Third, were American employers more individualistic, wealthy, aggressive, and hence effective in countering trade unions and socialism than employers elsewhere? This case study of Washington state and British Columbia employers and their organizations examines whether the two national groups differed in economic and social background, ideology, values, objectives, and tactics. Native peoples who fished the Salish Sea - which includes Puget Sound in Washington State, the Strait of Georgia in British Columbia, and the Strait of Juan de Fuca - drew social and cultural borders around salmon fishing locations and found ways to administer the resource in a sustainable way. Nineteenth-century Euro-Americans, who drew the Anglo-American border along the forty-ninth parallel, took a very different approach and ignored the salmon's patterns and life cycle. As the canned salmon industry grew and more people moved into the region, class and ethnic relations changed. Soon illegal fishing, broken contracts, and fish piracy were endemic - conditions that contributed to rampant overfishing, social tensions, and international mistrust. The Nature of Borders is about the ecological effects of imposing cultural and political borders on this critical West Coast salmon fishery.\n\nThis transnational history provides an understanding of the modern Pacific salmon crisis and is particularly instructive as salmon conservation practices increasingly approximate those of the pre-contact Native past. The fear of a flood of Chinese immigrants from Canada turned into a campaign to drive Chinese communities out of Washington Territory, as white workers sought to “enforce” the Chinese Exclusion Act 1882. In turn, developments in the United States caused Canadians to reexamine their own “Chinese Question” and the meaning of the Chinese Restriction Act 1885. For Chinese laborers in Canada, the growing significance of the Canada–US border in the debate over the “Chinese Question” only diversified migratory patterns and methods. This migratory diversification tested the parameters of both the Chinese Exclusion Act and the Chinese Restriction Act and pushed the application of the legislation into a new bureaucratic reality. Beginning in the nineteenth century, Euro-Canadian traders, missionaries, prospectors, and government agents compounded the diversity of local naming practices in each respective region by imposing their own naming systems in different ways. In recent decades, the policies of residential mission schools, language shift to English, and cultural revitalization associated with land claims have also influenced Kaska and Dene Tha naming practices. In 2005, the Aboriginal Languages Task Force released their foundational report which entailed \"a national strategy to preserve, revitalize, and promote [Aboriginal] languages and cultures\" (2005: 1); however, discrepancies exist between their proposed strategies and the strategies employed locally by the Taku River Tlingit First Nation, located in Atlin, British Columbia, and the Loon River Cree First Nation, located in Loon Lake, Alberta. Using data collected during ethnographic fieldwork with each First Nation between 2005 and 2008, I provide a rationale for these discrepancies and propose reasons why the national strategy has, as of 2008, been unsuccessful. Both national and local strategies have focused on the relationship between land and language and its role in language planning. National language planning rhetoric has also utilized the concept of nationhood. However, both the Taku River Tlingit and the Loon River Cree use the concept of nationhood in conjunction with assertions of sovereignty over land and, therefore, situate their language planning within land planning. Throughout my research, I have been involved in volunteer language projects for each of the communities. These have included creating a Tlingit language board game entitled \"Haa shagóon ítx[barbelow] yaa ntoo.aat\" (Traveling Our Ancestors' Paths) and Cree language storybooks entitled Na mokatch poni âchimon (I will never quit telling stories). Both of these projects connect land use and language use and can be seen as part of local language planning strategies. Finally, the Aboriginal Languages Task Force uses the concept of \"language as a right\" within their national language planning strategies; however, the Taku River Tlingit and the Loon River Cree have instead utilized a \"language as resource\" ideology (Ruiz, 1984).
