Why did some states sign and others not? Given United States power and threats of military sanctions, some states did sign. However, such factors tell only part of the story. When refusing to sign, many states emphasized the moral value of the court. Further, states with a high domestic rule of law emphasized the importance of keeping their commitment. There is a strong international norm that civilian populations should be protected from violence. But how committed is the United Nations to acting in line with this norm? I argue that the UN Security Council (UNSC) has an interest in demonstrating that it takes violence against civilians seriously. Through a broadened security agenda including human security, the legitimacy and the credibility of the UNSC hinges on its ability to act as a guarantor of civilian protection. As a consequence, the UN is more likely to deploy peace operations in conflicts where the warring parties target the civilian population. The argument is supported by a statistical examination of all internal armed conflicts in 1989—2006. The results show that the likelihood of a UN peace operation is higher in conflicts with high levels of violence against civilians, but this effect is mainly visible after 1999. This year marked a shift in the global security agenda and it was also when the UNSC first issued an explicit mandate to protect civilians. Conflicts with high levels of violence against civilians are also more likely to get operations with robust mandates. This article analyzes the conditions under which PPPs have been successful in providing access to basic services (water, sanitation, and food) in areas of limited statehood in Bangladesh, India, and Kenya. We focus on 10 projects carried out by two PPPs that differ in two key respects: legitimacy and institutional design. We show that partnerships with high empirical legitimacy and an appropriate institutional design are best able to fulfill complex tasks in contexts of limited statehood. A participatory approach can promote legitimacy and thus success; projects that lack legitimacy are prone to failure. While the existence and potential significance of such networks has been documented, many questions concerning the nature of governance conducted by such networks and their impact remain. We contribute to these debates by examining how such networks are created and maintained and the extent to which they can foster policy learning and change. We focus on the Cities for Climate Protection (CCP) program, a network of some 550 local governments concerned with promoting local initiatives for the mitigation of climate change. It is frequently asserted that the importance of such networks lies in their ability to exchange knowledge and information, and to forge norms about the nature and terms of particular issues. However, we find that those local governments most effectively engaged with the network are mobilized more by the financial and political resources it offers, and the legitimacy conferred to particular norms about climate protection, than by access to information. Moreover, processes of policy learning within the CCP program take place in discursive struggles as different actors seek legitimacy for their interpretations of what local climate protection policies should mean. An institutional perspective is characterized in terms of two grand issues that divide students of international relations and other organized systems. The first issue concerns the basic logic of action by which human behavior is shaped. On the one side are those who see action as driven by a logic of anticipated consequences and prior preferences. On the other side are those who see action as driven by a logic of appropriateness and a sense of identity. The second issue concerns the efficiency of history. On the one side are those who see history as efficient in the sense that it follows a course leading to a unique equilibrium dictated by exogenously determined interests, identities, and resources. On the other side are those who see history as inefficient in the sense that it follows a meandering, path-dependent course distinguished by multiple equilibria and endogenous transformations of interests, identities, and resources. We argue that the tendency of students of international political order to emphasize efficient histories and consequential bases for action leads them to underestimate the significance of rule- and identity-based action and inefficient histories. After criticizing the territoriality, Eurocentrism and linearity of proposed cosmopolitan democracy, I argue that a necessary condition for a global democratization is the development of a global, and pluralist, security community. Therefore it is imperative to tackle questions of who `we' are and where `we' are heading, and also to address explicitly the problem of cultural violence. Further, I argue against totalizing blueprints that are not grounded in realist analysis of the relevant context, concrete embodied actors, social relations and mechanisms, and transformative possibilities. Finally, in terms of space, democratic alternatives should not automatically follow the logic of territoriality. This behavior constitutes a puzzle for the conventional wisdom, which sees the \"Wall Street-Treasury Complex\" as responsible for the IMF's approach, as well as a blind spot for rationalist approaches, which offer little insight into processes that shape preference formation \"from within\" international organizations (IOs). In a context where the Fund's member states permitted the staff considerable discretion and autonomy, I argue the staff's initial adoption of the norm of capital freedom was largely shaped by three internal processes: administrative recruitment, adaptation, and learning. But norm adoption did not mean the end of internal discussion, and a vigorous debate emerged between \"gradualists\" and supporters of the \"big bang\" over how the norm should be interpreted and applied. While we do think that some flexibility in the use of concepts is both theoretically desirable and practically unavoidable, we believe that the current disarray is a hindrance to more fruitful discussions and to the goal of developing more coherent theories of global governance. We therefore argue that a more careful use of the term global governance is necessary to overcome the current confusion spawned by the variation in uses of the concept.
