            "abstractNote": "Research on political reception contexts has shown how they shape societal outcomes, such as immigrant integration and public opinion. However, little is known about how these contexts affect bureaucratic discrimination of mobile individuals. We analyze bureaucratic discrimination against different mobile EU workers using conjoint experiments in Denmark, Ireland, Spain, and Switzerland, with data from both bureaucrats and the general public. This is a least-likely case for discrimination because of equal legal status under EU citizenship and generally more favorable public attitudes compared to non-EU migrants. Using hierarchical Bayesian conjoint analyses, we demonstrate that political reception contexts matter in many ways: The intention to favor culturally proximate applicants—for example, French applicants over Bulgarians or fluent speakers in the host language—is associated with perceived differences in national integration policy regimes and attitudes toward mobile EU citizens and immigrants in general. While bureaucrats and the public exhibit very similar discrimination patterns, which challenge assumptions of bureaucratic neutrality, this tendency to “migrantize” mobile EU-citizens is slightly weaker among bureaucrats than the general public. The results highlight how the perception of political reception contexts can shape administrative practices and reinforce inequalities even within the EU’s free movement framework, revealing a gap between policy on paper and practice in intra-EU mobility.",

            "abstractNote": "Digitalisation is increasingly adopted in the public sector in South Africa. The country’s Department of Home Affairs has a significant digitalisation project that aims to improve its efficiency in service delivery. Despite this project, it was the Covid‐19 pandemic that saw the introduction of a digital interface to manage the bureaucracy of asylum seeker and refugee administration. This article examines the impacts of this asylum seeker and refugee permit extension online system. The article traces how the online system works to refigure how asylum seekers access the state and the possibility of securing documentation. We demonstrate that this online system has effects far greater than simply improved efficiency; instead, it fundamentally refigures the borderscapes navigated by asylum seekers and refugees. Here, digitalisation shifts bureaucratic responsibility to the asylum seekers and refugees, and in so doing, distances them from the state. We show this by paying attention to how the online system changes the materialities of asylum seeking; the spaces in which protection is sought; as well as the practices thereof, where actors other than the state are called on for assistance. In the world of technological interventions, this online system for permit renewal is a seemingly mundane example of digitalisation; yet its effects on the possibilities for social, legal, and even economic inclusion of asylum seekers and refugees are significant.",

            "abstractNote": "Far-right parties are often stigmatized in societies with strong anti-discrimination norms, yet their exclusionary nativist policies can attract broad public support. Drawing on minority influence theory, this research examined whether such support increases when nativist policies are dissociated from far-right parties and presented in a media context shaped by negative immigration news. Across five experiments in Switzerland (<i>N</i> = 1,423), participants evaluated a nativist policy either associated or not with a far-right party, following exposure to positive or neutral/negative immigration news. Results showed that dissociating the policy from the far right reduced emotional discomfort and increased support—particularly under neutral or negative news conditions, but not under positive news. These findings suggest that negative immigration news helps normalize nativist policies.",

            "abstractNote": "Heeding calls to consider macro contexts in the study of immigration attitudes, this paper introduces the INtegrative NOrmative CLIMate Model (INNOCLIM) that defines three facets of normative climates: (1) top-down institutional climates, expressed through legislation and integration policies, (2) top-down discursive climates based on political and media communication, and (3) bottom-up emerging climates of shared attitudes and values. The generative INNOCLIM builds on and extends societal psychology by bridging real-world macro-level socio-economic and normative contexts in a comprehensive multilevel approach. Drawing on our own research, we illustrate how and when the three facets of normative climates shape immigration attitudes among non-migrant national majorities in the Global North. We conclude by demonstrating how INNOCLIM aids understanding of contemporary immigration-related issues and intergroup relations more generally, and discuss ways to overcome methodological challenges and the scarce presence of minority and Global South perspectives, thereby setting an agenda for future research.",

It traces the transformation of the Système d’Information du Territoire Genevois (SITG) – initiated by a group of GIS enthusiasts – into a central actor in spatial data governance at the regional scale. Through a longitudinal analysis of institutional documents, the paper shows how SITG gradually accumulated institutional authority, emerging from bottom-up, technically driven collaborations rather than from a formal political roadmap. Over time, its influence expanded beyond cantonal borders, contributing to the shaping of the Greater Geneva agglomeration as a coherent territorial entity. This story shows how actors and data infrastructures do not simply support territorial governance; they actively constitute it.",

            "abstractNote": "Abstract In recent decades, as growing numbers of noncitizen residents remain excluded from the electorate, the question of who should be included in the electorate has gained prominence in both political and academic debates. Drawing on theories of integration and immigrant attitudes, I explore whether Swiss voters would consider integration criteria as prerequisites for enfranchisement and which criteria matter to whom. First, using original survey data from Switzerland fielded in 2021, I identify three key criterion types for inclusion: civic-cultural knowledge, economic contribution, and being of good character. Second, the findings reveal that partisanship is a primary factor shaping the importance citizens assign to these criteria, and which criterion specifically matters most. Interestingly, I find that few socioeconomic and demographic indicators influence voters' views on whether such integration criterion could be used as a route towards enfranchisement. Taken together, the results point to the pivotal role that ideological divides play in framing debates over immigrants and their integration in Switzerland.",

            "abstractNote": "Higher-education policy is increasingly politicised across advanced western democracies, one important point of contention being the treatment of immigrant students, who are often portrayed as a 'burden' on higher-education systems. A second issue, made salient during the ongoing cost-of-living crisis, is students' ability to make ends meet and the extent to which governments should provide them with financial support. While these issues are gathering scholarly attention, little is known about the demand side at the intersection of the two, namely, under which conditions immigrants are considered deserving of financial aid. We address this gap using data from original survey experiments conducted in six countries. Our main findings are twofold: First, immigrant students are generally evaluated as less deserving of financial aid than native students but can overcome this if they are top performers. Secondly, we find that this penalty for immigrant students is driven disproportionately by right-wing voters.",

            "abstractNote": "The paper examines the gender differences in labor market integration among refugees and their determinants. It focuses on a longitudinal dataset that includes the universe of the refugee population in Switzerland over a 20-years period. Over the period examined the large majority of refugees come from developing economies. The quasi-random allocation of asylum seekers across cantons, which are different in their socio-economic characteristics, provides a natural experiment to identify the causal effects of the source country culture as well as the role of the local initial conditions in affecting the trajectory of refugees’ labor market integration. Empirical findings highlight the importance of source country culture, though there is some variation in the persistence of the effects over time. The research also highlights the negative role of initial unemployment and the positive role of co-ethnic networks, which vary by gender and according to the characteristics of the network. Moreover, empirical findings show the positive effects of local attitudes towards gender equality in affecting women refugees’ labor market outcomes.",

            "abstractNote": "Categorising certain forms of human movement as 'migration' and others as 'mobility' has far-reaching consequences. We introduce the migration-mobility nexus as a framework for other researchers to interrogate the relationship between these two categories of human movement and explain how they shape different social representations. Our framework articulates four ideal-typical interplays between categories of migration and categories of mobility: continuum (fluid mobilities transform into more stable forms of migration and vice versa), enablement (migration requires mobility, and mobility can trigger migration), hierarchy (migration and mobility are political categories that legitimise hierarchies of movement) and opposition (migration and mobility are pitted against each other). These interplays reveal the normative underpinnings of different categories, which we argue are too often implicit and unacknowledged.",

            "abstractNote": "This chapter provides a general overview of the Migration-Mobility Nexus in Switzerland. Today’s patterns of migration move on a continuum from long-term and permanent to increasingly temporary and fluid. Based on data from the Migration-Mobility Survey and on theoretical and political considerations, it aims at providing a general empirical overview of the migration flows towards Switzerland. First and on a theoretical level, the two paradigmatic lenses of migration research and mobility studies are presented. Second, the transformation of European migration regimes since the 1970s and its effect on the patterns of migration and mobility are discussed. Third, we show how Switzerland, being part of the European Migration Regime in transformation, can be used as a laboratory to understand the changes in and of an advanced post-industrial society. To this end, we provide a short empirical overview of the immigrant population and their living conditions in the country. Fourth, the chapter provides a set of analytical questions that will be addressed throughout this volume – by means of the Migration-Mobility Survey data – and discussed in the concluding chapter.",

            "abstractNote": "This paper addresses how and why emigration has become politicised within the European Commission through an analytical method of framing analysis and a historical institutionalist theoretical framework. It is based on emigration-related documents produced by the Commission and interviews with officials. Descriptive findings show that: 1) emigration is salient within the Commission, involving an increasing range of actors both horizontally, across offices, and vertically from low to high-ranking officials; 2) the Commission's stance on emigration has shifted from a positive and neutral view to a more negative one; 3) emigration is increasingly framed as a regional issue, with its political implications becoming more prominent, although economic concerns remain central. Explanatory findings reveal how the regional geography of political discontent increased the politicisation of emigration and how the institutional context of the EU regionalised the discourse, enabling the Commission to leverage its competence in addressing a threat it perceives as existential.",

            "abstractNote": "European asylum policy still has a long way to go to better address protection challenges. This paper presents data and visualizations that should help improve responsibility-sharing and solidarity between states. We developed an interactive cartographic tool to map the distribution of refugees in Europe. Besides the observed geographic distribution of asylum seekers and beneficiaries of the temporary protection status, our tool allows for the calculation of a theoretical distribution between countries based on different criteria. The tool is an interactive visualization created with the software “Tableau Desktop.” The original data was collected from Eurostat and the World Bank, before being processed by the research team with the Extract Transform Load (ETL) utility “Tableau Prep” and made available through the Tableau Desktop application. The actual number of asylum applications lodged in country A can thus be compared with the number that would be proportional to that country’s population within Europe in combination with three other criteria. Maps of observed and theoretical reallocations can thus be produced based on population size, area, unemployment rate, economic prosperity or a mix of these factors. The number of refugees received is represented by a red semicircle while the “equitable” number in proportion to given criteria is represented by a grey semicircle. Our database not only allows geographical analysis of the drivers of refugee distribution in Europe, but it also provides the population and policymakers with a solid basis for discussing responsibility-sharing schemes, such as those envisaged in the new EU Asylum Pact of 2024.",

            "abstractNote": "This article presents the essential input of reflexivity for conducting ethnographic research in digital contexts to highlight how power relations are articulated with digital practices. Drawing on fieldwork conducted between 2021 and 2022 among young Afghans in the Swiss asylum system, this paper examines how precarious legal statuses, such as those associated with temporary permits, shape digital practices and uses of Information and communications technology (ICT). By analysing online content and digital interactions collaboratively with my research participants, the study highlights how empowerment and surveillance mechanisms intertwine at transnational scales that contextualise digital practices. The diversity of shared media content is shaped by young people’s attunement to their audiences, their own precarious status, and sociopolitical dynamics, which, for this population, are impacted by the deterioration of the situation in Afghanistan since August 2021, as well as by institutional mistrust and the economic constraints they face in Switzerland.",

            "abstractNote": "Advocating the heuristic value of a relational approach, this article investigates how, in the context of forced migration, agency arises from the multiple interactions and interdependencies within refugees' social networks. Based on qualitative data, it examines the relational mechanisms underlying the coping strategies employed by Ukrainian refugees in Romania. By analysing the reconfigurations of personal networks and flows of social support during the migration process, it identifies four ideal-types of relational agency, defined by the outcomes they enable. These types emerge from diverse social ties and interdependencies within reconfigured personal networks, which can either constrain, enable or guide refugees' decisions and actions. They vary according to migrants' needs and goals, the resources embedded in their networks, and the relational work they invest in activating these resources in specific spatio-temporal contexts. Relational agency thus emerges as a context-sensitive continuum of doing agency unfolding within evolving configurations of personal relationships.",

            "abstractNote": "Can liberal democracies require shared values? The paper analyses the integration requirement to respect constitutional values in Switzerland. First, it scrutinizes illiberal bureaucratic practices of culturalization and state access to inner convictions. Second, it discusses whether the adoption of constitutional values can be required of non-citizens only. Finally, it examines whether shared values can be legitimately required from society as a whole. The paper argues that the shared values requirement is incompatible with the pluralism of values in liberal democracy. Through the exclusion in the name of shared values, integrationism forecloses politics as an agonistic contestation of these values.",

            "abstractNote": "We estimate intergenerational mobility of immigrants and their children in fifteen receiving countries. We document large income gaps for first-generation immigrants that diminish in the second generation. Around half of the second-generation gap can be explained by differences in parental income, with the remainder due to differential rates of absolute mobility. The daughters of immigrants enjoy higher absolute mobility than daughters of locals in most destinations, while immigrant sons primarily enjoy this advantage in countries with long histories of immigration.             "abstractNote": "The ongoing conflict in Ukraine has caused one of the largest forced migrations in recent history, with data indicating that over 6.6 million Ukrainians have sought asylum across Europe, predominantly in countries close to Ukraine. Women and children comprise over 80% of these refugees (UNICEF, 2022). Since February 24, 2022, Romania has accommodated over 1.6 million Ukrainian refugees, with approximately 83,748 remaining within its borders and about 74,000 granted temporary protection. Recent trends show a reverse migration, with roughly 1,091,000 individuals returning to Ukraine. In Romania, 33% of Ukrainian refugees are under the age of 18. This study presents a comprehensive analysis of temporality through the framework of Bronfenbrenner’s ecological systems theory, based on an in-depth qualitative exploration of 20 semi-structured interviews conducted with Ukrainian refugees in one of the biggest cities in Romania, namely Cluj-Napoca. Temporality, as a determinant influencing the suspension of routine life, is examined across three levels of influence: the macrolevel (societal and policy dynamics), the mesolevel (community and institutional interactions), and the microlevel (individual and familial experiences). The results identify a decisive interaction between subsystems, with the tension of transition – whether driven by new political support regulations, emerging local interaction groups, or varying levels of emotional processing of personal experiences – being exacerbated by the perpetual state of limbo and uncertainty about what will come next.",

            "abstractNote": "Acculturation attitudes commonly focus on minority and majority attitudes toward minority acculturation. However, because acculturation is a mutual process, not only are members of minority or migrant groups expected to experience acculturation, but members of the majority also are. In this study, I assessed the attitudes of 375 minority and majority students (M<i><sub>age</sub></i> = 12.67 years,  <i>SD</i> = 0.69, range 11–15, 46% female) in Swiss secondary schools toward (a) migration background students’ heritage culture maintenance and (b) dominant culture adoption, (c) majority students’ acquisition of cultural knowledge, and (d) schools’ endorsement of intercultural contact. This study extends the validation of the four-dimensional measurement of attitudes toward mutual acculturation (Sidler et al., 2021) through assessing group-specific differences of each dimension and through exploring the relationship of each dimension with school adjustment. The results indicated group-specific differences only within the heritage culture maintenance dimension, which is more important for second generation students. As no further group differences in relation to the four dimensions were found, these findings indicate their equal importance for minority as well as majority students and thus demonstrate the importance of a mutual acculturation framework for students independently of their migration background and nationalities. Additionally, significant positive relationships with teacher support, self-efficacy, self-esteem, and self-determination were found for each dimension except dominant culture adoption. These results strengthen the concurrent validity of this four-dimensional assessment of mutual acculturation within the school context, as 3 out of 4 dimensions were significantly linked to psychological adjustment and teacher support",
