            "abstractNote": "The paper presents an approach to collaborative policy modelling, as proposed in the FP7 ICT project OCOPOMO. Within this approach long-term strategic planning is supported by a combination of narrative scenarios, agentbased policy models, and e-Participation tools integrated in a single platform. The policy model for a given domain is created iteratively, in an active cooperation of various interest groups, including decision makers, analysts, experts, and the general public. Principles and key concepts of collaborative policy modelling are discussed in the paper. A high-level architecture of ICT tools and software components is described in this paper together with envisioned functionality of the platform. Finally, the overall approach is demonstrated on an example of pilot application focused on the development of a strategy for exploitation of renewable energy resources.",

            "abstractNote": "Public institutions, in their efforts to promote meaningful citizen engagement, are increasingly looking at the democratic potential of Information and Communication Technologies (ICTs). Previous studies suggest that such initiatives seem to be impeded by socio-technical integration barriers such as low sustainability, poor citizen acceptance, coordination difficulties, lack of understanding and failure to assess their impact. Motivated by these shortcomings, the paper develops and applies a business model perspective as an interceding framework for analysis and evaluation. The underlying principle behind this approach is that it is not technology per se which determines success, but rather the way in which the business model of the technological artifact is configured and employed to achieve the strategic goals. The business model perspective is empirically demonstrated with the case of an online petitioning system implemented by a UK local authority. The case illustrates the importance of considering ICTs in public engagement from a holistic view to make them more manageable and assessable.",

            "abstractNote": "Although the research domain on social capital and the adoption of Information and Communication Technologies (ICTs) is relatively immature, there is a fast growing body of evidence that social capital plays an important role in the adoption process of ICTs – especially in the case of ICTs supporting trans-organizational cooperation. In most Western democracies the trend towards ever more inter-organizational linkages - and consequently trans-organizational ICTs - is becoming apparent. An increasing number of academics claim that social capital is a necessary enabler for the creation, diffusion and adoption of cross-boundary ICTs. There is for instance strong anecdotal evidence that interpersonal ties between members of separate organizations can bridge between different interests when trans-organizational ICTs are being developed and implemented. However, there are still some substantial theoretical and empirical blind spots as regards the exact relation between social capital and ICT adoption processes. Therefore the aim of this article is to gain insight into the mechanisms of social capital and its effect on the adoption of ICTs by partners in public sector networks. The article demonstrates that social capital may particularly be an important enabler in the early stages of the adoption process in which opinions are influenced, agendas are set, coalitions are formed and critical mass is gained.",

            "abstractNote": "In the past, government organizations have paid little attention to service quality or responsiveness to clients. This changed with the movement termed \"new public management\", which occurred in most developed nations around 1990. This paper briefly examines the concept of quality and its application to the public sector and discusses e-government, the latest manifestation of attempts to improve quality in government. The paper also reports on a survey of senior personnel across the three levels of government in Australia. The results of the survey and other published research materials suggest that the impact of e-government on service delivery is modest and not well distributed. While there has been widespread adoption of e-government measures, these have generally been lacking in sophistication and have been disproportionately beneficial to city dwellers without addressing problems of equity and access.",

            "abstractNote": "A policy framework is the backbone of public governance and a major contributor to its quality. Such a framework is particularly required in the areas where public governance seeks technology support, as is the case for Electronic Governance (e-Governance). This paper explains the need to put in place a comprehensive set of policies, and presents a model for policy interventions supporting e-Governance development. The model comprises a classification of policies based on their nature and applicability, and describes core areas for which policy interventions are required. The paper also presents three major scenarios for using the model: (1) a tool to help design and analyze critical policy interventions by developing and transition nations, (2) a template to understand different alternatives for interventions, and (3) a checklist to review all niche areas to be regulated. In particular, applicability of the model in India is discussed.",

            "abstractNote": "Social media has become a popular outlet for various eParticipation activities, such as online campaigning by political parties. Much research on this topic is currently being undertaken, and so far research has shown that political parties often have limited success with their efforts. Much is yet unclear as to the results and possible applications of social media use. One contribution to this could be to clearly define the social media IT artefact as a socio-technical object. In this paper, we propose and define an ensemble view on social media use in eParticipation, consisting of a framework for the identification of technological issues, and information infrastructures to address the social issues. Together, these provide us with a comprehensive definition of the social media IT artefact.",

            "abstractNote": "To encompass the multi-dimensional nature of e-government systems the current study presents a framework of citizens' adoption of e-government services by integrating technology acceptance and information systems success literature along with citizens' attitudinal beliefs. In the proposed framework, it has been posited that the qualities of e-government websites such as perceived system quality, perceived information quality and perceived service quality influence adoption of e-government services, by citizens, directly and indirectly through perceived ability to use, perceived functional benefit, trust in the medium, trust in the government and user satisfaction. We have used Structural equation modeling to test the proposed hypotheses. We find evidence that the effect of perceived information quality and perceived system quality on adoption of e-government services is totally mediated by perceived ability to use, perceived functional benefit, trust in medium, trust in government and user satisfaction. Moreover, we find significant effect of gender, education level, experience with internet and with e-government websites on citizens' adoption of e-government services. We expect that in developing countries, the findings will be useful for practitioners and implementers of e-government. These will help them in designing and implementing policies and strategies which will increase the adoption rate of e-government services. This will also help reduce confusions in the minds of citizens regarding e-government adoption.",

            "abstractNote": "In this article, the authors investigate whether and how young people combine online and offline civic activities in modes of participation. The authors discuss four participation modes in which online and offline activities may converge: Politics, Activism, Consumption, and Sharing. Applying confirmatory factor analysis to survey data about the civic participation among Dutch youth (aged 15−25 years; N = 808), the authors find that online and offline activities are combined in the Politics, Activism, and Sharing modes, and that these three modes correlate significantly with each other. Conversely, the Consumption mode can only be validated as a separate offline participation mode. The results confirm the conclusion of previous studies that youth’s participation patterns are relatively dependent of mode, and add that their participation is concurrently relatively independent of place (offline vs. online).",

            "abstractNote": "The issue of rural communication development has been conventionally examined under labels such as universal service, digital, divide, broadband deployment, and E-Government, which generally fall into two seemingly distinct categories—access and applications. In China, these concepts are currently incorporated into a single program, if not a single term—“Village Informatization Program” (“VIP”). The VIP upgraded the objectives of previous telephone and television “Village Access Projects” (“VAPs”), an upgrade which is intended to provide “comprehensive information services” in rural areas. The execution of the VIP regime has been faced with challenges. The lack of explicitly defined objectives and institutional arrangement has led to regulatory confusion and has compromised the outcome of initiatives taken by central department and regional/local governments which are more often independent in actions. China is therefore faced with the imperative of formulating the VIP regime which is to assimilate to China's unique institutional context. This article first reviews the current status of the VIP regime before moving on to the discussion of establishing an integrative and sustainable VIP regulatory regime in China. Then, the current regulatory regime is characterized based on which reforms are suggested—in which is highlighted a layer-based localization regulatory solution, which delineates provincial/local roles from central roles based on a stratified incentive policies and governance arrangement. Possible applications in other countries are discussed in the conclusion.",

            "abstractNote": "E-Government can transform and improve the entire scope of administrative actions and political processes. Hence, e-government is both the vision of a future government and the reality we can experience today. E-Government is not an objective per se; it has rather to be seen as measures of organizing public governance for better serving citizens and enterprises. Conversely, e-government services are often developed and implemented by a top-down approach without reflecting the use of the services by involving the potential users. Hence, the chapter advocates implementing services on regional level by defining metropolitan regions and describing them as social context of e-government. The following survey conducted in the European metropolitan area Rhine-Neckar suggests a bottom-up approach of identifying and implementing e-government services. In an empirical study we identified the most requested services by self-employed citizens and categorized them in three application groups that obey similar rules of implementation. Being successful, the results also suggest that e-government programs should move outside the organizational boundaries of known administrative structures.",

            "abstractNote": "Purpose – Achieving goals of better integrated and responsive government services requires moving away from stand alone applications toward more comprehensive, integrated architectures. As a result there is a mounting pressure to integrate disparate systems to support information exchange and cross-agency business processes. There are substantial barriers that governments must overcome to achieve these goals and to profit from enterprise application integration (EAI). Design/methodology/approach – In the research presented here we develop and test a methodology aimed at overcoming the barriers blocking adoption of EAI. This methodology is based on a discrete-event simulation of public sector structure, business processes and applications in combination with an EAI perspective. Findings – The testing suggests that our methodology helps to provide insight into the myriad of existing applications, and the implications of EAI. Moreover, it helps to identify novel options, gain stakeholder commitment, let them agree on the sharing of EAI costs, and finally it supports collaborative decision-making between public agencies. Practical implications – The approach is found to be useful for making the business case for EAI projects, and gaining stakeholder commitment prior to implementation. Originality/value – The joint addressing of the barriers of public sector reform including the transformation of the public sector structure, gaining of stakeholders' commitment, understanding EAI technology and dependencies between cross-agency business processes, and a fair division of costs and benefits over stakeholders.",

            "abstractNote": "Coordinating the response of multiple public agencies to a large-scale crisis is a challenge that has been studied predominantly according to the information-processing view. In this paper, the authors extend this view with the notion of emergence giving special attention to information and communication technology (ICT). The extended framework is applied in a case study of crisis response exercises in the public sector. The findings suggest that current practices concentrate on standards and hierarchy, but mutual adjustment and emergent coordination also occur and are susceptible to analysis and equally relevant to understand coordination practices. In addition, ICT can provide information processing capabilities needed for coordination but may also create information processing needs by increasing the volume of data and the interconnectedness of responders. Applying the extended framework improves the understanding of coordination and forms the basis for its future use in designing ICT to support coordination in crisis response and e-government.",
