The project goal is to support the content and indexing; enable information search based on structured knowledge; provide a semantic roadmap for the user; offer the tools to ensure the system’s interoperability with other resources of the same nature (Linked Data Vocabularies) in the global network environment. The project is being implemented by the Russian State Library (RSL) based on its own innovative ideas. The RSL General Classified Catalog was selected as the main source of data for the Classification system. Thus, the Classification System contains not only reference classification numbers from tables, but also numbes created by personnel when cataloging specific publications and manuscripts. To this end, catalog guide cards were fully digitized, approved by experts and embedded into the system. The meaning of each classification number is expressed by a complete string (sequence) of wordings (captions), rather than the last level caption alone. They used constant comparative analysis to identify perceived benefits and challenges of LD implementation, reasons behind adoption or non-adoption of LD and the issues hindering its implementation in libraries.,Some projects demonstrate LD’s potential to augment the visibility and discoverability of library data, alongside with overcoming linguistic barriers, and supporting interoperability. However, a strong need remains to demonstrate the Semantic Web’s potential within libraries. Participants identified lack of expertise and lack of resources/time/staff as implementation barriers. Several other issues remain unsolved, such as licensing constraints, as well as difficulties with obtaining management buy-in for LD initiatives, even where open data are government-mandated.,Information professionals and vendors should collaborate to develop tools for implementation. The linked data principles provide an efficient way to interlink resources across diverse datasets. Several digital libraries around the world are publishing their legacy data from catalogs and authority files following the linked data principles. In this paper, we propose a linked data-based semantic interoperability framework for digital libraries. The proposed framework is based on three layers, supporting the data acquisition, linked data publication process and the building of value-added services for the digital libraries users. In order to evaluate the feasibility of the framework proposed, we have built a prototype as a proof of concept. The prototype demonstrates the effective implementation of wrappers as a data integration method to deals with the heterogeneity of the diverse data sources. Related literature was consulted and reviewed accordingly.,Findings reveal that cataloguing standards are subsequently evolving with the advancement of information technology. Libraries have been publishing their legacy metadata into LD. Many tools are developed for mapping the library metadata into LD applications. The Library of Congress has developed BIBFRAME model to fulfill the requirements of new bibliographic standards by using LD technology. It is found that extensive use of MARC standards, complexity of LD technologies, non-availability of vocabulary and inconsistency of terminologies are the major challenges for libraries to adopt LD applications.,This review will be a valuable addition for LIS scholars to understand the challenges of LD application. The preferred reporting items were used for systematic review and meta-analysis (PRISMA) guideline. Data were collected from different scholarly databases.,Findings show that many initiatives were taken in LI centres during the past decade. These LI centres had to face many challenges to implement LD technology. These challenges might include technological issues, scarce financial resources, lack of skilled human resources, low level of awareness among community/librarians, proprietary licence, non-availability of standards and best practices. However, technological challenges were more complex. Systematic review shows that most of the LD initiatives and activities in LI centres take place in developed countries. Overall, the results reveal that most of the libraries are in the infancy stage of LD application because of the ambivalent nature of technology.,This study may be beneficial to devise guidelines to transform the aforementioned different challenges into opportunities. In order to improve discoverability in cultural heritage, the typical approach is metadata aggregation, a method where centralized efforts such as Europeana improve the discoverability by collecting resource metadata. The redefinition of the traditional data models for cultural heritage resources into data models based on semantic technology has been a major activity of the cultural heritage community. Yet, linked data may bring new innovation opportunities for cultural heritage metadata aggregation. We present the outcomes of a case study that we conducted within the Europeana cultural heritage network. In this study, the National Library of The Netherlands contributed by providing the role of data provider, while the Dutch Digital Heritage Network contributed as an intermediary aggregator that aggregates datasets and provides them to Europeana, the central aggregator. We identified and analyzed the requirements for an aggregation solution for the linked data, guided by current aggregation practices of the Europeana network. These requirements guided the definition of a workflow that fulfils the same functional requirements as the existing one. The workflow was put into practice within this study and has led to the development of software applications for administrating datasets, crawling the web of data, harvesting linked data, data analysis and data integration. We present our analysis of the study outcomes and analyze the effort necessary, in terms of technology adoption, to establish a linked data approach, from the point of view of both data providers and aggregators.
