Renée Montagne, a co-host of ''Morning Edition,'' said she probably hit her own low point on a reporting trip to Pierre, S.D., in 1989. On the tight budget her bosses had approved, she and a co-worker couldn't afford an $65-a-night hotel room, settling instead for a motel so dicey that the blankets were tacked to the wall to keep people from walking off with them.",

The relationship that Mrs. Kroc had with KPBS helped foster a deep understanding and appreciation of NPR and all of public radio,\" said [Kevin Klose]. \"This exemplifies the close partnership that exists between NPR and local public radio stations.\"\nMost of the gift to NPR will become part of the NPR Endowment Fund for Excellence. The fund was created in 1993 to provide a sustaining source of support for NPR activities that is independent of other revenue sources, which are affected by the economy and other factors beyond NPR's control.\n\"Public radio today is more important than ever,\" said Congressman Earl Blumenauer (D-Oregon), Chairman of the Congressional Public Broadcasting Caucus, who attended the Washington news conference at NPR headquarters. \"NPR and its more than 750 member stations provide an invaluable and remarkable service to the American public. He added that \"federal financial support has not kept pace with increases in listeners or with our expanding mission to cover the news.\"\nNevertheless, he was able to report that \"while other news organizations downsized over the past several years, NPR News added reporters, correspondents and offices worldwide.\" Klose noted that last June, his network \"announced a major expansion of its news operation with plans to invest $15 million over the next three years to add reporters, editors, producers and managers, and to open new domestic and international bureaus.\"\nAt the hearing, Rep. James Walsh (R-N.Y.), told Klose that public radio \"is a wonderful service.\" But the more he became involved with issues as a congressman in Washington, Walsh said, \"the more I realized NPR is portraying a ... liberal-oriented slant\" to the news.             "abstractNote": "Talking to them, it becomes clear how squarely NPR stands at the edge of unexplored ground. The local-national collaboration at NPR is having some success, particularly two shows that originate from the new NPR West studios in Culver City. \"The Tavis Smiley Show,\" a new talk show hosted by a rising African American radio (and, on PBS, TV) personality, grew from a dialogue between NPR and 34 NPR stations with a strong African American listenership. It has taken quick hold in major markets. \"Day to Day,\" the midday news magazine hosted by Alex Chadwick, also caught on rapidly, airing on more than 100 stations. It too was developed with input from local stations.\nThe 1990s were no easier, as public broadcasting was buffeted by critics from the right who strove to curtail the NPR budget. Ray Suarez of \"The NewsHour with Jim Lehrer\" on PBS, was host of the NPR show \"Talk of the Nation\" in those years and he remembers how the show made contingency plans for different levels of cuts, ranging from 20% to 60%. Yet NPR survived and gradually found the means to separate itself from direct government funding by increasing fees from its member stations and launching a more assertive campaign for corporate and foundation donations.\nNext week, Fairness & Accuracy in Reporting, a journalism monitoring organization that labels itself \"progressive,\" will unveil what it calls a \"major ... critical\" study of NPR. Steve Rendall, senior analyst for FAIR, says: \"The thing we're asking is, where's the public in public radio? We find that, while NPR is not a slave to sound-bite culture, and while NPR is clearly a prominent source for news, it is largely reliant on the same elite voices that dominate mainstream commercial media. Contrary to the view that NPR is a liberal media outpost, Republicans appeared in the period studied substantially more often than did Democrats.\"",
