare loss through the lock-in in the absence of regulation. The socially optimal policy response consists of a permanent carbon tax as well as a learning subsidy for clean technologies. We thus indicate that the policy implications of (Acemoglu, D., Aghion, P., Bursztyn, L., Hemous, D., 2012. The Environment and Directed Technical Change. American Economic Review 120 (1): 131–166), calling for merely temporary interventions based on the mechanism of directed technical change in the same setting, are limited in scope. Our results also highlight that infrastructure provision is crucial to facilitate the low-carbon transformation.",

            "abstractNote": "Stringent long-term climate targets necessitate a limit on cumulative emissions in this century for which sufficient policy signals are lacking. Using nine energy-economy models, we explore how policies pursued during the next two decades impact long-term transformation pathways towards stringent long-term climate targets. Less stringent near-term policies (i.e., those with larger emissions) consume more of the long-term cumulative emissions budget in the 2010–2030 period, which increases the likelihood of overshooting the budget and the urgency of reducing GHG emissions after 2030. Furthermore, the larger near-term GHG emissions associated with less stringent policies are generated primarily by additional coal-based electricity generation. Therefore, to be successful in meeting the long-term target despite near-term emissions reductions that are weaker than those implied by cost-optimal mitigation pathways, models must prematurely retire significant coal capacity while rapidly ramping up low-carbon technologies between 2030 and 2050 and remove large quantities of CO2 from the atmosphere in the latter half of the century. While increased energy efficiency lowers mitigation costs considerably, even with weak near-term policies, it does not substantially reduce the short-term reliance on coal electricity. However, increased energy efficiency does allow the energy system more flexibility in mitigating emissions and, thus, facilitates the post-2030 transition.",

            "abstractNote": "This paper narrative argues that industrial economies have been locked into fossil fuel-based energy systems through a process of technological and institutional co-evolution driven by path-dependent increasing returns to scale. It is asserted that this condition, termed carbon lock-in, creates persistent market and policy failures that can inhibit the diffusion of carbon-saving technologies despite their apparent environmental and economic advantages. The notion of a Techno-Institutional Complex is introduced to capture the idea that lock-in occurs through combined interactions among technological systems and governing institutions. While carbon lock-in provides a conceptual basis for understanding macro-level barriers to the diffusion of carbon-saving technologies, it also generates questions for standard economic modeling approaches that abstract away technological and institutional evolution in their elaboration. The question of escaping carbon lock-in is left for a future paper.",

            "abstractNote": "In the context of reduced public transport capacity in the wake of the COVID-19 pandemic, governments are scrambling to enable walking and cycling while adhering to physical distancing guidelines. Many pop-up options exist. Of these, road space reallocation represents a ‘quick win’ for cities with ‘spare space’ along continuous road sections that have high latent cycling potential. We developed methods to condense the complexity of city networks down to the most promising roads for road space reallocation schemes. The resulting Rapid Cycleway Prioritisation Tool has been deployed for all cities in England to help prioritise emergency funds for new cycleways nationwide. The methods and concepts could be used to support investment in pop-up infrastructure in cities worldwide.",

            "abstractNote": "The international standard CityGML is both a data model and an exchange format to store digital 3D models of cities. While the data model is used by several cities, companies, and governments, in this paper we argue that its XML-based exchange format has several drawbacks. These drawbacks mean that it is difficult for developers to implement parsers for CityGML, and that practitioners have, as a consequence, to convert their data to other formats if they want to exchange them with others. We present CityJSON, a new JSON-based exchange format for the CityGML data model (version 2.0.0). CityJSON was designed with programmers in mind, so that software and APIs supporting it can be quickly built. It was also designed to be compact (a compression factor of around six with real-world datasets), and to be friendly for web and mobile development. We argue that it is considerably easier to use than the CityGML format, both for reading and for creating datasets. We discuss in this paper the main features of CityJSON, briefly present the different software packages to parse/view/edit/create files (including one to automatically convert between the JSON and GML encodings), analyse how real-world datasets compare to those of CityGML, and we also introduce Extensions, which allow us to extend the core data model in a documented manner.",

            "abstractNote": "The social cost of carbon (SCC) is commonly described and used as the optimal CO2 price. However, the wide range of SCC estimates provides limited practical assistance to policymakers setting specific CO2 prices. Here we describe an alternate near-term to net zero (NT2NZ) approach, estimating CO2 prices needed in the near term for consistency with a net-zero CO2 emissions target. This approach dovetails with the emissions-target-focused approach that frames climate policy discussions around the world, avoids uncertainties in estimates of climate damages and long-term decarbonization costs, offers transparency about sensitivities and enables the consideration of CO2 prices alongside a portfolio of policies. We estimate illustrative NT2NZ CO2 prices for the United States; for a 2050 net-zero CO2 emission target, prices are US$34 to US$64 per metric ton in 2025 and US$77 to US$124 in 2030. These results are most influenced by assumptions about complementary policies and oil prices.",

            "abstractNote": "Purpose – To examine the potential for switching short trips in urban areas from cars to walking and cycling, and the possible contribution, this could make to a reduction in transport-related greenhouse gas emissions. Methods – Case studies in four urban areas combining a questionnaire survey, interviews with households and during journeys and in-depth ethnographies of everyday travel. Findings – The barriers to an increase in walking and cycling in British urban areas are emphasised. It demonstrates that motivations for walking and cycling are mostly personal (health and local environment) and that the complexities and contingencies of everyday travel for many households, combined with inadequate infrastructure, safety concerns and the fact that walking and cycling are seen by many as abnormal modes of travel, mean that increasing rates of walking and cycling will be hard. Given that the contribution of trips less than 2 miles to transport-related greenhouse gas emissions is relatively small, it is argued that any gains from increased walking and cycling would mostly accrue to personal health and the local environment rather than to the UK’s carbon reduction target. Social implications – Positive attitudes towards walking and cycling are motivated mainly by personal concerns rather than global environmental issues.             "abstractNote": "Spatial Design Network Analysis (sDNA) is a toolbox for 3-d spatial network analysis, especially street/path/urban network analysis, motivated by a need to use network links as the principal unit of analysis in order to analyse existing network data. sDNA is usable from QGIS & ArcGIS geographic information systems, AutoCAD, the command line, and via its own Python API. It computes measures of accessibility (reach, mean distance/closeness centrality, gravity), flows (bidirectional betweenness centrality) and efficiency (circuity) as well as convex hull properties, localised within lower- and upper-bounded radial bands. Weighting is flexible and can make use of geometric properties, data attached to links, zones, matrices or combinations of the above. Motivated by a desire to base network analysis on route choice and spatial cognition, the definition of distance can be network-Euclidean, angular, a mixture of both, custom, or specific to cyclists (avoiding slope and motorised traffic). In addition to statistics on network links, the following outputs can be computed: geodesics, network buffers, accessibility maps, convex hulls, flow bundles and skim matrices. Further tools assist with network preparation and calibration of network models to observed data. To date, sDNA has been used mainly for urban network analysis both by academics and city planners/engineers, for tasks including prediction of pedestrian, cyclist, vehicle and metro flows and mode choice; also quantification of the built environment for epidemiology and urban planning & design.",

Much publicity, for example, has been given to the use of three-way catalytic converters in the exhaust systems of cars to ‘reduce noxious emissions by 95%' in the words of a recent advertisement (Audi 1989) from a major vehicle manufacturer. It goes on to explain that as the ‘engine exhaust gases pass through at around 300°C these convert nitrogen oxides, unburnt hydrocarbons and deadly carbon monoxide into nitrogen, water and carbon dioxide…the stuff that makes fizzy drinks fizzy’. What it does not say is that ‘the stuff that makes fizzy drinks fizzy’ is also the stuff which absorbs the heat being radiated back into space from the Earth, thus warming the atmosphere and so becoming the leading culprit in the phenomenon commonly known as the greenhouse effect.             "abstractNote": "Purpose - To examine the potential for switching short trips in urban areas from cars to walking and cycling, and the possible contribution, this could make to a reduction in transport-related greenhouse gas emissions. Methods - Case studies in four urban areas combining a questionnaire survey, interviews with households and during journeys and in-depth ethnographies of everyday travel. Findings - The barriers to an increase in walking and cycling in British urban areas are emphasised. It demonstrates that motivations for walking and cycling are mostly personal (health and local environment) and that the complexities and contingencies of everyday travel for many households, combined with inadequate infrastructure, safety concerns and the fact that walking and cycling are seen by many as abnormal modes of travel, mean that increasing rates of walking and cycling will be hard. Given that the contribution of trips less than 2 miles to transport-related greenhouse gas emissions is relatively small, it is argued that any gains from increased walking and cycling would mostly accrue to personal health and the local environment rather than to the UK's carbon reduction target. Social implications - Positive attitudes towards walking and cycling are motivated mainly by personal concerns rather than global environmental issues. Originality - Use of detailed ethnographic material in policy-related transport research.",
