States could also take a consumption-based perspective, however, and estimate all emissions released to support consumption in their state, regardless of where the emissions occur. In what may be the first such comprehensive inventory conducted for a U.S. state, we find that consumption-based emissions for Oregon are 47% higher than those released in-state. This finding implies that Oregon?s contribution to global greenhouse gas emissions (carbon footprint) is considerably higher than traditional production-based methods would suggest. Furthermore, the consumption-based inventory helps highlight the role of goods and services (and associated purchasing behaviors) more so than do production-based methods. Accordingly, a consumption-based perspective opens new opportunities for many states and their local government partners to reduce GHG emissions, such as initiatives to advance lower-carbon public sector or household consumption, that are well within their sphere of influence. State and local governments should consider conducting consumption-based GHG inventories and adopting consumption-based emission reductions targets in order to broaden the reach and effectiveness of state and local actions in reducing global GHG emissions. development of the Open Source Energy Modeling System (OSeMOSYS). It describes the model’s formulation in terms of a ‘plain English’ description, algebraic formulation, implementation—in terms of its full source code, as well as a detailed description of the model inputs, parameters, and outputs. A key feature of the OSeMOSYS implementation is that it is contained in less than five pages of documented, easily accessible code. Other existing energy system models that do not have this emphasis on compactness and openness makes the barrier to entry by new users much higher, as well as making the addition of innovative new functionality very difficult. The paper begins by describing the rationale for the development of OSeMOSYS and its structure. The current preliminary implementation of the model is then demonstrated for a discrete example. Next, we explain how new development efforts will build on the existing OSeMOSYS codebase. The value of each indicator will evolve over time, and our future research will focus on this evolution. These activities can represent forest disturbances that drive the degradation of natural deciduous forest cover to scrub forest, with concurrent impacts on soils. The effects of human forest use on ecosystem functions were investigated in Bandipur National Park (BNP) in Peninsular India. This paper reports the impacts on surface soils. Soils were sampled from 200 locations covering four watersheds within the Park. These samples spanned a degradation gradient measured by a field disturbance index (FDI). Soil physical, nutrient and hydraulic properties were measured. Cation exchange capacity (CEC) and saturated hydraulic conductivity (Ks) were analyzed as key response variables describing nutrient availability and infiltration respectively. Effects of cattle and jeep trails on infiltration and bulk density were evaluated by sampling on-and-off trails. Trail density in research watersheds was estimated with satellite imagery. Soil nutrient availability is negatively impacted by disturbance, resulting from negative impacts on soil organic carbon (SOC) and clay content. Available water capacity (AWC) and saturated moisture content (SMC) were significantly higher in protected watersheds, attributed to reduced clay content in degraded watersheds. Off trails, high spatial variability in infiltration overwhelmed any meaningful trends with disturbance. However, infiltration was substantially reduced on trails as a result of significant increase in bulk density. The density of trails was considerably higher in degraded watersheds compared to protected watersheds. These results provide ground-based and remotely sensed evidence that forest disturbance within the Park has negative impacts on soil organic matter, nutrient availability and hydraulic characteristics. These have consequences for related ecological, nutrient cycling and hydrological processes, and the continuation of the services currently enjoyed by local human populations. We construct a theoretically-motivated model of income inequality. Through a pooled regression on an international panel, we demonstrate that political regime (whether extractive, redistributive, or reinvestment-oriented) correlates with within-country income inequality.

This paper describes a new model, Climate and Regional Economics of Development (CRED), which is designed to analyze the economics of climate and development choices. Its principal innovations are the treatment of global equity, calculation of the optimum interregional flows of resources, and use of McKinsey marginal abatement cost curves to project the cost of mitigation.
The unconstrained, optimal climate policy in CRED involves very large capital flows from high-income to developing countries, to an extent that might be considered politically unrealistic. Under more realistic constraints, climate outcomes are generally worse; climate stabilization requires either moderate capital flows to developing countries, or a very low discount rate. In CRED, more equitable scenarios have better climate outcomes; the challenge of climate policy is to persuade high-income countries to accept the need for both international equity and climate protection.
The paper ends with an agenda for further model development. A technical appendix describes the model relationships and parameters in greater detail.
