            "abstractNote": "To maximize benefits to children and their families, effective practices need to be used competently in child welfare settings. Since the 1990s, researchers and policy makers have focused attention on empirically supported interventions (ESIs). Much less attention has been paid to what is needed to implement these in a range of real-world settings. Without proper implementation, which includes an evaluation strategy from feasibility to fidelity to on-going work on moderators and mediators of program effects, established effective programs can be rendered ineffective in practical application. The paper will touch on progress, to date, of implementation science, its application to child welfare programs and practices, and will highlight a set of practical strategies for implementing empirically supported interventions in child welfare.",

            "abstractNote": "Efforts to disseminate and implement evidence-based practices (EBPs) in children's mental health service and other human service systems have had limited success. There is evidence that this limited success is in part a function of the characteristics of the human service organizations that provide the services. Human service organizations create a social context for the services they provide, and this context affects the quality and outcomes of the services in a variety of ways. A half century of research in a variety of organizations provides evidence that an organization's social context affects whether new core technologies (of which EBPs are an example) are adopted, how they are implemented, and whether they are sustained and effective. This article defines two dimensions of an organization's social context, climate and culture, that have been shown to be particularly important to human service quality and outcomes and reviews current organizational research to identify the potential mechanisms through which climate and culture influence the adoption and implementation of EBPs in mental health. A variety of organizational research methodologies are also suggested for integrating organizational culture and climate into services and interventions research.",

            "abstractNote": "Maintaining fidelity to social work interventions and research protocols is difficult in the best of situations, but even more complex when interventions are carried out in multiple sites by multiple interveners over a wide geographic span. Previous research does not exist on the use of social media to support fidelity. This article offers a case study on ways technology was harnessed to support fidelity in a federally funded practice-based research intervention project. Technology utilized in this case study includes Web 2.0 tools which support collaboration and social interaction (Murugesan, 2007) such as videologs, a blog, and other free and easy-to-access software.",

            "abstractNote": "The use of family group decision-making (FGDM) in child protection is rapidly increasing throughout the world. This paper provides a brief overview of the research evidence from 1996 to 2005 and proposes future directions for both practice and research. The purpose of the review is to help move the discussion of FGDM from a promising practice to an evidence-based practice. The research review considers what is known about the child welfare outcomes of FGDM. The paper then turns to research concerning which families are offered FGDM and which FGDM processes appear to be important. The paper concludes with specific suggestions for developing FGDM programmes that can improve child protection practice and then testing these specific programmes in rigorous trials.",

            "abstractNote": "Child welfare struggles to manage child abuse and neglect and to seek permanency for children, while being culturally responsive to the communities it serves. Family group conferencing, piloted in New Zealand and now used in the United States and other countries, is a strengths-based model that brings together families and their support systems to develop and carry out a plan that protects, nurtures, and safeguards children and other family members. This article describes the model and a culturally competent method for assessing and adapting the model for the African American, Cherokee, and Latino/Hispanic communities in North Carolina.",

            "abstractNote": "Objectives. We estimated the incidence of homelessness during the transition to adulthood and identified the risk and protective factors that predict homelessness during this transition., Methods. Using data from the Midwest Evaluation of the Adult Functioning of Former Foster Youth, a longitudinal study of youths aging out of foster care in 3 Midwestern states, and a bounds approach, we estimated the cumulative percentage of youths who become homeless during the transition to adulthood. We also estimated a discrete time hazard model that predicted first reported episode of homelessness., Results. Youths aging out of foster care are at high risk for becoming homeless during the transition to adulthood. Between 31% and 46% of our study participants had been homeless at least once by age 26 years. Running away while in foster care, greater placement instability, being male, having a history of physical abuse, engaging in more delinquent behaviors, and having symptoms of a mental health disorder were associated with an increase in the relative risk of becoming homeless., Conclusions. Policy and practice changes are needed to reduce the risk that youths in foster care will become homeless after aging out.",

            "abstractNote": "Child welfare practice and decision making center around service plans, but few recent studies have focused specifically on service plans and their use in routine child welfare settings. This qualitative study involving interviews, case record reviews, and court observations illuminates parent and caseworker perceptions about the meaning of service plans and service plan compliance, and about influences on compliance. Parents and caseworkers similarly perceive service plans as directives and service plan compliance as parental task completion and cooperation. But whereas caseworkers perceive a motivation to parent as the primary influence on service plan compliance, parents perceive multiple influences. Findings contribute to ongoing work to develop theories that can explain client service participation and its connection to positive child welfare outcomes.",

            "abstractNote": "Objective\nThe study: (1) provides the first assessment of the a priori measurement model and psychometric properties of the Organizational Social Context (OSC) measurement system in a US nationwide probability sample of child welfare systems; (2) illustrates the use of the OSC in constructing norm-based organizational culture and climate profiles for child welfare systems; and (3) estimates the association of child welfare system-level organizational culture and climate profiles with individual caseworker-level job satisfaction and organizational commitment.\nMethods\nThe study applies confirmatory factor analysis (CFA) and hierarchical linear models (HLM) analysis to a US nationwide sample of 1,740 caseworkers from 81 child welfare systems participating in the second National Survey of Child and Adolescent Wellbeing (NSCAW II). The participating child welfare systems were selected using a national probability procedure reflecting the number of children served by child welfare systems nationwide.\nResults\nThe a priori OSC measurement model is confirmed in this nationwide sample of child welfare systems. In addition, caseworker responses to the OSC scales generate acceptable to high scale reliabilities, moderate to high within-system agreement, and significant between-system differences. Caseworkers in the child welfare systems with the best organizational culture and climate profiles report higher levels of job satisfaction and organizational commitment. Organizational climates characterized by high engagement and functionality, and organizational cultures characterized by low rigidity are associated with the most positive work attitudes.\nConclusions\nThe OSC is the first valid and reliable measure of organizational culture and climate with US national norms for child welfare systems. The OSC provides a useful measure of Organizational Social Context for child welfare service improvement and implementation research efforts which include a focus on child welfare system culture and climate.",

            "abstractNote": "Family Group Decision Making (FGDM) is used internationally, positioning families to lead decision making, in partnership with statutory authorities, when their children are the subjects of child maltreatment reports. Widely absent has been the measurement of FGDM fidelity. This leaves various stakeholders (programme administrators, policy makers, researchers, social workers and others) with insufficient knowledge about the cohesion between the family meeting processes and the core principles and practices that underpin FGDM. This article, therefore, presents rationales for pursuing fidelity, reviews the limited literature on FGDM fidelity, highlights the inconsistencies between previous fidelity tools and the widely accepted practices and principles enshrined by the FGDM Guidelines Committee (2013), and presents new fidelity measures that better align with the guidelines. It advocates for widespread infusion of fidelity measures into FGDM processes for purposes of evaluation, quality assurance and improvement, and inclusion of the perspectives of family groups in all components of service delivery and programme design.",

            "abstractNote": "This study describes the development and validation of a short, self-administered fidelity measure used to capture the perspectives of a range of individuals participating in a family group decision making conference. Exploratory factor analyses suggested either a two or a three factor solution. Findings from confirmatory factor analysis supported a three factor model that includes sets of practices yielding: (1) Productive Decision Making; (2) Family Group Inclusion; and (3) Professional Supportiveness. These results provide direction to public child welfare practitioners and policymakers about the importance and the feasibility of attending to multiple perspectives in assessing program delivery.",
