            "abstractNote": "The open educational resources initiative has been underway for over a decade now and higher education institutions are slowly adopting open educational resources (OER). The use and creation of OER are important aspects of adoption and both are needed for the benefits of OER to be fully realized. Based on the results of a survey developed to measure the readiness of faculty and staff to adopt OER, this paper focuses on the measurement of OER use and creation, and identifies factors to increase both. The survey was administered in September 2012 to faculty and staff of Athabasca University, Canada’s open university. The results offer a snapshot of OER use and creation at one university. The survey tool could provide a mechanism to compare and contrast OER adoption with other higher education institutions. Forty-three percent of those in the sample are using OER and 31% are creating OER. This ratio of use to creation is introduced as a possible metric to measure adoption.",

            "abstractNote": "This dissertation examines localization of Open Educational Resources (OER) in Himalayan community technology centers of Nepal. Specifically, I examine strategies and practices that local knowledge-workers utilize in order to localize educational content for the disparate needs, interests, and ability-levels of learners in rural villages. This study draws on insights from non-formal education (NFE) stakeholders in Nepal, including government, UN, international and national NGOs, local knowledge-workers, and learners from different villages. I specifically focus on a sample of seven technology centers to better understand how localization is defined, designed, and executed at a ground level. I illuminate obstacles knowledge-workers face while localizing content and strategies to overcome such barriers. I conclude by offering key principles to support theory development related to OER localization. This study is anchored in hermeneutic inquiry and is augmented by interpretive phenomenological analysis and quasi-ethnographic research methods. This qualitative study employed interviews, focus group discussions, observations, and artifact reviews to identify patterns of localization practices and themes related to localization of critical content in Himalayan community technology centers of Nepal. This dissertation provides valuable evidence not only why localization matters (a statement that has been hypothesized for the past decade); but also provides proof of how localization is executed and concrete ways that localization could be improved in order for OER to reap efficacious learning gains for more rural people in developing countries and in other rural communities across the globe.             "abstractNote": "ICT's biggest impact in higher education has been to facilitate distance learning, and open universities around the world have extended education to marginalized groups for whom it would usually be beyond reach. The conditions particular to migrant domestic workers warrant further investigation. Using Banuri et al.'s [2005] value-of-ICTs-to-education framework and adapting Chib et al.'s [2008] ICTs for healthcare development model for education, the present study employed a qualitative method to examine the benefits of using ICTs as an opportunity producer, capacity enhancer, knowledge producer and social enabler, as well as the economic, technological, infrastructural and socio-cultural barriers to effective ICT use. In-depth interviews (N = 20) were conducted with Indonesian domestic workers enrolled in the Open University. The findings suggested that the women see value and gain various benefits from using ICTs for their learning process, in their current role as a domestic worker and professional orientation. However, multiple barriers need to be overcome, including the negotiation of multiple roles as their family's breadwinner, domestic worker and student. Implications and direction for future research are discussed.",

            "abstractNote": "The open educational resource (OER) movement has reached a critical mass due to recent technology advancements. In Taiwan, to overcome the language barrier, the Opensource Opencourse Prototype System (OOPS) plays a significant role in enabling Chinese-speaking users to benefit from this global education movement. However, our understanding about who these users are and why they chose this particular venue to advance their knowledge remains obscure. This lack of understanding could prevent OOPS from creating an engaging open learning environment. This exploratory case study, based on over 2300 participants’ responses, offered a glimpse of OOPS users and their motives. The findings revealed a significant gender difference in OOPS technology adoption. Recommendations are made to better engage OOPS users, thus sustaining user participation.",

            "abstractNote": "This paper offers a review of the origins, design strategy and implementation plans of the Teacher Education in Sub-Saharan Africa (TESSA) research and development programme. The programme is working to develop new models of teacher education, particularly school based training, including the creation of a programme webspace and an extensive bank of Open Educational Resources. This paper identifies key research findings and literature which informed the TESSA approach and activity design. Drawing on participant experiences in different development activities and data generated in development testing activities, I offer a personal account of the programme to date.             "abstractNote": "Much is written of the potential of Open Educational Resources (OERs) to contribute to improvements in the quality of and access to education, particularly in environments such as Sub-Saharan Africa.  But some of the greatest challenges lie in the processes of adaptation and re-use and as yet little has been reported on how best to support user communities to harness and integrate OERs for their own systems and cultures. This article describes an empirically based approach to understanding and representing the OER adaptation processes as it occurred across the TESSA consortium. The authors draw on a range of studies to make explicit the kinds of knowledge, skills and support employed in the adaptation process, the role of the structured template in supporting this process and the problems encountered.  The article suggests that OERs will only fulfil their promise if issues of user access as well as understandings of their purpose, construction and underlying pedagogy are examined in detail. Finally the paper offers suggestions for guidance to support other users in adapting OERs for their own context whilst maintaining the quality of the OERs and working towards self-sustaining communities of users",

            "abstractNote": "The Biodiversity Heritage Library (BHL) is a consortium of natural history and botanical libraries that cooperate to digitize the legacy literature of biodiversity held in their collections and to make that literature available for open access and responsible use as a part of a global “biodiversity commons.” The BHL consortium works with the international taxonomic community, rights holders, and other interested parties to ensure that this biodiversity heritage is made available to a global audience through open access principles. In partnership with the Internet Archive and through local digitization efforts, the BHL has digitized millions of pages of taxonomic literature, representing nearly 100,000 titles and over 160,000 volumes.",
