At present time, the new technologies provided by Web 2.0 better correspond to the needs of both students and teaching staff. The new Web 2.0 allows the ”promoting of individual creativity”, together with the ”use of collective intelligence”. A comparison of the two development stages of the e-learning tools has been completed and the advantages of E-Learning 2.0 are shown. on institutional-level strategies to determine ways of improving graduation and retention rates. Reports published by the U.S. Census Bureau, Department of Education, and Department of Labor have identified the growth of the Hispanic population in the United States as a challenge for both higher education and the future of the U.S. workforce as university retention, graduation rates, and grade point averages remain low for Hispanics, trailing whites and all other minority groups. At the same time, technology has proliferated in classrooms, institutions have proffered both online courses and complete degree programs, and instructors have increased the use of e-learning tools in both online and campus-based classes. To build upon a limited research base focused on Hispanic student success, the study reported in this paper was conducted at the classroom level in a Hispanic-serving higher education institution. It involved students in a Bachelor of Business Administration program undertaking both online and campus-based courses that made use of various e-learning tools, and examined the impact that technology acceptance constructs had on students' academic performance. Results indicated that three constructs - computer self-efficacy, ability to work independently, and time management - were statistically significant predictors of course performance for Hispanic students. The study population comprise of 7000 undergraduate students, out of which 1000 was used as sample. Questionnaire was used as data collecting tool for the study. A total of five hundred and eleven questionnaires were filled and returned. The study revealed that an appreciable number of e-learning tools were available and in use in the University. Notable among them is an electronic learning management system - Moodle. Most of the respondents (61.8%) indicated that they used the e-learning tools mostly for downloading lecture notes. The study further revealed that there was no significant relationship between students' level of study (class) and their use of elearning tools. Also, no significant relationship between use of e-learning tools and academic performance was established. Majority of the respondents (54%) identified inadequate internet access as the biggest challenge to students' use of e-learning platforms.
